Yes. A browser can read a file you select, process it on your device, and let you save the result without uploading the file. But a browser-based interface alone does not prove a tool works this way: the page can also send file data to a server. Treat “your files never leave your device” as a claim to verify about a specific tool, not a guarantee built into the browser.

How browser-based file processing works

The browser’s File API lets a page read files that you explicitly provide, typically by choosing them in a file picker or dragging them onto the page. The page’s JavaScript can then work with the file’s data and create a result for you to download. The W3C describes both local processing and sending file data to a remote server as possible uses of the API, so reading a file in a browser does not by itself tell you what happens next. For broader access to files and folders, the File System Access API can provide file handles after the user selects them and grants access. Chrome’s developer guidance says its picker requires a secure context and a user gesture. Local processing versus server-side processing

Consideration Local browser processing Server-side processing
Where the file is processed On the user’s device, if the page’s implementation keeps the file data local. On a remote service after the file is sent there.
Privacy exposure Avoids sending the file to a processing server, but does not protect against a compromised page or other local risks. The service receives the file; its handling depends on that service’s practices.

Device and file constraints Uses the device’s resources; the sources do not establish comparative speed or file-size limits. Uses remote computing resources, but no comparative performance figures are established by the sources.
Cloud-dependent features Features that rely on cloud conversion, AI, or another remote service cannot be entirely local. Can use remote services as part of processing.

These are architectural differences, not measured performance results. Whether local processing is practical depends on the specific operation, device, browser, and implementation.

How to assess a “never uploaded” claim

Look for clear descriptions of where each operation happens, then check whether the tool’s behavior matches its explanation. A file picker is evidence that you provided a file to the page; it is not evidence that the page refrains from transmitting it.

  • How the file enters the workflow: Does the page read a file you select or drop, or does the workflow send it to a service before processing?
  • Where processing happens: Does the provider identify which operations run on-device? Watch for cloud conversion, AI, or other features that require a remote service.
  • What happens to intermediate data: Check whether temporary or working files are stored in browser storage and how that storage is used.
  • Where the result goes: Is the output created for a local download, or is it uploaded to another service?
  • Whether the claim matches network behavior: A privacy statement is not a substitute for checking the particular tool’s behavior. The File API can be used alongside network APIs, so the implementation matters. W3C File API

Local files, file handles, and browser storage are different

A file selected through a picker is not the same thing as a persistent browser-stored copy. A file-system handle represents user-mediated access to a file or folder, subject to browser permission. The origin-private file system (OPFS), by contrast, is storage associated with a website’s origin; it is not an ordinary folder that the user sees in the device’s file manager. What local processing does not protect against

Keeping file data on-device can reduce exposure to a remote processing service, but it does not make a web page trustworthy by itself. The code running in the page is in a position to access data provided to it. The W3C Web Cryptography specification warns that hostile script injection can exfiltrate data or cryptographic keys; it also does not require implementations to zeroize key material or guarantee that it is never persisted to disk. For sensitive work, consider the trustworthiness of the page and its code as well as whether the file is uploaded. A local-processing claim addresses one part of the privacy question, not every security risk.

Browser and permission considerations

Basic file selection and reading are supported through browser APIs, but capabilities for direct file-system access differ among browsers. Chrome’s guidance describes support primarily across Chromium browsers and recommends feature detection. A tool may therefore offer different workflows or capabilities depending on the browser. File access is mediated by user action and permissions rather than being unrestricted access to the device’s files.
