A Brazil-focused ETF gives you exposure to the securities in an index through one fund holding; buying individual Brazilian stocks lets you choose the companies yourself. The practical choice is between accepting an index’s composition and fund costs, or taking on company selection and portfolio upkeep. Neither approach is established as the universal performance winner.
What you own with an ETF versus individual stocks
Brazil-focused ETFs
The Brazilian Securities and Exchange Commission (CVM) defines an ETF as an investment fund whose portfolio seeks to track a reference index. An ETF unit therefore gives you indirect exposure to the index’s securities in their index proportions; it is not direct ownership of each constituent share. The fund adjusts its portfolio when the underlying index changes. See the CVM ETF overview.
A single ETF can hold multiple securities, but how broad that exposure is depends on the index. An index concentrated in a small number of companies or sectors can still leave an investor with substantial concentration risk.

Buying individual shares gives you exposure to the companies you select rather than to an index fund’s portfolio. You decide which companies to hold and whether to change those positions over time. That control comes with the work of researching and maintaining the portfolio, as well as exposure to the fortunes of each selected company.

How to choose between the two approaches
| Decision factor | Brazil-focused ETF | Individual stocks |
|---|---|---|
| Exposure | Tracks an index; breadth and concentration depend on the index and its methodology. | Limited to the companies and positions you choose. |
| Company research and upkeep | The fund follows its index, including adjustments when the index changes; you still need to understand what the index holds. | You select the companies and manage changes to your holdings. |
| Costs to examine | Administration fee embedded in the unit value, plus any applicable custody, brokerage, and B3 charges. | Brokerage, custody, and other applicable transaction or account charges; compare the actual terms offered by your intermediary. |
| Company-specific risk | Depends on index breadth and concentration; the fund remains exposed to its underlying securities. | Depends on the companies selected and how much of the portfolio each represents. |
| Trading access | In Brazil, ETF units trade on an exchange through a broker; CVM says Brazilian ETFs are listed on B3. | Access and trading arrangements depend on the broker, account, and investor eligibility. |
CVM identifies market risk and liquidity risk among ETF risks. An ETF wrapper does not remove the risks of the underlying investments. Its ETF investor FAQ also notes that administration, custody, brokerage, and B3 charges may apply. Compare the index methodology and holdings with the costs and liquidity of the specific ETF, rather than assuming every fund offers the same breadth or trading conditions.
Costs, taxes, and investor location
For an ETF, the administration fee is reflected in the unit’s value, while trading and custody charges may be separate. For either approach, check the current fee schedule from the broker and any applicable exchange charges. The sources reviewed do not establish a like-for-like current tax comparison between Brazilian ETFs and direct shares.
CVM’s ETF FAQ, published in 2022, describes a 15% capital-gains rate for variable-income ETFs and says the investor calculates and pays the tax. Treat that as a general description on that page, not individualized or necessarily exhaustive current tax advice; confirm the rules that apply to your instrument, account, and tax residence.
If you live outside Brazil, access, registration, reporting, and currency exposure require additional checks. CVM’s non-resident investor guidance describes registration and operational considerations. A CVM notice dated 2026-01-28 says a changed B3-linked process for obtaining a CPF and operational code applies from 2026-02-23 to certain non-resident individuals; confirm current instructions with your intermediary and the regulator: CVM notice on the process.
Check the investment route before placing an order
- Define the exposure you want. For an ETF, read the index methodology and holdings to assess sector and company concentration. For individual shares, identify the companies you intend to own and how you will monitor them.
- Compare actual costs and trading conditions. Review the ETF’s administration fee, liquidity, and applicable broker, custody, and B3 charges. For shares, check the broker’s relevant fees and the trading availability of the stocks you want.
- Confirm access and tax treatment for your circumstances. Check broker eligibility, account requirements, and current tax rules for your residence and account route. Non-residents should also confirm the applicable registration and operational steps.
When a BDR-ETF is a different choice
A BDR-ETF is a Brazilian depositary receipt representing units in an ETF listed abroad. It is not the same as a Brazil-focused equity ETF or a direct portfolio of Brazilian stocks. CVM notes that exchange-rate movements can affect a BDR’s price alongside the foreign asset. If you are comparing one as an access route, review the specific product documents and its underlying exposure. See CVM’s BDR guidance.
CVM’s Collegiate decision dated 2026-05-19 records that reform of ETF rules to provide for active ETFs was on the regulator’s 2026 agenda. It also records a case-specific dispensation for specified BDR-ETFs backed by US-listed ETFs. This does not establish the availability or status of every product; check current rules and the documents for any ETF you are considering: CVM Collegiate meeting minutes.
