A pull request review agent becomes a real tool when it reliably accepts a change, applies trusted review criteria, and returns findings developers can act on—without treating contributor code as instructions or granting the agent broad write access. Start with a script that reviews a diff; add workflow integration, validation, and reporting as the need becomes clear.
What changes when a review script becomes a tool?
A one-off script can take a diff and print observations. A repeatable tool needs a stable input contract, explicit failure behavior, trusted configuration boundaries, consistent execution, and an output surface that fits the team’s workflow. It does not automatically need a framework or a multi-agent design.
Think of the system as a pipeline: receive the change, gather review context, evaluate it, validate and consolidate findings, then report a summary and specific comments. GitHub’s Agentic Workflows review example follows this general shape, triggering on pull request creation or synchronization and describing a read-only review pattern.
Build the smallest useful review pipeline
1. Ingest a diff through a defined interface
Begin with one supported input: a local diff, a diff supplied by CI, or pull request data from an event or provider API. Identify changed files and include enough surrounding code to understand edits. Define what happens when the diff is empty, too large, malformed, or unavailable; those are normal operational cases, not reasons to let the agent guess.

2. Select context without trusting the branch
Give the reviewer explicit criteria and relevant repository guidance, such as rules for security-sensitive code or required tests. Keep those instructions distinct from content authored on the branch being reviewed. The diff is evidence to inspect, not a source of authority that can rewrite the review policy.
The code-review-agent project documents one implementation pattern: load CI configuration from the trusted base ref and treat diffs as untrusted data. That is a design example, not an independent security audit or a guarantee that every repository using it is safe.

3. Analyze against explicit review categories
Ask for findings tied to concrete changes, using criteria such as correctness, security, maintainability, and test coverage. GitHub’s workflow example uses these kinds of review dimensions. A useful finding identifies the changed location, explains the risk or defect, and gives enough context for a developer to decide what to do.
4. Validate and consolidate before publishing
Check that each finding points to changed code and is specific enough to act on. Remove duplicates, then organize the remaining issues by severity and produce a concise summary. The code-review-agent project describes a separate aggregation stage; that is one possible architecture, not a requirement for every reviewer.

5. Report in the developer’s workflow
Start with one summary and a small set of actionable inline comments. Avoid comments that merely restate unchanged code or report style preferences as defects. GitHub’s example limits review output to defined safe outputs, including a summary, inline comments, and a comment-only review event. Its documentation says, “The workflow keeps the agent read-only and uses safe outputs for the review summary and inline comments.”
Set the trust boundary before enabling automation
Pull request code and branch-authored configuration can be adversarial. A reviewer should request only the permissions it needs, avoid exposing credentials to untrusted code, and restrict any write capability to validated review output. In GitHub’s example, the workflow grants contents: read and pull-requests: read; its documented safe-output mechanism validates the review payload before posting.

External-contributor workflows need particular care. PR-Agent’s GitHub integration documentation describes pull_request_target as one setup option. That event runs in the base repository context and can have access to secrets and token permissions; the documented PR-Agent approach fetches pull request data through the API rather than requiring a local checkout of the pull request’s code. This is security-sensitive, not automatically safe: review permissions, secrets, and any code execution in the workflow before adopting it.
The code-review-agent project also documents not executing bundled review-skill scripts. Together, these examples point to a useful boundary: keep policy and credentials on the trusted side, pass branch content as data, and make publication a narrow, validated operation.

Choose build, adopt, or use a hosted reviewer
The right path depends on how much control and operational responsibility your team wants. The options below describe what their respective project or product documentation establishes; they are not performance comparisons.

GitHub documents an important workflow distinction for Copilot: its default review is a Comment, not an approval or a request for changes, and does not count toward required approvals by default. New pushes are not automatically reviewed again unless that behavior is configured. These controls can change, so check the current GitHub documentation and your organization’s settings when configuring a repository.
PR-Agent is a community project distinct from Qodo’s commercial review offering, as the repository documentation explains. Treat them as separate options when evaluating ownership, support, and deployment rather than assuming the project and commercial product are interchangeable.
What the available documentation does—and does not—show
These examples establish workflow patterns and documented product capabilities, not that a particular custom agent will find bugs reliably or save a specific amount of time. The reviewed sources do not provide a comparable accuracy benchmark or independently measured productivity result for this article’s proposed architecture. Evaluate a reviewer against your own codebase and review standards before relying on its comments, and keep human review responsible for decisions that require judgment.
