No—not for ordinary Bluetooth connections. A fully powered-off phone cannot maintain a connection to earbuds, send audio, or respond to normal connection requests. A dark or locked screen is different: the phone is still running, so Bluetooth may continue to work within operating-system and app limits.
What “off” means for Bluetooth
Turning off the screen or locking the phone does not shut down its Bluetooth hardware and operating system. In that state, a phone can still connect to devices or perform some Bluetooth tasks in the background, depending on the platform, app permissions, and power management.
When the phone is fully shut down, ordinary Bluetooth communication stops. That includes routine audio, data exchange, and connection requests. Apple’s developer documentation describes Bluetooth capabilities and how app state affects them: Core Bluetooth and its archived Core Bluetooth guide.
Why a powered-off iPhone may still appear in Find My
Some supported iPhones can remain findable for a limited time after shutdown if Find My network is configured. Apple’s iPhone user guide gives a maximum of up to 24 hours after the iPhone is turned off, or up to five hours in power reserve mode. These are Apple-stated limits, not guarantees for every model or circumstance. See Find My and location sharing.

This does not mean the phone is maintaining a normal Bluetooth connection. Apple says nearby devices in the Find My network can detect a device or accessory using Bluetooth and relay its approximate location to the owner. The location may be approximate rather than live or precise. Apple describes the network and setup in How to turn on Find My on your iPhone, iPad or Mac.
Find My setup and availability
For offline finding, turn on Find My iPhone and Find My network in the device’s Find My settings. Availability varies by device and region, and behavior can depend on model, iOS version, configuration, and remaining battery. Apple also provides an option to temporarily disable Find My network when powering off. Consult Apple’s current setup guidance for the device you use.

Finding a device is not the same as making it ring
A location appearing in Find My does not mean the powered-off iPhone can immediately play a sound. Apple says an offline device cannot play a requested sound while offline; the request remains pending until it reconnects to Wi-Fi or cellular. See Locate a device in Find My on iPhone.

Do not assume the iPhone behavior applies to Android phones. Google’s Find Hub overview says Bluetooth and location services are required, but it does not establish an Android-wide capability to locate phones after full shutdown or specify which models support it. Check the current documentation for your particular phone and Android version: Find your phone with Find Hub.

Quick guide by phone state and purpose

Practical takeaway
If you want Bluetooth earbuds or a car connection to work, the phone must be on; a screen that is off is fine. If your goal is to find a powered-off phone, treat Apple’s Find My behavior as a specific, limited location feature—not proof that ordinary Bluetooth remains active—and verify support for your exact device.
