Sometimes—but not by installing PC Steam games directly on an Android phone. Steam Link streams a game running on a host PC, so the phone and computer need a network connection to each other. If internet access is down but a working local network still connects them, streaming may work; Valve’s setup documentation specifies the same network but does not explicitly guarantee internet-disconnected use. If you mean playing on the PC without connecting to the Steam Network, Steam Offline Mode may work for eligible games after you prepare them online.
What “offline” means for Steam Link
Steam Link is a streaming client, not an Android version of the PC Steam client. The host computer runs the game and sends its video and audio to the phone; the phone sends your controls back. That means a phone by itself cannot run the PC game through Steam Link, and a controller does not remove the need for the host PC or a network path.
There are two different connection questions: whether the devices can reach each other, and whether they can reach the internet or Steam Network. A local network can connect devices even when its internet connection is unavailable. Valve’s setup instructions require the Android device and host PC to be on the same network, but do not expressly certify every configuration with no internet uplink. Requirements for streaming a PC game to Android
Valve says Steam Link supports many Android phones, tablets, and TVs running Android 5.0 or newer. You also need a computer running Steam and a network that connects it to the Android device. Valve lists a 5 GHz wireless router as recommended equipment. These are Valve’s stated requirements and recommendations, not a guarantee that every Android device or network will perform identically (Steam Link Android setup).

- Power on the host PC, launch Steam, and sign in.
- Connect the Android device and PC to the same network.
- Open Steam Link on Android and follow the app’s pairing steps.
For a more reliable stream, Valve recommends connecting the host PC to the router by Ethernet when possible. If the phone uses Wi-Fi, Valve prefers 5 GHz over the more congested 2.4 GHz band. Interference, client isolation, and restrictions on public, workplace, school, or guest networks can prevent devices from communicating; a captive portal can also complicate setup. Valve’s network troubleshooting guide covers these connection problems.
How Steam Offline Mode differs
Steam Offline Mode is for running eligible games on a computer without an active connection to the Steam Network. Steam Support describes it this way: “Offline Mode allows you to play games through Steam without having an active connection to the Steam Network.” It does not make PC games run natively on Android. The game still executes on the PC; streaming it to a phone is a separate step that needs a connection between the devices.

Valve’s Offline Mode instructions recommend preparing while online:

- Make sure the game files are updated.
- Launch each game you intend to play once, so any required first-run installation or update can finish. Confirm it starts before disconnecting.
- Select Steam > Go Offline.
Offline Mode is not a way around a Steam login prompt. Valve says Steam cannot bypass a login requirement if the client insists on one. Stored login information may also be lost if you force-quit Steam or shut down the computer without closing Steam manually.

Why a game may still fail offline
Offline Mode does not guarantee every title will launch. Games that require an active connection or depend on an external launcher may remain unavailable. Some games need an initial online start; if a prepared game will not launch offline, Steam or the game may need an update or additional installation before disconnecting. Check the individual game’s requirements rather than assuming that every title in the library supports offline play.

A controller is optional and affects input, not connectivity. Valve lists the Steam Controller, Microsoft Xbox One S Controller, Sony DualShock 4 on Android 9.0 or newer, and Razer Kishi and Raiju Mobile among supported controllers. Other input devices may work without being officially supported, and compatibility can vary by device and Android version. A controller does not eliminate the host PC or network requirement for Steam Link (Valve’s Steam Link Android documentation).
