Another app can start an Android activity when that activity is exposed to external callers. An explicit intent can target a named component without matching its intent filters, so a filter alone does not protect an activity. For an activity intended only for use inside its own app, set android:exported="false".
How can another app start an activity?
Android intents can be explicit or implicit. An explicit intent names the component it wants to start. An implicit intent describes a task using attributes such as its action, data, and category; Android looks for installed components whose intent filters match.
Intent filters advertise which implicit intents a component can handle. They are not an access-control boundary: Android cautions, “Using an intent filter isn’t a secure way to prevent other apps from starting your components.” An app that knows a component’s name can address it explicitly, without relying on a filter match. What does android:exported control?
The component’s exported state determines whether it is available to callers outside the app, subject to any other applicable access restrictions. Set the value deliberately according to the component’s intended audience.

android:exported="false": use for components that should be accessible only within the app.android:exported="true": use when external apps or system components need to reach the component. Treat it as an external entry point.
Do not use a narrow intent filter, an obscure component name, or an assumption that other apps will not construct an intent as a substitute for setting access correctly.
What should I declare in the manifest?
For activities, services, or broadcast receivers that have intent filters, declare android:exported explicitly. Android’s documentation warns that an app with a filtered component but no explicit exported value cannot be installed on a device running Android 12 or later.

The launcher activity is a common intentional exception to an internal-only design: it normally must be startable by the system launcher. Android’s example pairs android:exported="true" with the MAIN action and LAUNCHER category. Choose values for each component based on its role, rather than making every component public or private by default. Consult the official intent documentation for manifest behavior.
Are activity aliases separate entry points?
Yes. Review each <activity-alias> as its own possible entry point. An alias can have its own intent filters and exported value; that value controls whether other apps can launch the target through the alias. Check aliases as well as the underlying activity when auditing exposure. See Android’s activity-alias reference.

How should a public activity handle incoming intents?
If an activity is intentionally reachable from outside the app—for example, as a share target or deep-link entry point—treat all incoming intent contents as untrusted. Validate the action, URI, and extras for the specific operation before acting on them. Do not blindly forward or directly launch a nested intent supplied by another app.
Android’s intent and component security guidance recommends sanitizing or validating nested intents. It also recommends immutable PendingIntents for most uses; when a mutable pending intent is necessary, its base intent should have an explicit target.

What about broadcast receivers?
For a manifest-declared receiver, android:exported controls whether sources outside the app, other than the system, can send it broadcasts. A manifest permission can further limit which senders are allowed. See the Android receiver reference.
How can I check a specific app?
- Inspect the app’s built, merged manifest—not only an individual source manifest—and identify activities, aliases, and other components with intent filters.
- Check each component’s
android:exportedvalue and any applicable permissions against its intended callers. - Test the entry points the app is meant to expose, including their handling of unexpected actions, URIs, extras, and nested intents.
Whether a particular activity can be triggered depends on the app’s merged manifest, whether the component is enabled, permissions, the caller, and relevant Android and target-SDK behavior. A manifest setting is therefore a starting point for an audit, not a complete verdict on every possible call.
