Yes—but not with CSS. The title attribute belongs in the HTML that creates the table cell. CSS can select and style a cell that already has a title, but it cannot add or change HTML attributes.
Put the attribute on the <td> in HTML
Because title is a global HTML attribute, it is valid on a table-cell element:

</table>Browsers commonly expose this value as a native tooltip when a pointer rests over the cell. In JavaScript, the same value is available through the DOM element’s title property.

CSS cannot write an HTML attribute
CSS controls styling. To generate or update the attribute value, write it in HTML, produce it in a server-side template, or set it with JavaScript:

The HTML specification defines title as advisory information, such as text suitable for a tooltip. It is therefore appropriate only for supplementary context, not information users must receive to understand or operate the table.
Native title tooltips are unreliable for accessibility. They commonly depend on pointer hover, which excludes keyboard-only and touch-only users, and some browsers or assistive technologies do not expose the value consistently. Magnification and touch interaction can also make hover-based discovery difficult.

Use visible text for essential explanations
If a note, status, unit, warning, or definition is important, place it in the table or nearby document so it is available without hovering:

</td>Use an accessible control for expandable help
For additional details, provide a keyboard-operable button and associate the description with the control. A disclosure pattern, dialog, or other purpose-built component can support pointer, keyboard, and touch input instead of relying on a hover-only browser tooltip.

Choosing between HTML, CSS, and a tooltip component

Common mistakes
- Trying to assign an attribute in a stylesheet: declarations such as
contentdo not create a real HTMLtitleattribute. - Using generated content as the only explanation: pseudo-elements can be missed by some users and are not a substitute for semantic document text.
- Putting required information only in a hover tooltip: keyboard and touch users may never discover it.
- Confusing deprecated table presentation attributes with
title: recommendations to replace old cell-formatting attributes with CSS do not make the global HTMLtitleattribute invalid on<td>.
Bottom line
Add title="..." to the <td> in HTML (or set it with JavaScript). Use CSS only to style or select that cell. Keep important information visible or expose it through an interaction that works without hover; reserve native title tooltips for brief, optional advice.
