Blocking Outlook or OneDrive can disrupt that route; it does not establish that an infected device is clean or prevent an attacker from switching to another cloud service or channel.
How cloud-service command-and-control works
In cloud-service C2, malware on a compromised device uses a legitimate online service to receive commands or send information back to an operator. MITRE ATT&CK describes this as Web Service (T1102). Because a host may already communicate with popular services, this traffic can blend into ordinary activity. MITRE also notes that SSL/TLS can make the traffic harder to inspect and that using a web service can make an operation more resilient when infrastructure changes. The technique page reports version 1.3 and a last-modified date of May 12, 2026.
OneDrive is a documented example, not proof that this approach is common. MITRE’s Bidirectional Communication (T1102.002) lists CloudDuke exchanging commands and stolen data through a Microsoft OneDrive account, and CreepyDrive using OneDrive for C2. The page reports version 1.1 and a last-modified date of May 12, 2026. The sources establish these OneDrive examples, but do not establish that blocking Outlook alone is a complete or sufficient C2 control, or quantify the effectiveness of blocking either service.
What blocking a service can—and cannot—do
- It can remove a route. If malware relies on the blocked service and the block reaches the relevant access paths, the service-dependent channel may stop working.
- It cannot prove containment. A blocked connection does not show that the device is clean, that commands are no longer being relayed elsewhere, or that data has not already been taken.
- It does not block cloud-service C2 as a category. MITRE documents the broader use of legitimate web services; an attacker may use another service or a different channel.
There is no documented effectiveness percentage or prevalence figure for OneDrive-based C2 in the cited sources. Treat service blocking as a scoped disruption and containment measure, not a guaranteed way to stop all C2.

Choose between blocking access and allowing it with controls
The right choice depends on whether the service is needed for approved work and on what the organization can monitor and enforce.

CISA’s recommendation appears in its 2018 alert and applies specifically to public file shares the organization does not use. It should not be read as a universal instruction to block OneDrive.

What Microsoft file protections cover
Built-in Microsoft 365 malware scanning
Microsoft says its built-in anti-malware engine scans files uploaded to SharePoint, SharePoint Embedded, OneDrive, and Teams. Scanning is asynchronous: files are not all automatically scanned, and heuristics determine which files are scanned. Microsoft describes the feature as a containment aid, not a standalone defense: “The built-in anti-virus capabilities are a way to help contain viruses. They aren’t intended as a single point of defense against malware for your environment.” See Microsoft’s built-in virus protection guidance, last updated September 4, 2025.
Safe Attachments for SharePoint, OneDrive, and Teams
Safe Attachments can detonate files in a virtual environment and lock files identified as malicious. Microsoft says the feature applies to Defender for Office 365 Plan 1 and Plan 2 and Defender XDR. However, Defender for Office 365 does not scan every file in these services: scanning is asynchronous and uses sharing and guest-activity events, heuristics, and threat signals. Use targeted policies and investigate suspicious devices
For organizations that need cloud services, Microsoft Defender for Cloud Apps session policies can block selected activities in configured apps. Microsoft also documents malware inspection for file uploads or downloads to prevent users from transferring files identified as malware. These controls depend on policy configuration and applicable licensing or prerequisites; Microsoft does not claim they identify every form of service-based C2. - Decide what the organization actually needs. Identify approved services and workflows before blocking access. Consider denying access to public file shares that are not used.
- Set the narrowest workable restriction. If access is needed, target selected app activities or file transfers where appropriate. If blocking is acceptable, verify that enforcement covers the relevant web access, desktop and mobile clients, and other approved routes; the cited sources do not provide a universal configuration that guarantees a complete block.
- Monitor cloud-app activity and investigate the endpoint. Ordinary-looking, encrypted traffic can still carry C2. A service restriction or a clean file scan is not a substitute for investigating a device with signs of compromise.
- Keep file scanning in its proper role. Use it as one layer of protection, not as a replacement for access controls, monitoring, or incident response.
The trade-off is practical: broad blocks may disrupt legitimate work, while allowing a needed service calls for controls and monitoring tailored to normal use.
