Yes. YouTube’s published live-encoder limit is up to 60 fps, so 29.97 fps falls within that ceiling. That conclusion follows from the stated limit; YouTube’s guidance does not separately name 29.97 fps, and not every encoder necessarily offers that output. Check your encoder’s settings and test the stream in YouTube Live Control Room before an event.
What YouTube’s settings mean for 29.97 fps
YouTube’s live-encoder guidance specifies a maximum frame rate of 60 fps, rather than a list of every supported rate. A 29.97 fps signal is below that published maximum, but successful streaming also depends on whether your encoder can produce 29.97 fps and whether its other settings are configured appropriately.
YouTube’s cited live settings cover RTMP or RTMPS and the H.264, H.265 (HEVC), and AV1 video codecs. YouTube detects incoming encoder settings in Live Control Room and recommends automatic resolution and frame-rate detection by default. A custom stream key can be used to set resolution manually. YouTube transcodes live streams into output formats for different devices and network conditions. The frame rate sent by your encoder is therefore not a guarantee that every viewer will receive or see a 29.97 fps playback variant.

Set up and test the stream
- Confirm the encoder output. Select 29.97 fps in the encoder if that option is available, and verify that the output is actually set to that rate. Encoder capabilities vary; YouTube’s 60 fps ceiling does not establish that a particular software or hardware encoder supports fractional frame rates.
- Use a YouTube-listed protocol and codec. Configure RTMP or RTMPS with a supported video codec: H.264, H.265 (HEVC), or AV1. Follow your encoder’s instructions for entering the stream key.
- Use the recommended encoding behavior. YouTube recommends constant bitrate (CBR) and a two-second keyframe interval; do not exceed four seconds. Set resolution and bitrate appropriate to the production and the connection.
- Leave network headroom. YouTube recommends that available upload bandwidth exceed the stream’s total bitrate by 20%. A connection operating near the stream’s full bitrate leaves little room for variation.
- Run a representative test. Test before the event with audio and movement similar to the planned stream. In Live Control Room, preview the incoming feed, check the detected settings and stream-health messages, and resolve issues before selecting Start Streaming. Monitor stream health during the event as well.
YouTube’s encoder-settings guidance and streaming tips recommend testing and previewing before going live. YouTube identifies software encoders as an option and recommends professional-grade hardware encoders for higher-production-value events; its guidance does not make dedicated hardware a requirement for 29.97 fps.
If 29.97 fps is not available or the test fails
- The encoder offers only 30 fps. The YouTube documentation does not specifically confirm 29.97 as a named option. Check the encoder’s own documentation or settings for fractional-rate output; do not assume that a “30 fps” label means it outputs exactly 29.97.
- The preview or health status shows a problem. Check the encoder’s selected frame rate, resolution, bitrate, protocol, and keyframe interval. Also verify that upload bandwidth has the recommended 20% margin over total bitrate.
- The encoder appears to send correctly, but viewers see different playback. YouTube creates output formats for different devices and network conditions. Its guidance does not promise a particular frame rate for every viewer’s playback variant.
- You are choosing between software and hardware. Compare whether each option can output 29.97 fps, supports a YouTube-listed protocol and codec, remains stable at the resolution and bitrate you need, and fits the operator’s experience. YouTube’s general guidance does not establish that a particular encoder model is compatible; verify its published specifications before buying.
