Technically, yes—but do not run copyrighted music in a 24/7 YouTube livestream unless you have permission covering the music, the live transmission, the stream’s territories and duration, and any saved version. YouTube scans livestreams for third-party content and may interrupt or terminate a stream after a match. Even a licence may not prevent an interruption if the rights holder has not added your channel to its Content ID allowlist.
What YouTube can do when it detects music
YouTube Help says all livestreams are scanned for matches to third-party content, including copyrighted material in another live broadcast. If YouTube identifies a match, it may replace the stream with a placeholder image and show a warning. Continuing to use the detected material can lead to interruption or termination of the stream.
That means a 24/7 stream is not exempt because it is continuous, prerecorded, or broadcast from India. YouTube does not publish an interruption rate for this scenario in the information cited here, so there is no reliable percentage to predict whether a particular stream will be flagged.

What rights you need to check in India
A song can involve more than one set of rights
Identify both the musical composition and the particular sound recording you plan to play. Different owners or administrators may control relevant rights in each. Buying a song, subscribing to a music service, or finding a track labelled “royalty-free” does not by itself establish permission for a continuous public livestream.

Indian copyright law and YouTube’s worldwide terms are separate questions
India’s Copyright Act recognizes rights that include public performance or communication to the public in relation to musical works. The precise treatment of a particular track, licence, service and transmission depends on the facts. Separately, YouTube’s live-stream terms require the provider to warrant that it has all necessary rights for exploitation of the live content on Google services throughout the world, including relevant music licensing rights from artists, record labels, publishers and other royalty participants. A permission limited by territory or by type of use may not meet that platform requirement.
Do not assume the section 31D route applies to your channel
Chapter VIII of the Copyright Rules, 2013 sets out a procedure for a broadcasting organization using the statutory licence in section 31D. The official rule text does not establish that an individual YouTube creator’s 24/7 internet stream qualifies, or that such a route would satisfy YouTube’s worldwide-rights terms. If you are considering section 31D, check the current rules and consult an Indian copyright professional about your specific stream rather than assuming eligibility.

Creator Music is not a livestream licence route
YouTube’s cited Creator Music guidance describes licensing and revenue sharing for long-form videos, not livestreams. It describes access as limited to U.S. YouTube Partner Program creators, with expansion outside the U.S. pending. It therefore does not provide a route for an India-based creator to clear music for a 24/7 livestream under that guidance.
How to clear a music stream before going live
- Make a track inventory. Record every composition and sound recording in the stream, including music embedded in longer recordings. Note the owners or administrators where known.
- Obtain written permission for the actual use. Confirm that the licence or permission covers livestream transmission, the intended territories, continuous duration, and any recording or archive that will remain available afterward. Do not infer those permissions from purchase, subscription, or a general “royalty-free” label.
- Confirm Content ID allowlisting. Ask the relevant rights owner or administrator to add your YouTube channel to its Content ID allowlist and confirm that the allowlisting covers the intended stream. YouTube warns that a licence alone may not stop an interruption.
- Keep a clearance record. Retain the agreement, track list, territory and term details, correspondence, and confirmation of allowlisting so you can check exactly what was authorized.
- Check platform and licence terms again before launch. YouTube rules and music permissions can change. For music from the YouTube Audio Library or another source, read the exact licence terms for live use; describing music as “free” in a stream description does not prevent a Content ID match.
Common problems and what to do
- You have a licence but the stream is interrupted: The channel may not be allowlisted, or the allowlist may not cover the stream. Contact the rights owner or administrator to verify coverage before restarting.
- A track is marked “free” but triggers a warning: A label or description is not proof of live-use permission and does not prevent Content ID detection. Recheck the actual licence and remove the track unless the live use is authorized.
- Your permission covers one country or a limited period: Compare those limits with the stream’s territories and duration, as well as YouTube’s worldwide-rights requirement. Obtain broader permission or do not use the track.
- You want to rely on a statutory broadcast licence: Do not treat section 31D as automatic permission for an individual creator’s internet livestream. Get advice on eligibility and whether the proposed use meets YouTube’s terms.
- You want to keep the livestream recording online: Verify that your permission covers the saved or archived version as well as the live transmission.
Or let it run in the cloud
StreamNeo can keep an uploaded video or playlist looping on YouTube from the cloud; it does not clear music rights or prevent a copyright match. You still need the permissions described above and should confirm any required Content ID allowlisting.
