Not through YouTube’s documented setup if the channel still needs phone verification. YouTube lists live streaming as a feature unlocked by verifying the channel with a phone number. Starting from a computer, webcam, or streaming encoder does not remove that requirement. Check the channel’s eligibility in YouTube Studio; if verification is required and the owner has no number that can receive YouTube’s code, the documented next step is to wait until an eligible number is available.
Why YouTube asks for phone verification
YouTube’s account-verification instructions say to enter a phone number and receive a code by text message or voice call. YouTube lists live streaming among the features available after verification. Verify your YouTube account.
Phone verification is a channel eligibility step, not a requirement specific to one kind of streaming equipment. A webcam, computer, or encoder changes how you send video; it does not provide a documented way around the verification gate. YouTube’s general live-stream guidance also says the channel must not have a live-streaming restriction within the previous 90 days. YouTube live streaming tips.

- Have an authorized person open YouTube Studio for the channel.
- Go to Settings → Channel → Feature eligibility.
- Review the channel’s status and follow the verification prompt if YouTube says verification is still needed.
- If prompted, use a phone number that can receive the code by text or voice call, then complete the on-screen steps.
For a Brand Account, an owner or manager can verify the phone number. For a channel that is not associated with a Brand Account, YouTube says only the channel owner can do so. Check the account type and permissions before asking someone else to complete the step. YouTube’s verification instructions.

Does using a computer or encoder help?
No. YouTube describes mobile, webcam, and encoder streams as different ways to broadcast, but the method does not replace channel verification. The mobile method has additional requirements; those mobile-specific rules do not turn a desktop setup into a verification workaround.
| Method | What it changes | What it does not change |
|---|---|---|
| Mobile | Streams from a supported mobile device. | Requires an eligible, verified channel; it does not bypass verification. |
| Webcam | Streams using a computer and webcam. | Does not remove the general channel-verification requirement. |
| Encoder | Sends a stream from encoder software or hardware. | Does not remove the general channel-verification requirement. |
Extra requirements for mobile livestreaming

If Feature eligibility says verification is still required, YouTube’s published instructions describe verification using a number that can receive a text or voice call. The sources cited here do not establish that borrowed, virtual, or third-party numbers will be accepted, so do not rely on one as a workaround. Follow the prompt shown for the channel.

YouTube says a phone number can be used to verify no more than two channels per year. If the number you can access has already reached that limit, you will need to follow YouTube’s verification flow with a number it accepts; changing the streaming device does not address the limit. Verify your YouTube account.
Check for a separate livestream restriction
Verification is not the only eligibility condition. YouTube’s guidance says a channel must have no live-streaming restriction in the previous 90 days. If the channel is restricted, completing phone verification alone will not make it eligible. YouTube also prohibits using another channel to evade an active live-streaming restriction. Or let it run in the cloud
StreamNeo keeps an uploaded video or playlist looping as a YouTube livestream from the cloud, so no computer or home connection has to stay on. It does not remove YouTube’s channel verification or eligibility requirements: first make sure the channel is allowed to livestream, then upload a recording, add the YouTube stream key, and go live. It supports the uploaded quality up to 4K 60fps at one flat price per slot, automatically recovers if YouTube drops the stream, and the first day is free with no card. The monthly price is $9.99 per month. Start a StreamNeo trial.
