Start by deciding what your platform actually does. In Ghana, a company providing public internet or data connectivity faces a different authorisation question from an application using telecom channels or a technical platform that lets other businesses connect to networks. The word “platform” alone does not determine the licence: the National Communications Authority (NCA) describes different service categories according to the service’s role.
This distinction should shape your product design, regulatory conversations and provider checks before you commit to an implementation. The NCA reported 30,515,711 mobile data subscriptions in June 2026; that is a subscription count, not a count of unique people or customers.
First, identify which telecom role your product will perform
Map the service from the network outward: who provides connectivity, who operates the application, and who enables other organisations to use telecom capabilities? The NCA’s published categories point to three broad roles. They are a starting point for a classification discussion, not a definitive legal determination for a particular product.

These roles can overlap in a product, and product labels do not settle the question. If your service both sells connectivity and offers an application or gateway, describe each activity separately when asking the NCA how it should be classified.

What authorisation questions should you resolve?
If you will provide internet or public data service
The NCA describes Internet/Public Data Service authorisation as permission to establish, operate and provide Internet/Public Data Services for the public. Its ISP classifications include nationwide, rural and hotspot service; the hotspot classification covers a maximum of three districts. The NCA also says a frequency application may be required separately, depending on the application. Do not assume that an internet-service authorisation automatically answers any frequency-authorisation question.
If you will offer a VAS or an intermediary platform
Review the NCA’s Value Added Services guidance against the service’s actual functions. The guidance identifies messaging gateways, API platforms, and aggregation or routing platforms as examples of intermediary enablement services. It also describes application-layer services delivered through SMS, USSD, MMS, IVR, applications or web platforms. Whether a specific implementation falls into a particular class needs confirmation from the NCA; the examples are not a substitute for a classification of your product.

Use the NCA process to confirm the classification
The NCA lists Internet Data Services, Public Data Services, Value Added Services and Private/Corporate Data Network among telecommunications services. Its published application process calls for the relevant forms and supporting documents, payment of an application fee, acknowledgment by the NCA and evaluation by the Authority. For new applicants, the NCA’s internet/public data material also describes a presentation and supporting application material. Confirm the current requirements and fees with the NCA before budgeting or submitting: the available guidance does not establish the fee amount or the classification for an unspecified product.

That statement is not a general permission for a developer to operate a mobile network, nor does it settle the authorisation for a software service that connects to one.
How to turn the product idea into a build plan
Separate the product decision from the implementation decision. First establish the service role and authorisation path; then verify which channels and network integrations are actually available for your use case.
- Write a service description. State who the customer and end user are, what the platform does for each, whether it provides connectivity, and whether it presents a service directly to end users or enables third parties.
- List the network-facing functions. Identify whether the proposed service uses SMS, USSD, MMS, IVR, an app or a web interface, and whether it needs an API, gateway, aggregation or routing layer. These are service and delivery forms identified in the NCA’s VAS guidance, not a guarantee that any particular integration is available.
- Ask the NCA for a service-specific classification. Provide the service description and ask which authorisation category, application materials and any separate frequency authorisation apply. Request confirmation of current forms, supporting documents, fees and evaluation steps.
- Verify network and provider access before settling the design. Confirm operator coverage, API access, onboarding, reliability, support, service-level commitments and pricing with the relevant operator or provider. The NCA guidance does not establish which operator APIs are currently available to a given developer or their commercial terms.
- Design data handling alongside the service. Inventory the personal data the platform will process, explain the purpose for each item, limit collection, and define access, security, retention and deletion controls before launch.
This sequence avoids treating a technically feasible connection as proof that the service is authorised or commercially available. It also keeps a business from building a product around an assumed operator interface or an assumed licence category.

The Data Protection Commission (DPC) says Ghana’s Data Protection Act, 2012 (Act 843) governs the collection, use, disclosure, destruction and care of personal data. Its guidance says a controller or processor intending to process personal data must register with the Commission before processing and renew registration every two years. It also calls for appointing and training a data protection supervisor, developing and publishing an organisational privacy policy, and using reasonable technical and organisational measures to secure personal data.

Translate the DPC principles into product decisions
- Lawfulness and transparency: explain what data the service collects, why it is needed and how it is used.
- Data minimisation and purpose limitation: collect only information needed for stated purposes; avoid keeping information for an unrelated future use.
- Security and accountability: restrict access, apply reasonable technical and organisational safeguards, and assign responsibility for maintaining privacy controls.
- Retention and deletion: define how long each category of data is kept and how it is securely removed when no longer needed for its stated purpose.
These are practical design prompts, not a complete legal assessment. The precise duties depend on the platform’s role and its processing activities; obtain advice for the specific service rather than treating a short checklist as legal advice.

What Ghana-specific facts can and cannot tell you
The NCA reported 30,515,711 mobile data subscriptions in June 2026. Read this as the regulator’s subscription count for that month, not as unique subscribers, active customers, or a measure of demand for a particular app or API.
