A dependable browser-based name picker needs more than a button that chooses a line at random. Decide how to treat messy or repeated entries, whether winners can recur, how to map random values fairly to list positions, and how to make the result usable and credible. These four small implementation choices determine what the picker actually does—and what its result can prove.
1. Clean up input without changing the odds by accident
Use a simple input convention, such as one entry per line. Trim whitespace around each line and ignore blank lines so accidental spaces and empty rows do not become confusing entries. Then make an explicit choice about duplicate lines: keep them as separate chances, or merge identical entries.
Neither duplicate policy is universally correct. If the same name appears twice and both lines remain, that person has two entries in the pool. If duplicates are removed, the pool has one entry for that name. Deduplication therefore changes the odds; it is not just cosmetic cleanup. Tell users which policy applies before they draw.

For a single draw, replacement is not relevant. When drawing several names, decide whether each selection is independent or whether the picker should avoid repeats.

With replacement
After a name is selected, leave its entry in the pool. The same entry can be selected again on a later draw. This is suitable when each draw is intended to be independent, but may surprise users expecting several distinct winners.
Without replacement
For distinct winners, remove each selected entry from the eligible pool before the next draw. Another option is to shuffle the pool once and take the requested number of entries. In either approach, the picker should stop or explain the limit if the requested number of winners exceeds the number of eligible entries.

Make the repeat policy visible rather than leaving users to infer it from the results. If duplicate lines count separately, clarify that a no-repeat draw removes a selected entry; another duplicate entry with the same displayed name may still be eligible unless the implementation removes all matching names.
3. Use strong random values and map them without bias
For browser code, the Web Crypto API provides Crypto.getRandomValues(). MDN states: “The Crypto.getRandomValues() method lets you get cryptographically strong random values.” MDN also explains that implementations use a pseudorandom generator seeded with enough entropy. Choosing a strong random source is only part of the job. The picker must convert its random values into valid positions in a list of N entries. A plain modulo operation can produce uneven odds when the random value range does not divide evenly by N: some list positions can correspond to one more possible source value than others.
Rejection sampling avoids that uneven remainder. Discard values in the excess range, then map the remaining values to list indices. This is the important distinction between generating strong random values and using them in a way that does not introduce mapping bias.

It is accurate to describe a picker built this way as using cryptographically strong randomness. Do not describe a browser draw as mathematically perfect or as “true” physical randomness.

4. Make the result accessible and explain what it proves
Ensure the input and draw controls can be reached and operated with a keyboard. Present the selected name as readable text in a way assistive technology can announce. An animation may help a group follow the reveal, but the animation must not be the only way to learn the result; provide an equivalent text result.

A random local result is not necessarily an auditable one. Someone observing a browser picker generally cannot establish whether its operator reran the draw, changed the entries, or kept an earlier result instead. For a public giveaway where participants need verifiable evidence, use a process that records the draw or lets others independently verify it. Random selection and proof of a fair process are separate requirements.

Before building or choosing a picker, settle the policies that affect the outcome and how people experience it:

These are implementation choices, not evidence that any particular picker has been independently audited or tested for fairness, privacy, or accessibility. The behavior should be stated plainly so users know what the draw means.
