Short answer: No. A standalone PNG cannot contain a native clickable hyperlink in its raster data. To make the image clickable on a web page, place the PNG in an HTML <img> element inside an <a href> anchor. For different destinations in different parts of one image, use an HTML image map. An SVG can contain links only when it is loaded as an interactive SVG document, not when the SVG is treated as an ordinary image.
What a PNG can and cannot store
PNG stores pixels, transparency, color information and related image metadata. It does not store an HTML navigation action that browsers activate when someone clicks the file. A PNG downloaded to a computer, attached to a message or opened in an image viewer is therefore just an image.
Link behavior belongs to the document that displays the image. On a web page, the browser sees an HTML anchor and follows its href; the PNG is only the content painted inside that anchor. A URL printed into the pixels is visual text, not a link. A QR code drawn into the pixels can be scanned by a compatible device, but that is different from a native hyperlink.
Make the entire PNG clickable with HTML
Basic markup
Wrap the image element in an anchor and put the destination on the anchor:

The <a> owns the destination, while button.png remains the displayed image. Clicking anywhere inside the rendered image follows the same URL.
Open a new tab deliberately
If the design requires a new tab, add target='_blank' and the corresponding relationship value:

Use this only when a new tab is useful to the reader. Otherwise, the plain anchor is simpler and preserves normal browser navigation.
Make the link accessible
- Write meaningful
alttext that describes the image’s purpose, not merely its file name. If the image is decorative and nearby text already supplies the destination, use an emptyaltvalue and ensure the surrounding link still has an accessible name. - Do not remove the keyboard focus indicator. If you style the anchor, provide a visible
:focusor:focus-visiblestate so keyboard users can see where they are. - Make the clickable area large enough to use comfortably and do not rely on color alone to communicate that the image is a link.
Link different parts of one PNG with an image map
An image map keeps one PNG but assigns several clickable regions to separate anchors. The regions are declared in HTML with a <map> element and one or more <area> elements.

How the regions work

<area>gets its own destination and alternative text.
Coordinates are based on the image’s intrinsic pixel dimensions. If CSS scales the image, check the map at the sizes your page supports; a mismatch can make a region appear offset from the visible artwork. An image map is appropriate when the regions are stable and rectangular, circular or polygonal. If the artwork changes often, separate linked images or ordinary text links may be easier to maintain.

Can text or a QR code inside a PNG be clickable?
No. Text that looks like a URL remains part of the bitmap. Selecting or clicking that text does nothing unless the surrounding document supplies an anchor. A QR code is also pixel content: a camera or scanning application may decode it, but a web browser does not treat the PNG pixels as a hyperlink.
If the image is a button, banner or diagram, keep the destination in HTML and use the image only for presentation. This preserves keyboard access, screen-reader labeling and the ability to change the destination without editing the bitmap.
Can SVG provide a hyperlink around a PNG?
SVG defines its own <a> element. An SVG document can display a PNG with <image> and place that element inside an SVG link:

This works when the SVG is displayed as an interactive document, such as inline SVG or through an <object>, <iframe> or <embed>. It does not make the link active when the SVG is used as an ordinary image through an HTML <img>, an SVG image reference or a CSS background-image. In those image contexts, the SVG is rendered in a secure, non-interactive mode.
When to choose SVG
Use SVG when you need vector shapes, text or interaction that belongs in a document and you control how that document is embedded. If you only have a PNG URL and need one destination, an HTML anchor around <img> is more direct. If you need several regions and want to keep a raster asset, an HTML image map avoids converting the artwork to SVG.

Delivery contexts that can change the result
The same PNG-and-anchor markup can behave differently depending on where it is delivered. A normal web page can preserve the anchor. Email clients, chat applications, document viewers and social platforms may strip, rewrite or sanitize surrounding HTML. Some services accept an uploaded image but discard the link entirely; others create their own preview link. Test the final destination, not just the source markup.

If you are handing someone a PNG file itself, there is no surrounding anchor for the recipient’s image viewer to activate. Send a web page, an HTML email that preserves the anchor, or a separate text link along with the file when navigation matters.

Performance and maintenance considerations
- An anchor does not change the PNG bytes or require a second image format. The browser fetches the image and uses the document’s link semantics.
- An image map still uses one image request, but every region must be maintained when the artwork’s dimensions or layout change.
- SVG can combine image content and link structure, but its interactivity depends on the embedding mode. A change from inline SVG to an
<img>can silently make links inert. - Keep the destination in markup rather than baking it into pixels. You can then update the URL, add analytics according to your site’s policies, or provide a text alternative without recreating the image.
Troubleshooting a PNG link
The image displays, but clicking does nothing
Inspect the rendered HTML and confirm that the <img> is inside an open and closed <a> element. Look for an overlaying element or CSS such as pointer-events: none that prevents pointer input. Also verify that the anchor’s href is not empty or replaced by script.
Only part of the image responds
Check for a nested element covering the image and inspect the anchor’s dimensions. If you intentionally used an image map, verify the usemap value, the map’s name, the coordinate order and the image’s intrinsic dimensions.
The image map is inaccurate on a responsive page
The coordinates describe the original image coordinate system, while CSS may display the image at another size. Recalculate or update the map when the asset changes, and test at each supported responsive size. For a highly fluid design, separate links or an SVG document may be easier to keep aligned.
Keyboard users cannot find the image link
Tab to the link and confirm that a visible focus indicator appears. Add an appropriate alt description and remove styling that hides focus. If the image is decorative, give the link an accessible text label elsewhere instead of leaving users with an unlabeled control.

An SVG link works inline but not after changing the embed method
Confirm whether the SVG is now being loaded through <img> or CSS. Those modes render it as a non-interactive image. Restore inline or document embedding with <object>, <iframe> or <embed>, or put a normal HTML anchor around the image instead.
A URL visible in the PNG is not clickable
That is expected: the characters are pixels. Add an HTML anchor, create an image map for separate regions, or provide a nearby text link. A QR scanner can be an additional path, but it does not change the PNG’s hyperlink behavior.
