Android documents these behaviors, but that documentation does not establish a particular developer’s first-hand build experience. The practical lesson is to design reminders around these separate failure points rather than treating a successful scheduling call as proof that a person will see an alert.
Why an Android reminder can be missed
Think of delivery as four linked stages: store the reminder, schedule its trigger, handle that trigger, and display a notification. A failure at any stage can leave the user without an alert. In particular, an alarm triggering does not guarantee a visible notification: on Android 13 (API 33) and later, most app notifications require the POST_NOTIFICATIONS runtime permission, and notification channels and user settings can also affect visibility. - Timing: Decide whether the reminder needs a precise clock time or can be delivered within a flexible window.
- Scheduling access: Exact-alarm access may be unavailable or revoked, depending on Android version and app eligibility.
- Visibility: Check notification permission and the relevant channel rather than assuming the alarm produced a visible alert.
- Persistence: The operating system’s alarm is a schedule, not the durable record of what the user asked to be reminded about.
Android’s Schedule alarms guide says alarms can trigger outside the app’s lifetime and while the device sleeps. The choice between exact and inexact alarms determines how tightly the system must target the requested time; it does not remove the separate notification and lifecycle considerations.
AlarmManager or WorkManager for reminders?
Choose based on what the user expects and how much timing flexibility the work can tolerate. Android describes exact alarms as suitable for precise alarms or notifications, while WorkManager is intended for persistent work that can be delayed or run under constraints. WorkManager is not a promise of execution at an exact wall-clock minute. Android’s task-scheduling guidance describes the distinction.

Android recommends inexact alarms whenever they are sufficient. Exact timing and behavior during idle or battery-saving modes should be requirements, not defaults: assess whether the user-facing feature genuinely needs that precision before requesting special access.
How to handle exact-alarm access
Android 12 (API 31) introduced the alarms-and-reminders special-access requirement for many apps targeting API 31 or later. Check AlarmManager.canScheduleExactAlarms() before setting an exact alarm. If access is revoked, future exact alarms are canceled; when access is granted, respond to the permission-state broadcast and schedule from the app’s current reminder state. On Android 14 and later, new installs targeting Android 13 or higher generally do not receive SCHEDULE_EXACT_ALARM pre-granted, subject to documented exemptions and pre-grant cases. Backup and restore to Android 14 also leaves access denied in the documented scenario; existing granted access may be preserved during an OS upgrade. Calendar and alarm-clock use cases may qualify for USE_EXACT_ALARM, which is install-granted but limited to qualifying use cases and subject to Google Play policy. It is not a shortcut for an ordinary reminder app. See Android’s Android 14 exact-alarm guidance and verify current Play policy before publishing an app.
A permission flow that degrades honestly
- Explain in the app why a particular reminder needs precise timing before sending the user to system settings.
- Check
canScheduleExactAlarms()before scheduling, and check again when the user returns from settings. - Listen for the grant broadcast and reconcile scheduled alarms against the app’s current reminder records.
- If access is declined or unavailable, keep the reminder saved and offer an inexact or otherwise suitable fallback. Tell the user that timing may be less precise; do not promise an exact alert.
Android explicitly recommends graceful degradation when exact-alarm access is denied. The fallback must reflect the actual timing guarantee your app can provide, not the one the user originally requested. Android’s guidance covers the denied-by-default behavior and fallback principle.

How to keep the notification visible
For apps running on Android 13 or later, request POST_NOTIFICATIONS in a context where the user understands why reminders need notifications. If permission is denied, ordinary app notifications are blocked even if an alarm was scheduled. Also inspect the reminder’s notification channel and provide a path to the app’s notification settings so the user can correct a disabled channel. The alarm and notification are separate parts of the delivery path. Android’s notification runtime-permission documentation covers the permission behavior.
For apps targeting Android 12 or later, notification actions should generally use direct PendingIntent flows rather than routing through a receiver or service that starts an activity. Android 12 also changed foreground-service launch rules for apps in the background. Review Android’s Android 12 behavior changes when designing reminder actions and background work.

How to restore reminders after a reboot
Alarms are canceled when the device shuts down. Android’s documented approach is to declare RECEIVE_BOOT_COMPLETED, register a receiver for ACTION_BOOT_COMPLETED, and schedule eligible alarms again after startup. The boot broadcast is available only after the user has launched the app at least once. Android’s alarm guide describes this restoration path.
Use a durable reminder record—such as a database entry—as the source of truth, and treat OS alarms as reconstructible schedules. During reconciliation, schedule only reminders that remain active and are still in the future, using the current time and current permission state. Apply the same approach when a reminder is edited or deleted, permissions change, or a relevant time-zone change affects its intended time. This reconciliation pattern follows from alarm cancellation and rescheduling behavior; it is an engineering design principle rather than an Android guarantee.

What reliable-reminder design can and cannot promise
Android provides mechanisms for alarms, background work, and notifications, but the reviewed platform guidance does not establish a universal reminder-delivery success rate. An app should not promise that every reminder will appear at an exact time across all devices and user settings. If reporting reliability from app telemetry, define what “delivered” means and state the measurement period, population, denominator, and Android/device coverage. Without such measurements, describe the app’s behavior and fallbacks rather than inventing a percentage.
