Yes—ordinary carrier calls can work without mobile data as long as your phone has cellular voice service, coverage and an eligible account. If cellular voice service is unavailable, carrier Wi-Fi Calling may work over an internet-connected Wi-Fi network. Calling apps also need internet access. With neither cellular service nor internet, none of these options can carry a call.
What does “without data” mean?
Mobile data is the phone’s connection to the internet over a cellular network. It is separate from the carrier’s voice service. Turning off mobile data—or using up a mobile data allowance—does not by itself stop a normal carrier voice call if cellular voice service is still available. Apple explains the distinction between cellular service and Wi-Fi Calling.
But “no data” can also mean no internet connection at all, or no cellular signal. Those are different situations: Wi-Fi can provide internet access without using the phone’s mobile data, while a lack of cellular voice service may rule out an ordinary carrier call.

How to turn on carrier Wi-Fi Calling
On Android
- Open the Phone app and find the Wi-Fi Calling setting for your carrier SIM. The exact menu can vary by device and carrier; follow Google Phone Help’s Wi-Fi Calling instructions.
- Turn on Wi-Fi Calling and complete any prompts, including emergency-address setup if requested.
- If the option is missing, your carrier may not support the feature for your device or account. Google Phone Help states: “Not all carriers support calls over Wi-Fi.” Check availability and possible charges with your carrier.
On iPhone
- Open Settings and go to Cellular, then select Wi-Fi Calling. If you use more than one line, choose the relevant line.
- Turn on Wi-Fi Calling and follow the prompts to confirm an emergency-services address.
- Check that your carrier and country or region support the feature. See Apple’s Wi-Fi Calling instructions for current setup details.
What to know about internet calling apps
Apps such as Google Voice place calls over Wi-Fi or mobile data; they do not make a call possible without an internet connection. Google estimates that Google Voice calls use about 0.2 MB per minute. That is Google’s estimate for its service, not a universal rate for other apps or networks. Using Wi-Fi can avoid drawing on the phone’s mobile data allowance, though the Wi-Fi connection itself may have limits or charges. See Google Voice Help.

App-based calling is not automatically equivalent to calling through a mobile carrier. Google Voice, for example, documents restrictions on emergency calling for its accounts; emergency handling may differ when a call routes through the mobile carrier. Check the app’s own emergency-calling terms before relying on it.
Emergency calls and Wi-Fi Calling
Do not assume an emergency call over Wi-Fi or an app follows the same route as an ordinary cellular call. Apple says an iPhone uses cellular service for emergency calls when available; if it is not available and Wi-Fi Calling is enabled, the call may use Wi-Fi. Location or the registered emergency address may be used, and Apple warns that emergency alert reception can be affected. See Apple’s guidance.

The FCC explains that emergency calls over Wi-Fi use a different call flow from calls over cellular networks in its 2020 order. Carrier-specific requirements also apply: T-Mobile requires an active account and an E911 address, and says callers may still need to give their contact details and current location. Verizon also requires an emergency address. These are examples of US carrier policies, not universal rules.
Will Wi-Fi Calling use mobile data or cost extra?
Wi-Fi Calling uses an internet-connected Wi-Fi network rather than the phone’s mobile data connection. Whether calls incur carrier charges depends on the carrier, account, destination and circumstances; support and terms vary by region. For example, Verizon says its US calls and texts over Wi-Fi do not count against its mobile data allowance, while the Wi-Fi network may charge access fees. That is Verizon-specific, not a guarantee for other carriers. Check your carrier’s current terms, including roaming and international-call rules.
