Keep files outside the public web root, validate identifiers before mapping them to paths, and treat imported XML as untrusted input.
Choose XML APIs for the job
PHP’s XML tools share the libxml foundation. The DOM extension provides operations on XML and HTML documents through the DOM API; its document tree is convenient when editing one content record at a time. DOM uses UTF-8 internally, so handle other encodings deliberately.
XMLReader is a forward-only pull parser suited to sequential traversal of large documents without building a full in-memory tree. XMLWriter produces XML forward-only, without caching the whole output. These are documented capability differences, not performance benchmarks.

Design a simple file-based content model
For a small CMS, a practical starting point is one XML file per article. Give each record a stable internal identifier and define its elements consistently—for example, identifier, slug, title, publication state, creation and update timestamps, and body. Decide whether the body is plain text or a narrowly defined markup vocabulary; arbitrary XML is not automatically safe to render as HTML.
Keep the XML directory outside the public document root. Resolve records from validated internal identifiers, not from a path or filename supplied by a request. This keeps URL input from becoming filesystem input.

Build the save and read paths
- Validate input. Check required fields, allowed status values, identifier format, and sensible length limits before creating or updating a record.
- Create structured XML. Use a DOM document, set the intended encoding, and add submitted values as text nodes. Serialize with an XML API rather than concatenating markup by hand. XMLWriter’s structured methods are also appropriate when writing output directly to a file or stream.
- Map the record safely. Derive the file path from a validated ID under the private storage directory. Do not accept a raw path from a form, query parameter, or upload name.
- Parse reads deliberately. Parse only the selected content file and handle parse errors explicitly; a malformed record should not silently become a successful empty article.
- Separate importing and exporting. Use XMLReader for sequential import of large feeds and XMLWriter for generated exports, rather than loading an entire feed into a DOM tree by default.
Protect the parser from untrusted XML
Imported XML can contain constructs that change how a parser reads external resources. PHP’s libxml documentation warns that loading external subsets, enabling DTD validation or attributes, and substituting entities can facilitate XML external entity (XXE) attacks. Avoid those options for untrusted XML unless a specific, controlled need justifies them. LIBXML_NONET disables network access while loading documents; it does not replace careful parser configuration and input handling.
LIBXML_NO_XXE is available only with libxml 2.13.0 and, according to PHP’s documentation, as of PHP 8.4.0. Do not assume the constant exists on older deployments. Avoid LIBXML_PARSEHUGE for untrusted documents: PHP warns that relaxing parser limits can increase resource-consumption risks. Check the actual runtime and available constants using the PHP libxml constants reference.

Check the deployed PHP and libxml versions
The PHP manual lists minimum libxml versions of 2.9.4 for PHP 8.4 and later, 2.9.0 for PHP 8 releases before 8.4, and 2.6.0 for PHP versions before 8.0. These are compatibility requirements, not a guarantee that every parser option is present. Verify the PHP and libxml versions on the host where the CMS will run, rather than relying on a development machine. See PHP’s libxml requirements.
Add a database index only when it helps
XML files can remain the source of truth while a database stores searchable metadata or supports filtering and permission queries. That is an architectural choice, not a requirement of the PHP XML APIs. If you add an index, plan how it stays consistent with file updates: update the index and file as a controlled operation, or provide a command that rebuilds the index from the XML records.

Use PDO prepared statements for database values. PDO is an interface and requires a driver for the database you choose; see the PDO manual.

XML parser safety is only one part of a CMS security design. Implement authentication and role checks for editing and publishing, CSRF protection for state-changing forms, and context-appropriate output encoding in HTML templates. Also set file permissions carefully, limit upload sizes, and maintain backups with a tested restore procedure. The appropriate details depend on the application and deployment.
