Not as a documented audio-only YouTube Live stream. YouTube’s encoder workflow includes both audio and video formats, so the practical setup for an audio-led broadcast is to send the radio audio with a visual signal, such as a still image. That does not make the image an officially approved workaround, and it does not resolve the more important question: whether you have the rights to retransmit the station’s feed on YouTube.

What “without video” means on YouTube Live

You can make the broadcast audio-led, with a static image rather than moving footage. But YouTube’s documentation describes an encoder sending audio and video, not an audio-only endpoint. Its listed audio codecs include AAC and MP3; its listed video codecs include H.264, H.265, and AV1. A still image is a practical way to provide a visual signal alongside the radio audio, not a guarantee of approval or a way around YouTube’s rules. YouTube’s encoder guidance and encoding specifications explain the workflow and supported formats.

Get permission before retransmitting the station

Being able to listen to a station does not establish that you may rebroadcast its feed. You need authorization for the exact content and use: the station’s signal may contain music, advertisements, announcements, station IDs, and recordings controlled by other rights holders. Permission to retransmit the station feed should not be assumed to cover every embedded work, YouTube distribution, every territory, or an archived copy.

YouTube’s Livestream terms and conditions put responsibility on the content provider, stating: “You represent and warrant that you have all necessary rights for the exploitation of the Live Content on the Google Services throughout the world, including, without limitation, music licensing rights from artists, record labels, publishers (including public performance licenses) and any other royalty participants.” This is YouTube’s contractual language, not a determination of what a particular station agreement grants. If the scope is unclear, confirm it with the station and relevant rights holders; legal requirements may depend on the agreement and territory.

Questions to settle in writing

  • May your channel retransmit the station feed on YouTube, and in which territories?
  • Does permission cover live transmission only, or also YouTube’s archived playback?
  • Are the station’s advertisements, IDs, announcements, and each embedded musical recording covered?
  • Can the rights owner allowlist your YouTube channel in Content ID if authorization is required?

What YouTube copyright checks can do to a live broadcast

YouTube scans live streams for third-party content. A detection may produce a warning, replace the stream with a placeholder image, interrupt it, or terminate it. YouTube also says a live stream can be interrupted even when you have a license if the rights owner has not allowlisted your channel through Content ID. Read YouTube’s live-stream copyright guidance, and ask the relevant rights owner about allowlisting before you rely on a license as sufficient operational protection.

Do not treat a successful test or a stream that initially goes live as proof that the rights are settled. Platform checks and the rights owner’s authorization are separate issues.

How to set up an audio-led radio stream

  1. Confirm channel readiness. Verify the YouTube channel, confirm live streaming is enabled, and check for live-streaming restrictions in the preceding 90 days. First-time activation can take up to 24 hours. See YouTube’s live-streaming enablement instructions.
  2. Create the stream in YouTube Studio. Open the Live Control Room, create or schedule a stream, and obtain its stream URL and stream key. YouTube’s encoder setup instructions describe the process.
  3. Configure an encoder. Enter the YouTube stream URL and key. Route the radio audio into the encoder and provide a video signal, for example a still image. The required signal-routing equipment depends on how you receive the station feed; YouTube does not specify a receiver, mixer, capture card, or audio interface as universally necessary.
  4. Test before the intended broadcast. Use a private or unlisted test, check the Studio preview, listen for clean and continuous audio, and inspect stream health. Follow YouTube’s encoding guidance and general streaming tips for testing and monitoring.
  5. Decide whether to keep an archive. YouTube says streams under 12 hours are automatically archived. Make sure your permission covers on-demand playback before leaving an archive available; if it does not, resolve that rights question and choose archive settings accordingly.

YouTube recommends keeping upload bandwidth headroom rather than using the full available connection, then checking the preview and stream health during the broadcast. A test can help reveal audio routing, image, or connection problems before viewers encounter them.

Troubleshooting common problems

  • No stream appears in Live Control Room: Check that live streaming is enabled, the channel is verified, and there is no applicable restriction. If this is the first activation, allow up to 24 hours.
  • The encoder does not connect: Recheck that the stream URL and key were copied correctly into the encoder and that it is sending both audio and a video signal. Avoid exposing the stream key; replace it if it has been shared unintentionally.
  • The preview has no audio or the audio is intermittent: Check the encoder’s selected audio input and the path from the station feed. Test by listening to the encoder output and Live Control Room preview before starting the public broadcast.
  • You receive a copyright warning or the stream is interrupted: Treat it as a rights and authorization issue, not simply an encoder fault. Contact the station or rights holder, confirm the content and territory covered, and ask about Content ID allowlisting where needed.
  • The live broadcast works but the archive is a concern: A live-use permission may not cover on-demand playback. Confirm archive rights before making the recording available.
