You can build one open-source AI agent for the command line, Windows, and Android without forcing every platform to use the same binary or interface. Share the agent’s runtime, tool definitions, model-provider layer, and task state; use platform-specific adapters for command execution, permissions, packaging, and UI. That keeps behavior consistent while acknowledging that Windows and Android have different execution environments.

What “one agent” means across three platforms

For a cross-platform agent, “one” is best understood as one shared set of agent behavior and tools, not one identical app. A command-line interface, a Windows desktop host, and an Android client can all send work to the same runtime or compatible copies of it. Each entry point can look and operate differently as long as the same task and tool rules apply.

Share behavior; adapt execution

Keep platform-neutral logic together: conversation and task orchestration, tool descriptions, provider configuration, and the rules that decide when an action needs approval. Put OS-specific work behind adapters: reading and writing files, running commands, accessing app or device features, and presenting permission prompts. A tool should have a consistent purpose across platforms, but its implementation should use the target platform’s capabilities and restrictions.

The agentcli project documents a shared tool layer exposed through CLI, desktop GUI, web UI, VS Code, and A2A. That is an example of interface reuse, not evidence that each interface has identical behavior on every operating system.

Decide where the runtime lives

There are two useful deployment choices. A runtime can run locally on each device, with state synchronized when needed, or a device can act as a client for a runtime hosted elsewhere. A hybrid can keep command and file access local while using a remote service for coordination. These choices affect privacy, offline use, permissions, and how much state must move between devices; they are architecture decisions rather than properties guaranteed by open-source licensing.

Choose an architecture pattern

These projects illustrate different ways to expose agent capabilities. Their descriptions are project-authored documentation, so treat them as documented designs rather than independently validated results.

Design the shared core and platform adapters

Keep tool contracts stable

Define each tool by its inputs, outputs, and effects rather than by a particular UI. For example, a file-editing tool should communicate which file it will change and what it intends to do; the platform adapter handles the actual filesystem operation. This separation makes it possible for a CLI and a GUI to invoke the same capability while showing users appropriate context and confirmation controls.

Separate model access from tools

Place model-provider selection behind a provider layer so orchestration does not depend on a single vendor or local runtime. Document which calls leave the device and which local components process data. The agentcli documentation describes local-first execution and provider choice, while also noting that selected API calls leave the machine. “Local-first” therefore should not be presented as a promise that all user data stays local.

Make state explicit

Represent a task’s durable state separately from a UI session: the user’s goal, completed steps, pending actions, relevant outputs, and references to files or other artifacts. Store enough context to resume safely, but do not assume that a conversation transcript alone is a reliable record of what changed on a device. If a task moves from one platform to another, identify which device owns each file and which actions have already occurred.

Put a policy boundary before execution

Route file writes, command execution, network access, and other consequential operations through a policy layer. It should decide whether an action is allowed, requires confirmation, or is blocked, and provide a clear explanation in the active interface. The shared core can define consistent policy while platform adapters enforce the actual operating-system permissions.

Account for Windows and Android build differences

Windows

Windows support can mean a native Windows app, a desktop shell around a shared runtime, or development in a Linux environment hosted on Windows. These are not interchangeable. Android Codex documents a Windows development route that uses WSL2 and Android NDK setup; this is a project-specific path for building its Android-targeted CLI, not a general requirement for every Windows agent.

Choose and state the intended Windows mode: native execution, a WSL-based workflow, or a desktop host that manages another runtime. Then document how users install it, where its files live, which commands it can run, and how updates affect the runtime and interface.

Android

Android Codex documents native execution on Android devices as well as Termux/ADB deployment. Those are that project’s documented routes, not a guarantee that any desktop-oriented agent can run natively on Android. An Android adapter must account for the device’s app and filesystem permissions and present confirmation in a way that works on a smaller, touch-oriented interface.

Distribution and testing

For each target, record the build environment, package format, installation route, update method, and supported execution capabilities. Test the shared tools through every interface that exposes them: a common tool definition does not prove that its platform adapter behaves correctly. Keep platform-specific setup instructions beside the relevant release artifact so users do not mistake a development prerequisite for an end-user installation step.

Make cross-device state transfer a first-class feature

When a user starts a task in a CLI and continues it on Android, the receiving interface needs more than a vague summary. It needs a handoff that distinguishes completed work from proposed work, identifies the artifacts and device involved, and makes pending actions visible before they run.

The September 2026 JarvisGUI paper, “JarvisGUI: Towards Cross-Device GUI Agents with Dynamic Task Composition,” describes workflows spanning devices and platforms and reports that evaluated open-source GUI agents struggle with state-transfer awareness, cross-platform contextual reasoning, and long-horizon dependency management. Its scope is GUI-agent workflows in virtual environments across Android, Windows, and Ubuntu; it does not establish that every CLI-oriented coding agent has the same weaknesses.

  • Attach outputs or stable references to them, rather than relying on a message that says an action finished.
  • Record whether an operation actually completed, failed, or still needs approval.
  • Show the target device and relevant path or resource before resuming an action.
  • Allow a task to pause and recover without silently repeating a potentially consequential operation.

Set security expectations for command and file access

An agent that can execute commands or edit files has real authority on the device, whether its code is open source or not. Tell users what it can access, how confirmation works, which sandbox or OS permissions constrain it, and whether model or API calls transmit prompts, file contents, or other data. Avoid treating a permission prompt as a substitute for explaining what the operation will do.

Pan-Agent’s README says its local HTTP API binds to 127.0.0.1 and has no authentication, and that defending against arbitrary local code execution is out of scope. Those are boundaries documented for that project, not a safe default for every agent. Any implementation exposing a local API should explain who can reach it, whether requests are authenticated, and what the API can cause the agent to do.

  • Require explicit approval for high-impact operations such as destructive file changes or commands with broad effects.
  • Show the requested operation and target before a user approves it.
  • Keep credentials and provider configuration out of task state that is synchronized between devices unless there is a deliberate, protected mechanism.
  • State clearly when a selected provider or API call sends data off-device.

Build in an order that keeps the agent coherent

  1. Define the shared contracts. Specify the task format, tool inputs and outputs, provider interface, and approval states before building multiple UIs.
  2. Implement one execution path. Make a single interface call the shared orchestration layer and platform adapter; verify the policy boundary for file and command actions.
  3. Add the next platform as an adapter. Reuse the core where practical, but implement target-specific packaging, permissions, and interaction rather than assuming the first platform’s mechanisms transfer.
  4. Add resumable task state. Store task progress and artifact references so a handoff makes completed, pending, and approval-required work distinguishable.
  5. Validate each combination. Check the interfaces, tools, providers, and execution environments the project actually supports, including interrupted tasks and permission denials.
  6. Publish separate setup paths. Explain end-user installation independently from development prerequisites, and identify which targets or features are experimental or unavailable.

How to judge whether the result is really cross-platform

Do not reduce “cross-platform” to a list of operating-system names. For each target, document the following so users can see what is shared and what changes:

  • Which orchestration, tool definitions, provider integrations, and policy rules are shared.
  • Which shell, GUI, mobile, file, and command actions have target-specific implementations.
  • How task state and intermediate artifacts move between devices, and what remains local.
  • What permissions and confirmations apply to file writes, commands, network calls, and local APIs.
  • Which model providers or local runtimes are supported, and what data their calls transmit.
  • How each target is built, distributed, updated, and tested.

A credible cross-platform agent makes shared behavior visible without hiding differences in execution, security, and maintenance. Reusing the runtime is valuable; dependable platform adapters and resumable, permission-aware state are what make that reuse useful to people moving between CLI, Windows, and Android.
