A call-routing service directs incoming calls to a person, department, queue, or other destination using configured rules. The term can describe a business phone-system feature, a carrier-provided network service, or routing software used in a contact center; it does not always mean a full automatic call distributor (ACD).
What does a call-routing service do?
When a call arrives, the service checks available information against a routing plan and sends the call to a destination or fallback. Depending on the system, inputs may include the number called (DNIS), the caller’s number (ANI), or a caller’s keypad or spoken response to an interactive voice response (IVR) menu. Contact-center ACDs use handling instructions to distribute calls; simpler phone services may provide only a subset of those capabilities. Which call-routing methods are common?
These terms describe related ways to handle calls, but they are not interchangeable. A particular provider’s feature set and ringing behavior determine what each method does in practice.
- Auto attendant or IVR: Presents menu options so callers can use keypad presses or voice responses to reach a destination, such as a department or specialist.
- Call queue: Holds calls until members of a group are available and distributes calls according to the system’s queue behavior.
- Hunt group: Routes calls to a configured group of users. The term alone does not specify whether users ring together or in a particular sequence.
- Shared line group: Lets a group share a calling arrangement; its supported behavior differs from queues and hunt groups and varies by product.
- Rules-based routing or forwarding: Selects a destination according to configured conditions, such as a schedule, caller number, location, or menu selection.

What rules can determine where a call goes?
Supported criteria vary by service, and administrators can combine conditions where the system allows it. Examples include:
- Time of day, day of week, or holiday schedule
- Calling or called number, including caller-entered information
- Geographic area or area-code list
- IVR menu response or caller skill requirements
- Destination priority or a percentage allocation across destinations
- Availability, concurrent-call count, or other capacity conditions
Digital.gov’s ACD guidance describes criteria such as time, geography, skills, IVR selection, and caller data. An IMSWorkX implementation example documents additional rule types, including holidays, percentage allocation, and concurrent-call count; its specific call-plan behavior should not be assumed for other services.

How are fallback destinations handled?
A routing plan needs to account for cases where no rule matches or the intended destination cannot take the call. Depending on the configuration, a call may move to a lower-priority plan, an alternate destination, voicemail, or a defined no-route outcome. Before relying on a service, confirm what it does when every agent is busy, a destination is unavailable, a schedule has no matching rule, or a route fails.

The service then uses configured no-route behavior if no applicable route is found. That is one implementation, not a standard sequence shared by all providers. See the IMSWorkX documentation.

What kinds of call-routing services are available?
Digital.gov describes three broad implementation approaches. Their tradeoffs are general tendencies, not guarantees for every provider or deployment.

| Use a third-party call-routing service | May reduce upfront investment and internal expertise requirements, while limiting choices to the applications and features it supports. |

What should a business check before choosing one?
Compare the actual service’s behavior and operating requirements rather than relying on labels such as “intelligent routing.” Ask the provider or administrator to confirm:
- Routing control: Which schedules, caller or called numbers, IVR inputs, geographic rules, skills, overflow rules, and allocation methods are supported?
- Destinations and fallback: Can calls go to users, departments, queues, voicemail, or alternate destinations? What happens when there is no match or no available agent?
- Administration and integration: Can authorized staff change routes through a web interface or API? Does the service integrate with the existing phone system or ACD? Infobip, for example, describes web and API interfaces for defining inbound strategies, but capabilities are service-specific. Infobip’s documentation outlines its approach.
- Cost and operational burden: Check implementation effort, ongoing charges, support needs, feature limits, and change lead times. The sources cited here do not establish comparable current prices.
- Geography and service terms: Verify number availability, coverage, carrier constraints, and local requirements for the markets where calls will be handled.

Its documentation also discusses voice-number provisioning and associating numbers with routes.
