A budget variance ledger explains why an AI gateway’s attributed usage and calculated cost differ from a provider’s billing report. Keep both records: the gateway view helps attribute requests to teams, keys, and services, while provider and cloud reports supply separate billing-side evidence. Reconcile matching time periods and usage categories before assigning a cause.

What the ledger should reconcile

Treat gateway spend as an attribution and estimation record, not as a substitute for the provider’s cost report. A gateway can count requests and apply its configured prices, but ingestion gaps, stale or incorrect pricing, and different treatment of token categories can create discrepancies. LiteLLM describes these as potential causes and recommends comparing gateway activity with provider usage for the same period (LiteLLM cost tracking).

Keep raw source records and normalized ledger values separately. Do not replace the gateway estimate with the provider charge: retaining both makes it possible to investigate differences in traffic attribution, pricing, caching, and billing timing. The fields below are a practical proposed design, not a vendor-prescribed standard.

Suggested ledger fields

Field group Record
Period and provenance Period start and end in UTC; source timezone; source system or report; import timestamp; and whether the period is complete.
Attribution Gateway, provider, model or deployment, project, team or workspace, API key or internal service identifier, and tier or route metadata where available.
Usage Request count and separate token dimensions for input, output, cache reads, cache writes, and provider-specific categories.
Gateway calculation Gateway-calculated cost and currency, pricing source and version, and any relevant tier assumptions.
Billing-side values Provider-reported cost and currency, plus cloud infrastructure costs when relevant, with the report or API used as the source.
Variance and follow-up Variance amount and percentage, status, investigation notes, and an owner.

Useful statuses include matched, pending provider data, direct or bypass traffic suspected, category mismatch, pricing mismatch, and unexplained. These labels distinguish an observed difference from a confirmed cause.

How to reconcile the records

  1. Choose a stable window. Set identical start and end boundaries in the gateway and provider reports, preferably on the same UTC days. LiteLLM recommends a comparison window of at least seven days when possible and a stable-use period so a one-off spike does not dominate the result (LiteLLM cost tracking).
  2. Check which traffic passed through the gateway. Document direct provider keys, secondary routes, or other bypass paths. Provider usage can exceed gateway totals when calls avoid the proxy; that alone does not show that the gateway’s calculation is faulty.
  3. Compare request and usage dimensions before cost. Check request counts, input and output tokens, and cache categories where available. Reporting semantics differ: LiteLLM notes that OpenAI cache-read tokens are typically included in input tokens, while Anthropic often reports them separately (LiteLLM cost tracking). Avoid adding a separately reported cache category to a total that already includes it.
  4. Compare like-for-like costs. Match currency, model or deployment, tier, and period. Review the gateway’s pricing assumptions and warnings, including missing pricing keys, failed cost calculations, and stale price mappings. LiteLLM documents known model spend tracking and provider-specific handling when response tier metadata is available (LiteLLM cost tracking; LiteLLM spend by model).
  5. Check whether the billing window has settled. A provider report may lag. LiteLLM’s spend capture-rate check compares tracked gateway spend with the OpenAI Organization Costs API for the same UTC days; its documentation warns that this API can lag by a few hours, leaving the latest day initially low (LiteLLM spend capture rate). Mark such a period pending rather than treating a partial report as final.
  6. Assign a cause only when evidence supports it. Record the evidence window and label an unresolved difference unexplained instead of guessing. Update the status when later billing data or investigation establishes a cause.

Use provider reports for billing-side evidence

Where available, use provider-native reporting to enrich the ledger’s billing-side values and attribution. Anthropic’s Usage API can report token use across dimensions such as model, workspace, API key, and service tier; its Cost API provides service-level cost breakdowns in USD (Anthropic Usage and Cost API). Claude Console and Claude Enterprise use different reporting API credentials and paths, so select the documentation and access method for the organization’s environment.

Reporting granularity and limits matter when choosing an import window. Anthropic documents maximum bucket counts of 1,440 one-minute buckets, 168 hourly buckets, or 31 daily buckets for the Usage API. These are API limits, not cost or accuracy benchmarks (Anthropic Usage and Cost API).

Separate alerts, reservations, and hard limits

A ledger reports and explains variance; it does not itself prevent overspending. Treat each control according to what it actually does:

Spend alert Notifies when a tracked threshold is reached; it does not block requests. OpenAI states, “Spend alerts do not enforce a cap.”
Provider hard spend limit May cause affected requests to receive a 429 response; enforcement is not instantaneous. Tracked spend can slightly exceed the configured limit before enforcement takes effect (OpenAI: Managing spend limits).
Gateway budget reservation LiteLLM documents estimating maximum request cost and reserving it before sending the request; it rejects a request if the reservation would exceed budget, then replaces the reservation with actual cost. For routes without token pricing, LiteLLM cannot reserve a cost and instead uses recorded spend (LiteLLM budgets).

Keep the control type and its outcome separate from the variance status. An alert can identify a threshold crossing without stopping traffic; a reservation or provider limit can affect request success and should be monitored as an operational control.

Add cloud infrastructure costs without confusing them with request spend

Provider API costs do not necessarily capture all infrastructure expenses associated with operating a gateway. AWS recommends using tagged AWS Budgets for thresholds and alerts, Cost Explorer for daily, weekly, or monthly analysis, Cost and Usage Reports for detailed records, and Cost Anomaly Detection for unusual patterns (AWS Prescriptive Guidance: Cost optimization). Add those as cloud-side evidence with their own source and attribution fields; do not merge them silently into provider request charges.

Choose reporting sources by the questions they can answer

When a team has several reporting sources, assess them on the same practical dimensions:

  • Attribution granularity: Can the source identify requests, API keys, users or teams, workspaces, projects, models, and service tiers?
  • Financial authority: Is the value a gateway estimate, provider cost report, or cloud infrastructure charge?
  • Freshness and completeness: What are the aggregation interval, lag, pagination behavior, and missing-period risks? Has the reporting window settled?
  • Pricing fidelity: Does it account for caching, batch processing, tier, deployment, and provider-specific price treatment?
  • Control behavior: Is the feature notification-only, a pre-request reservation, or a provider-side limit? What happens to requests when it activates?
  • Operational burden: Which credentials and access controls are required, and who maintains the integration as APIs and clients change?

Anthropic describes gateways as a way to attribute usage by developer or team and centralize budgets, rate limits, audit logs, and provider credentials. It also notes that a gateway becomes infrastructure that must keep up with client capabilities (Anthropic: Managing costs effectively). Choose a gateway for the attribution and control needs it meets, while accounting for that ongoing maintenance.
