No. The YouTube app does not browse or play personal video files directly from an external drive. To watch those files on a TV, use its separate USB or media-player feature, or a compatible media player. Uploading your own videos to YouTube is another option, but it is not the same as playing them from the drive.
What “YouTube streaming service” means
The YouTube video app and YouTube TV are separate services. Neither makes a USB-connected drive a source of local files inside the YouTube app. YouTube describes viewing content through its online service; its terms say, “You may view or listen to Content for your personal, non-commercial use.” YouTube Terms of Service
YouTube TV is a paid service for live television delivered through authorized devices. Its subscriber terms restrict copying, storing, and transferring programming outside YouTube TV’s own recording features. Do not copy YouTube TV programs to an external drive. YouTube TV Terms

How to play personal videos from an external drive
- Check the exact TV or player model. Consult its manual for USB storage support, supported file systems, drive capacity and power limits, and video and audio codecs. Supported extensions and codecs can vary by model, and a listed format is not a guarantee that every file will play. LG support Sony support
- Connect the drive and open the local media player. Use the TV’s USB port and choose its USB input or media-player app—not YouTube. For example, Sony’s guide describes selecting Apps, then Media Player, then the USB device and file. The exact labels depend on the model. Sony support
- If the TV cannot browse local files, check compatible media players. Some Roku devices support playing local files from USB, while certain Philips Android TV models support USB playback through an installed media-player app. Verify that the specific model, drive, and file formats are supported before buying. - Use casting only for YouTube content. Casting from a phone or tablet can send YouTube content to a compatible TV or streaming device; it does not make the YouTube app a browser for files on a drive. YouTube casting help
Check compatibility before troubleshooting playback
Local playback is a separate device feature, so the answer depends on the exact TV or player, drive, and media files. Check each of these in the device’s current manufacturer documentation:

Uploading your own videos to YouTube is a different option
If the videos are yours, you can upload them to your YouTube channel, subject to YouTube’s terms and any third-party rights in the content. YouTube also offers downloads of MP4 copies of videos you uploaded. Uploading or downloading is distinct from playing the original file directly from a connected drive in the YouTube app. Upload videos Download videos that you uploaded

Or let it run in the cloud
If your goal is to keep uploaded videos looping as a YouTube livestream—not to play files directly from a drive on your TV—StreamNeo is a separate cloud service. Upload a recording or build a playlist, add your YouTube stream key, and go live. It loops the uploaded videos from the cloud, so nothing has to stay on at home. Each slot streams the uploaded quality up to 4K 60fps at one flat price, with automatic recovery if YouTube drops the stream. The first day is free with no card. Monthly pricing is $9.99 per month. This is for uploaded videos and YouTube livestreaming, not camera streaming or local playback inside the YouTube app. Start the free day with StreamNeo.
