Yes, images can be converted to PDF in a browser without sending them to a conversion server, if the tool actually processes them locally. But “browser-only” describes a conversion approach—not a complete privacy guarantee. Large batches can also use much more working memory than their compressed file sizes suggest, and image-based PDFs may not behave like documents with selectable text or vector artwork.
What “browser-only” conversion does—and does not—mean
A browser app can decode images, draw them to a canvas, and assemble the resulting image data into a PDF on the device. A client-side library such as html2pdf.js documents a browser pipeline that uses html2canvas and jsPDF; its rendered content is an image placed into the PDF.
If a particular tool performs conversion locally, the selected files need not be sent to a conversion server as part of that operation. That fact alone does not establish that the page sends no analytics or other network requests, that its scripts are trustworthy, or that another feature does not retain files. Those are properties of the specific site and workflow, not consequences of using JavaScript in a browser.

For a tool-specific privacy decision, check its privacy policy and, where appropriate, inspect its actual network behavior. Browser APIs and library documentation explain what can happen locally; they do not verify the practices of an unnamed or uninspected converter.

Why image batches can use far more memory than their file sizes suggest
A compressed image file is not the same size as its decoded pixels. During conversion, the browser may hold decoded image data, a canvas backing store, encoded output, and PDF-library buffers. Some of these representations can exist at the same time.
The HTML Standard notes that drawing an image into a canvas through an img element can leave two decoded image copies in memory: one for the image element and another for the canvas. This explains why a seemingly modest source file can put substantial pressure on a device, but it does not establish a universal memory multiplier or browser limit.

Peak use depends on implementation details and the images being processed, including their pixel dimensions and how many are handled together. A large batch may therefore fail or slow down even when the total compressed input appears manageable. If a conversion stalls or the browser becomes unresponsive, try fewer images at a time or reduce image dimensions before converting.
Why Blob output is usually preferable to a data URL for large images
HTMLCanvasElement.toDataURL() encodes the complete image into an in-memory string. MDN warns that this can have performance implications for large images and generally recommends using toBlob() with an object URL instead.

toBlob() produces a Blob, which the browser may cache in memory or on disk at its discretion. This can avoid the full-image string representation, but it is not a promise of low peak memory: source images, canvas data, and output may still overlap. Object URLs should remain available while a user needs to open or download the generated file, then be revoked when they are no longer needed. See MDN’s documentation for toDataURL() and toBlob().
One often-cited number needs careful context: the Mozilla PDF.js FAQ gives an illustrative estimate of 3.5 MB or 14 MB per rendered page for canvas memory in PDF.js rendering. It is guidance about a PDF-rendering context, not a measured image-to-PDF limit or a universal per-page requirement. PDF.js recommends rendering only visible pages to reduce memory; that advice concerns its rendering workflow, not a guaranteed optimization for every converter. Choose an image format for the source material
Canvas export must support PNG; browsers may also support JPEG and WebP. If a requested format is unsupported, the export falls back to PNG. Lossy formats can accept a quality value, but the browser documentation does not establish one universally best setting or guarantee a particular output size.

- PNG: Lossless, which can suit graphics where preserving crisp edges matters. Photographic content often produces larger files.
- JPEG: Can reduce file size for photographs, with a trade-off in image quality because it is lossy.
- WebP: May be available through canvas export depending on browser support; do not assume every tool or browser offers it.
Check the resulting PDF at its intended viewing size. A smaller file may be a useful trade-off for photos, while fine text, diagrams, or line art may need a lossless source and careful inspection. MDN documents the supported canvas export formats and quality controls, but not a universal best setting.

What image-based PDF output means for quality and usability
When a conversion pipeline rasterizes each page and places the image in a PDF, the page is visually an image rather than ordinary text and vector content. Text may not be searchable or selectable, and enlarging the page can reveal pixels. This differs from a text-first PDF, which can preserve selectable text and vector detail. The html2pdf.js project describes its image-based rendering approach; it does not establish that every image-to-PDF tool has identical output or quality.
If you need searchable text, accessibility features, or crisp scaling of diagrams, confirm that the tool creates those elements rather than simply embedding page images. The cited documentation does not quantify quality loss across libraries, so no particular library can be called universally sharper or faster on this evidence.

A practical workflow for choosing a converter
- Decide what the PDF must do. If it only needs to display photographs or scans, image-based output may be sufficient. If text must be searchable or selectable, verify that the tool preserves text or offers OCR rather than assuming an image-to-PDF export will do so.
- Assess the device and batch size. Large pixel dimensions and simultaneous image representations can raise memory use. If a large batch struggles, process smaller groups or resize images before conversion.
- Check local processing claims carefully. Look for an explicit statement that files are processed on the device, then assess the site’s policy and actual network behavior if privacy is important. A client-side library is not proof that a specific site has no other data flows.
- Inspect the exported PDF. Check that pages are present and correctly oriented, that important details remain legible, and that file size suits the intended use. If text search or selection matters, test it directly.
