Yes, if your permission covers the specific way you plan to use the clips—and you meet YouTube’s requirements. A license to possess or show a film does not automatically authorize a continuous public YouTube livestream. YouTube also recommends that creators who license third-party content ask the owner to add their channel to its Content ID allowlist; otherwise, the stream may still be interrupted.
This is general information, not a legal determination about a particular film, license, or copyright exception. The answer depends on the rights granted, the relevant territories, the planned broadcast and replay, and applicable law.

What your permission needs to cover
YouTube’s livestream terms put responsibility on the person providing the stream to have all necessary rights for the live content’s exploitation on Google services throughout the world. A permission letter or license should therefore be checked against the actual broadcast, not just against whether you own a copy of the film or have permission to use it in some other context.
Before going live, confirm that the grant comes from the copyright owner or an authorized representative and covers:

- Factory sealed DVD
- The platform and format: YouTube livestreaming, including continuous or repeated transmission if you plan to run clips 24/7.
- Territory and duration: the countries where the stream may be available and how long the permission lasts. A grant limited to certain territories may not match YouTube’s worldwide-rights terms.
- Monetization: whether you may monetize the stream, if you intend to do so.
- Archive and replay: whether you may save the livestream or leave its replay available. YouTube notes that a live broadcast may be archived.
- All relevant material: rights to the film clips and any separately controlled material included in them, such as music, where applicable.
Keep the written grant, covered titles, territory list, permitted dates, rights contact, and any platform-specific instructions accessible to whoever operates the stream. YouTube’s Livestream terms and conditions state: “You represent and warrant that you have all necessary rights for the exploitation of the Live Content on the Google Services throughout the world”.
Why YouTube can interrupt a licensed stream
Permission from a rights holder and YouTube’s Content ID allowlist are separate matters. YouTube scans live streams for third-party content. If it identifies a match, it may replace the stream with a placeholder image and warn the streamer. If the material remains, YouTube may temporarily interrupt or terminate the stream. A channel may also receive a copyright or Community Guidelines strike that terminates a live stream.

If you have licensed third-party content, YouTube advises: “If you’ve licensed third-party content to use in your stream, ask the owner of the content to add your channel to their allowlist through Content ID.” Give the rights holder the correct channel identity and confirm that the allowlisting covers the relevant territories. YouTube says a licensed stream can still be interrupted if the channel is not allowlisted, including when the stream is geo-restricted.

Likewise, a license does not ensure uninterrupted playback if YouTube’s rights-matching systems identify the material and the channel has not been allowlisted.

Live enforcement and archived-stream claims are different
A match during the broadcast can lead to a warning, placeholder, interruption, or termination. Separately, after a livestream ends, its archived replay may receive a Content ID claim. If you plan to keep the replay, make sure the license explicitly covers saving or replaying the broadcast as well as showing it live.
YouTube’s live Content ID matching feature is a separate rights-management tool available only to certain partners using YouTube Studio Content Manager. YouTube describes it as sensitive functionality and requires global rights and exclusive ownership for content used in live matching. Access to that feature does not give an ordinary streamer permission to show someone else’s movie clips.

Does fair use let you run movie clips 24/7?
Not automatically. YouTube describes U.S. fair use as a fact-specific legal doctrine and notes that copyright exceptions vary in other countries. The fact that a stream contains clips, is online continuously, or is described as commentary or curation does not by itself establish that the use qualifies for an exception.

YouTube says it cannot decide copyright ownership disputes, and platform matching or enforcement may still affect a stream while a dispute is unresolved.

Pre-stream rights and platform checklist
- Identify the rights holder. Verify that the person or company granting permission owns the relevant rights or is authorized to license them. Check separately controlled elements in the clips, including music where relevant.
- Read the grant against your actual plan. Confirm YouTube livestreaming, continuous or repeated use, territories, duration, monetization if intended, and archive or replay rights if you will save the broadcast.
- Arrange Content ID allowlisting. Ask the owner to add the exact streaming channel to its allowlist and confirm the territories and any instructions with the owner.
- Save the paperwork and contacts. Keep the signed permission, covered titles, territory and duration terms, rights contact, and allowlisting confirmation available to the operator.
- Recheck before changing the stream. A new title, longer run, additional territory, monetization, or archived replay may fall outside the grant. Obtain confirmation before relying on an expanded use.
If the rights are settled and you need 24/7 playback
StreamNeo is a cloud service for keeping uploaded videos live on YouTube: upload a recording or build a playlist, add your YouTube stream key, and go live. It can keep the loop running without a computer or home connection staying on, but it does not grant movie rights or replace Content ID allowlisting. StreamNeo is for YouTube, not other streaming platforms.
It offers one flat price per slot for uploaded video at its original quality up to 4K 60fps, automatic recovery if YouTube drops the stream, and a first day free without a card. Monthly billing is $9.99 per month. To try it, start a StreamNeo account.
