Yes, conditionally. A refurbished Dell OptiPlex can host a simple, fixed-scene or lightly animated YouTube stream if that exact computer can encode your chosen output continuously, your internet connection has dependable upload capacity, and power is reliable or backed up. The OptiPlex name alone does not establish that it is suitable: check the specific CPU and encoder support, memory, SSD health, operating system and return terms, then test the actual stream setup before relying on it.
What determines whether an OptiPlex can handle the stream?
Streaming software such as OBS must render the scene and encode video in real time. A static image or low-motion video loop with modest overlays is generally a lighter workload than gameplay or a scene with several animated sources, but that is a workload distinction—not a performance guarantee for any OptiPlex.
Refurbished OptiPlex systems span different generations and configurations. The available evidence does not establish a particular model’s streaming performance, power draw or continuous-duty lifespan. Evaluate the individual unit and its condition rather than buying on the family name alone.

Check these details before buying
- Exact CPU and graphics: Ask for the processor model and whether its integrated graphics supports the encoder you plan to select in OBS. Do not assume that every CPU or iGPU in an OptiPlex has the same capability.
- Memory and storage: Confirm installed RAM and SSD health; budget for replacement parts if needed.
- Condition and support: Ask about sustained thermal condition, fan noise, warranty and the return window. A brief boot test does not establish long-term streaming reliability.
- Power use: Measure the complete running setup at the wall; the model name does not tell you its actual draw.
- Operating system and recovery: Confirm the OS is suitable for your OBS workflow and that you can configure sleep, updates and restart behavior without creating unattended interruptions.
Set a modest YouTube output and test it
YouTube advises choosing quality that can produce a reliable stream on your internet connection. For H.264, YouTube’s current encoder-settings guidance recommends 5 Mbps at 1080p30 or 3 Mbps at 720p30; its listed minimums for those modes are 4 Mbps and 2 Mbps respectively. These are YouTube ingestion rates, not a guarantee that an ISP connection will sustain them. Leave upload headroom, and choose the lower mode if your connection varies. OBS and encoder setup
- Build the real scene: Add the same video, overlays and audio you intend to use. Test representative motion rather than an idle screen if the stream will contain moving content.
- Choose a supported encoder: In OBS, select an H.264 encoder the actual CPU or graphics hardware supports. If hardware encoding is unavailable or unstable, test software encoding at a conservative output before committing to the machine.
- Set output conservatively: Start at 720p30 or 1080p30 according to the unit’s performance and your connection. Use constant bitrate (CBR); YouTube’s advanced settings recommend a 2-second keyframe interval and AAC or MP3 audio. Follow the current settings appropriate to your selected encoder.
- Configure the YouTube connection: In YouTube Studio, create or schedule a live stream and use its stream key in OBS. Treat the key as a password: do not share or publish it. YouTube recommends RTMPS; use the server and connection details shown for your stream.
- Run a representative test: Watch OBS’s rendering and encoding statistics and YouTube’s stream health while the same content and audio are active. YouTube recommends testing representative motion and monitoring stream health; a successful short launch is not proof of 24/7 reliability. See YouTube’s settings guidance.
Plan for sessions, reconnects and unattended operation
“24/7” requires more than leaving OBS open. YouTube says streams under 12 hours are automatically archived; this is an archive threshold, not a promise that one live session will continue indefinitely. Plan how you will handle session duration, ending and starting sessions, reconnects and monitoring. See YouTube’s encoder workflow guide.
- Disable sleep or other settings that would stop transmission, and decide how operating-system updates and restarts will be handled.
- Use OBS and OS recovery settings carefully. Confirm that automatic restarts will not leave OBS stopped or the stream in an unexpected state.
- Use Ethernet between the computer and router where practical. It can improve the local link, but cannot fix weak ISP upload capacity or an upstream outage.
- Check OBS statistics and YouTube stream health, and arrange a way to notice a dropped stream and restart it. Do not treat a one-time test as unattended-failure monitoring.
- Review YouTube’s copyright and live-stream policies for the material you plan to use. A stream being technically stable does not establish that you have rights to its video or audio, or that it complies with YouTube rules.
Power backup and the real cost in India
Compare total ownership cost, not just the refurbished desktop’s purchase price. Include any SSD or RAM replacement, a UPS, networking equipment, electricity, broadband and the time or software needed to supervise and recover the stream. No model-specific used price or OptiPlex wattage is established here, so a reliable monthly bill estimate cannot be given without measuring your setup.

Your bill may also include fixed charges, taxes, duties, fuel adjustments or slab changes. Use your actual bill or current local DISCOM schedule rather than assuming one India-wide household rate. For illustration only, Lakshadweep’s Department of Electricity FY 2026–27 normal domestic schedule lists ₹3.55/kWh for the first 100 units and ₹5.30/kWh for units 101–200. Those rates apply to that local schedule and must not be generalized to India: Department of Electricity, Lakshadweep.
Size a UPS for the whole connection path
A UPS can provide only the runtime its capacity supports. Account for the desktop, router and any modem needed for connectivity, and choose a unit for the hold-up time you actually need. If the router or modem loses power, a running desktop cannot keep an internet stream online. Dell’s support guidance notes that India uses 220–240 V, but does not give an OptiPlex power-draw figure or guarantee stream uptime: Dell India power troubleshooting guidance.

Local OptiPlex or cloud hosting?
Running OBS on your own desktop gives you direct control over scenes, but it makes the stream dependent on the computer, local power, home internet and a recovery process you operate. A cloud service shifts the always-on playback away from your home setup, while offering less of a local-OBS workflow for scenes and live inputs.
