You can build a Dockerfile and run its image without running Podman as root: use rootless Podman under your normal Linux account, after confirming that account has subordinate UID/GID mappings and suitable local storage. This guide follows one concrete example—building example:local from a local Dockerfile—and maps common failures to the first checks that matter. Commands and defaults can differ by Podman release and distribution, so check the manual for the version installed on your host.
What “rootless” changes—and what it does not
Rootless Podman runs containers in a user namespace, using subordinate UID and GID ranges assigned to the invoking account. It does not use the same image store as root or as another user: an image pulled by root will not automatically appear in your account’s rootless image list. The Podman manual states that containers created by a non-root user are not visible to other users and are not managed by Podman running as root (Podman manual, Rootless mode).
Rootless mode removes the need to run the Podman client as root; it does not erase host file permissions or make every container feature available. Bind mounts, device access, SELinux, cgroups, kernel support, and build isolation can still constrain what works. Treat each error as evidence about a specific boundary rather than as a reason to add broad privileges.

Check the host and account before building
Record the distribution, kernel, Podman version, and the ordinary account that will build and run the image. Use that same account throughout the workflow. The exact defaults and available options can vary by release, so consult the manual matching the installed version rather than assuming advice for an older release applies.

- Check that the intended user has entries in both
/etc/subuidand/etc/subgid, and that the distribution’s user-namespace helper tools, includingnewuidmapandnewgidmap, are installed where required. Subordinate ranges are allocated by host policy: do not copy a sample range from a guide without confirming it is appropriate for your system. - Confirm where rootless storage lives. The current Podman manual gives
$XDG_DATA_HOME/containers/storagewhenXDG_DATA_HOMEis set; otherwise it is under the user’s home directory at~/.local/share/containers/storage(Podman manual). - Check the filesystem used for the graphroot. Rootless storage on NFS and other distributed filesystems is unsupported; if the home directory is on NFS, use local storage for the graphroot as documented by Podman.
- Check the storage driver and kernel support.
fuse-overlayfscan provide userspace overlay storage. Without a usable overlay driver, Podman may fall back tovfs, which uses more disk and is less performant. Existing per-user storage configuration can affect whether the helper is selected automatically, so inspect it before changing settings. Avoid treating any one kernel-version cutoff as universal across distributions.
Build a Dockerfile with rootless Podman
Podman accepts Dockerfile syntax: its build documentation says a Containerfile uses the same syntax, and Podman also accepts a Dockerfile as the build recipe (podman-build manual). From the directory whose contents should be the build context, run this as the ordinary user:
podman build -t example:local -f Dockerfile .The final dot is the build context. Files outside it cannot be copied into the image, and files excluded by .containerignore or .dockerignore are unavailable to build instructions. If a COPY or ADD step reports a missing file, verify the working directory, context path, filename case, and ignore rules before changing the Dockerfile. If your recipe is conventionally named Containerfile, use that filename or omit -f when building from its directory.
Build instructions that download packages—such as RUN apt or RUN dnf—need working build-time network access and DNS. Podman build provides network and DNS options for RUN steps; consult the installed release’s build manual if you need to set them explicitly. Do not confuse a failed package download during build with runtime port publishing: those are separate networking questions.

Verify and run the image as the same user
After the build completes, inspect the image list and run the image without switching to sudo or a root shell:
podman imagespodman run --rm example:localThese commands use the invoking account’s Podman storage. The image name here is the local tag created by the build command, not a claim about an upstream image or a particular application. If the image is supposed to listen on a port, publish the needed port explicitly and check the application’s own listen address; basic execution does not publish ports automatically.
Fix failures by symptom
“No subuid ranges found” or user-namespace setup fails
Check that the exact invoking account has valid subordinate ranges in both /etc/subuid and /etc/subgid, and confirm the mapping helper tools are installed. Watch for malformed entries or whitespace issues. Have the host administrator allocate ranges according to the system’s policy; do not reuse another user’s mapping. If mapping values have just been changed, the existing rootless namespace may still be active—see the migration steps below.

The image is missing even though it was pulled
Find out which account ran the pull. Rootful and rootless Podman maintain separate stores, as do different users. Pull, build, inspect, and run as the intended account. Also check whether XDG_DATA_HOME is set, because it changes the documented rootless storage location.
Overlay errors, slow builds, or unexpected storage use
Check kernel support, the filesystem holding the graphroot, the selected storage driver, whether fuse-overlayfs is installed, and the user’s storage configuration. Rootless storage on NFS or another distributed filesystem is unsupported. A fallback to vfs may explain high disk use or poorer performance; it is not evidence that the image recipe itself is broken. For driver configuration details, use the storage section of the Podman manual for your release.
A package download in a RUN step cannot resolve a host or connect
Separate build-time connectivity from networking after the container starts. Check host DNS and the build’s network configuration, then consult the installed version’s build options. Current Podman documentation identifies pasta as the default rootless network backend when available; older releases may use different defaults, including slirp4netns. Do not assume an older backend is the only option. Podman’s rootless manual and build manual describe the relevant settings.

A bind mount or device operation returns “permission denied”
Rootless containers remain subject to host access rules. Check ownership and mode bits on the host path, whether access depends on a group the account does not have, and whether SELinux labeling is preventing access. For a bind mount, use the appropriate labeling and ownership approach for the host and Podman version; do not assume a container user can override host permissions. Device operations may require privileges unavailable in rootless mode. Identify the exact requested operation and its host restriction instead of adding broad privilege flags as a generic fix. Podman’s manual and run manual cover rootless and mount behavior.
New subordinate ID values appear to be ignored
A running rootless pause process can keep the old user-namespace mapping alive after /etc/subuid or /etc/subgid changes. Stop containers for that user, then run the documented migration command as that user:

podman system migrateThe Podman v5.8.1 migration manual explains that the command stops the pause process so updated mappings can take effect (podman-system-migrate v5.8.1 manual). Check the manual for your installed release if behavior or options differ.

When the host cannot allocate subordinate IDs
Some restricted environments, including certain HPC systems, do not permit subordinate UID/GID ranges. Podman documents ignore_chown_errors as a possible single-UID mode in such circumstances, but collapsing ownership can cause runtime problems. It is an environment-specific compromise, not a normal replacement for correctly allocated mappings. Ask the administrator which configuration is supported on that host before relying on it.
For container creation, Podman also documents user-namespace mapping modes such as host, keep-id, auto, and nomap (podman-create manual). Their ownership and access semantics differ; choose a mode only when the image or mount requirement calls for it, and use the installed release’s documentation rather than treating the modes as interchangeable fixes.
