Replace-by-fee (RBF) is a policy that lets a node accept a qualifying replacement for an unconfirmed transaction. So an RBF replacement is one kind of conflicting spend, but double-spending can happen without RBF signaling, too.
How are RBF and double-spending different?

How replacement works before confirmation
A Bitcoin transaction spends existing outputs. If a second transaction spends any of the same inputs, both transactions cannot appear together in the same valid chain history. Before either is confirmed, nodes hold their own local mempools—collections of unconfirmed transactions—and apply their own rules for admitting and relaying transactions.
A node using replacement policy may accept a qualifying conflicting transaction and remove the original, along with affected descendants, from its mempool. Another node may keep the original. These local policy decisions are not a network-wide consensus vote, and acceptance of a replacement does not guarantee that miners will include it. What RBF signaling means—and what it does not
BIP 125 specifies opt-in signaling: a transaction explicitly signals replaceability if any input has an nSequence value below 0xffffffff - 1. BIP 125 also describes inherited signaling through an unconfirmed ancestor. It is an applications-layer specification, not a consensus rule. Its original signaling and replacement conditions should not be treated as the complete description of every node’s current policy. BIP 125: Opt-in Full Replace-by-Fee Signaling
RBF has legitimate uses. Bitcoin Core identifies raising a fee to address a confirmation delay, combining transactions, and privacy-related purposes as reasons a sender might replace a transaction. It allows a flagged transaction to be updated while it remains unconfirmed; it does not make the original transaction invalid under consensus merely because some nodes accept a replacement. What payment recipients should do
Treat an unconfirmed payment as pending rather than settled. A transaction that does not signal RBF can still be double-spent: Bitcoin Core’s FAQ states, “Unconfirmed transactions can always be double spent, with or without RBF.” Bitcoin Core: Opt-in RBF FAQ
Waiting for confirmation reduces the risk of releasing goods or services based on a payment that may lose a race between conflicting transactions. The appropriate confirmation threshold depends on the value involved, whether delivery can be reversed, and the recipient’s tolerance for risk; there is no universal safe number established by these sources.

What changes after a transaction is confirmed?
A confirmation means the transaction has been included in a block. Ordinary RBF replacement concerns unconfirmed transactions; it is not a way to reverse a confirmed payment. Why the distinction matters
- If you are sending: RBF can provide a way to update an unconfirmed transaction, subject to the policies of nodes receiving it.
- If you are receiving: An RBF signal is relevant, but its absence does not establish that a pending payment cannot be replaced or double-spent.
- If you are assessing network rules: RBF describes node policy for unconfirmed transactions; double spending describes the underlying conflict between transactions. Confirmation and the consensus process determine which transaction becomes part of the chain.
