Yes. In a browser document, an element’s id may be exposed as a named property on window. For example, <p id="preamble"></p> may be accessed as window.preamble. This is a browser feature, not a dependable replacement for DOM lookup: use document.getElementById("preamble") or document.querySelector("#preamble") in ordinary application code.
Why can an element ID be referenced through window?
The HTML Standard defines named access on the Window object. Among the names it supports are IDs of elements in the associated document tree, certain non-empty name values, and names of child navigables. What does named access return?
The result depends on what matches the name. A single matching element can be returned as an element. If multiple named elements match, named access can return an HTMLCollection instead. A matching named child navigable can resolve to its active WindowProxy. Code that assumes a name always resolves to one particular element can therefore break when the document changes. Should you use an element ID as a variable?
Usually, no. The WHATWG HTML Standard says, “As a general rule, relying on this will lead to brittle code,” and recommends explicit DOM methods. A browser property may already use the same name, or a later platform feature may introduce a conflict. Explicit lookup communicates that you are retrieving a document element and avoids depending on the set of names exposed by window. The cited standards and documentation support the explicit-lookup recommendation; they do not establish that either DOM method is faster.
Why might an ID not work with dot notation?
An HTML id value does not have to be a valid JavaScript identifier. For example, 1234 can be an ID, but window.1234 is invalid JavaScript syntax. Bracket notation avoids that dot-property syntax restriction:

This only addresses JavaScript property access syntax; it does not make named Window access a reliable selector. Also, when an ID is placed in a CSS selector, its value may need escaping if it is not a valid CSS identifier. MDN: The id global attribute
Is window.someId the same as a JavaScript global variable?
No. A browser may expose an element through a named property on window, but that does not mean the HTML parser declared a variable with that name. MDN documents that global var declarations are properties on the global object, while JavaScript modules do not receive a default window global binding. Keep the distinction explicit: window.someId is a property lookup, whereas an unqualified identifier is a JavaScript name lookup and depends on its scope and execution context. MDN: globalThis

Use an explicit DOM lookup instead
For a known ID, prefer document.getElementById(). Use document.querySelector() when you need the flexibility of a CSS selector, accounting for CSS escaping when an ID contains characters that are not valid in an unescaped selector. Both approaches make the intended lookup clearer than relying on a property appearing on window.
