You can try a community-described registry change to reduce the delay before startup apps launch, but Microsoft does not document it as a supported Windows setting, and there is no verified measurement showing it makes the desktop usable faster. First review which apps run at sign-in using Windows’ built-in startup controls; change the registry only if you understand the uncertainty and have backed it up.
What the “startup delay” tweak changes—and what it does not prove
The commonly shared tweak adds values beneath the current user’s Explorer Serialize registry key. A Microsoft Q&A answer accepted on April 29, 2024, describes WaitForIdleState and optionally StartupDelayInMSec, both as REG_DWORD values. This is community guidance hosted on Microsoft Q&A, not an official Microsoft procedure: Microsoft Q&A: “Startup apps artificially delayed on Windows 11?”.
The claim concerns when startup applications launch after sign-in. That is not the same as Windows boot time or the moment the desktop becomes responsive. The available sources do not establish that this edit reliably makes the desktop usable sooner, works consistently across Windows 10 and Windows 11 builds, or remains effective after updates. There is no substantiated fixed “ten-second” improvement for this tweak.

Try Windows’ built-in startup controls first
If a particular app is slowing down sign-in or cluttering the startup process, first decide whether it needs to launch automatically. Windows provides supported ways to manage startup applications; Microsoft says the Startup tab in System Configuration redirects users to Task Manager in newer Windows versions.

- In Windows Settings, open Apps > Startup to review apps and switch off ones you recognize and do not need at sign-in.
- Alternatively, open Task Manager and select Startup apps to review and manage programs that launch when you sign in.
- Disable only apps you recognize and do not need to start automatically. An app can still be opened manually later; its availability and behavior depend on that app.

How the registry workaround is described
The following reflects the community answer, not a Microsoft-supported recipe. Registry changes can cause problems if entered incorrectly. Back up the registry before making changes, and do not proceed if you are unsure how to recover.

HKEY_CURRENT_USERSoftwareMicrosoftWindowsCurrentVersionExplorer. - Create a key named
Serializeif it is not already present. - Inside
Serialize, create aDWORD (32-bit) ValuenamedWaitForIdleState. - The answer also describes an optional
DWORD (32-bit) ValuenamedStartupDelayInMSecunder that same key. It does not establish a universally correct value for it, so do not assume a particular number is appropriate.
The accepted answer does not establish that these values are recognized or effective on every Windows version or build. Microsoft’s published startup-app instructions do not confirm them as supported settings. These are not benchmarked alternatives: the cited sources provide no controlled measurements of speed gains. If the delay remains troublesome after removing unnecessary startup apps, the registry edit is an experiment with uncertain results—not a guaranteed way to improve boot or desktop responsiveness.
