Yes, potentially—but not from YouTube’s mobile app. YouTube’s published mobile rules require at least 50 subscribers to start a livestream in the app. Its computer options, including webcam and encoder streaming, are listed separately, and the general guidance reviewed does not state the same subscriber minimum for those methods. Computer streaming may therefore be an alternative for eligible channels below 50 subscribers.
What the 50-subscriber rule means in India
YouTube’s mobile livestream help page says a channel needs at least 50 subscribers to start a livestream using the mobile app. The page does not state an India-specific exception. India’s appearance on YouTube’s list of countries where mobile Playables are available does not waive the subscriber requirement for livestreaming.
The key distinction is the streaming method: the published 50-subscriber threshold is stated for mobile livestreaming, not as a universal minimum for every way to go live on YouTube.

For mobile livestreaming, YouTube lists these requirements:

If you are enabling livestreaming for the first time, activation may take up to 24 hours. Reaching 50 subscribers by itself does not guarantee that you can start immediately. See YouTube Help’s mobile livestream requirements for details.
YouTube also says channels with more than 50 but fewer than 1,000 subscribers may have their mobile livestream viewer count limited, and their archived streams may default to private. The page says a channel does not lose mobile livestream access unless it falls below 50 subscribers.

Can you use a computer with fewer than 50 subscribers?
YouTube identifies webcam and encoder streaming as computer methods separate from mobile. Its general livestreaming guidance requires channel verification and no livestreaming restrictions within the previous 90 days, but does not state a subscriber minimum for these computer methods. That makes a computer route a potential option—not a guarantee of access for every channel below 50 subscribers.
Webcam streaming

Encoder streaming
An encoder is streaming software or hardware that sends a video feed to YouTube. YouTube lists this as another method distinct from the mobile app. The guidance reviewed does not promise that every channel below 50 subscribers can use it; channel verification and the absence of recent live restrictions still apply. YouTube’s live streaming overview describes its streaming methods and general requirements.
Age requirements for going live
YouTube’s general guidance says, “You must be at least 16 years old to live stream.” Its restrictions page adds that a participant under 16 using an adult-owned account must have the adult visibly present in the stream. Review YouTube’s live-streaming restrictions if this applies to your channel.

If you mean a 24/7 stream of uploaded videos
