A browser sign-in page on a café or hotel network does not necessarily mean the Wi-Fi itself is password-protected or encrypted. But public Wi-Fi is not automatically unsafe: the Federal Trade Commission (FTC) says it is usually safe because encryption is now widespread. The practical safeguards are to verify the network, use secure websites, keep your devices updated, and use cellular data or your own phone hotspot for sensitive work when you can.

What does “hotspot password” mean?

The phrase can refer to two different credentials, and they protect different things:

  • Wi-Fi encryption password: A credential used to join a wireless network configured with a security protocol. The prompt and network settings—not the mere presence of a password field—determine what protection is in use.
  • Captive-portal password or access code: A credential entered on a web page after connecting, often at a hotel, airport, or café. A portal may control access to the venue’s internet service without encrypting the wireless connection. The FTC made this distinction in its 2011 Wi-Fi guidance: FTC guidance on Wi-Fi networks.

So, a login page by itself does not show whether the link between your device and the Wi-Fi access point is encrypted. That historical FTC guidance explains the distinction; it should not be read as a claim about how common encryption is today.

Can someone steal a password on public Wi-Fi?

It is possible for public networks and deceptive sign-in pages to create security risks, but connecting to public Wi-Fi does not automatically expose your passwords. The FTC’s current consumer guidance says, “Because of the widespread use of encryption, connecting through a public Wi-Fi network is usually safe.” That is not a guarantee about every network or website; it is a reason to use sensible protections rather than assume every public connection is unsafe. HTTPS encrypts the connection between your browser and a website. Check that the address begins with HTTPS, but do not treat the padlock as proof that the site is legitimate: scammers can use encrypted websites too. Entering credentials on a convincing but fraudulent sign-in page can still expose them.

How to use public Wi-Fi more safely

  1. Verify the network and sign-in instructions. Ask venue staff or check another trusted source for the exact network name and the expected login process. Do not assume a similar-looking network name is genuine. CISA recommends verifying both: CISA’s Best Practices for Using Public Wi-Fi.
  2. Disable automatic connections to public networks. If your device offers this option, turn it off so it does not join a network simply because it is nearby. The menu path varies by device and operating-system version.
  3. Choose a private connection for sensitive tasks. Use cellular data or your own phone’s mobile hotspot for banking, shopping, or sensitive work when practical. CISA says, “Your own mobile network connection, also known as your wireless hotspot, is generally more secure than using a public wireless network.” This can mean using a phone you already have; it does not imply that you need a separate hotspot device.
  4. Use HTTPS and protect your accounts. Check the address on each site, use strong unique passwords, and enable two-factor authentication. HTTPS helps protect data in transit to the site, but it cannot verify that the site operator is trustworthy.
  5. Keep software current. Install updates for your operating system, browser, and apps so you are using current security fixes.
  6. Consider a VPN for necessary work on public Wi-Fi. The FTC describes a VPN as encrypting traffic between your device and the internet when you use public Wi-Fi. It does not verify that a hotspot is genuine or protect you if you enter credentials on a phishing site. More on secure remote access from the FTC.

Public Wi-Fi, a phone hotspot, or a VPN?

These options address different parts of the connection, and the best choice depends on what you are doing and what is available.

Option What it helps with Best fit Important limitation
Public Wi-Fi Convenient internet access; HTTPS encrypts traffic between your browser and each HTTPS website. Ordinary browsing when you have verified the network and use routine account protections. A portal password alone does not establish that the Wi-Fi link is encrypted. A padlock does not establish that a website is honest.
Cellular data or your personal phone hotspot Uses your mobile network connection instead of the venue’s public wireless network. Sensitive work when cellular service and your data plan make it practical. Availability depends on your mobile connection and plan; CISA’s guidance does not mean every phone or situation has identical protections.
VPN over public Wi-Fi Encrypts traffic between your device and the internet, according to FTC business guidance. Work that requires public Wi-Fi when a VPN is an appropriate option. It does not authenticate the hotspot or make a phishing site safe to use.

Does this advice apply to your home Wi-Fi?

Home-router security is related, but it is not the same problem as joining a public hotspot. The FTC recommends using WPA3 Personal or WPA2 Personal, changing default router credentials, and keeping the router administrator password separate from the Wi-Fi password. The Wi-Fi password controls network access; the administrator credential controls router settings. Follow the router maker’s instructions to change these settings.
