For a live encoder stream from a cyber-café PC, start with H.264, constant bitrate (CBR), a two-second keyframe interval, and 30 fps. YouTube recommends 8 Mbps for 720p30 or 14 Mbps for 1080p30. Choose between them only after checking the café’s available upload bandwidth under busy conditions; these are platform recommendations, not guarantees your PC or shared connection can sustain them.
First, distinguish live streaming from uploading a video
“Export settings” can mean two different workflows. If encoder software is sending video to YouTube continuously, configure the live encoder settings below. If you are rendering a prerecorded file to upload as a normal YouTube video, YouTube’s separate upload guidance applies: it includes an MP4 container and H.264 video. File-upload recommendations are not the live-ingest bitrate table.
Recommended starting settings for a live encoder

These settings follow YouTube Help’s live encoder guidance, retrieved October 3, 2026; the retrieved page did not state a publication year. The recommended bitrate depends on the selected resolution:

The upload-capacity figures apply YouTube’s recommendation to leave 20% bandwidth headroom to those bitrates. They are not measurements of Indian cyber cafés or guarantees of service quality. If the source is visually simple or the audience does not need fine detail, 720p30 may be a sensible first test. Consider 1080p30 only if the connection has enough spare upload capacity and a representative test stays healthy.

Check the connection at the café’s busiest time
The stream needs outbound upload capacity. A download-speed result does not show whether the PC can reliably send video to YouTube. YouTube says total stream bitrate cannot exceed available upload bandwidth, recommends 20% headroom, and warns that a shared network can constrain an individual stream. Other café users may therefore affect the capacity available to your encoder.
- Measure upload speed while the café is busy, not only when the network is quiet. Use the result as a check, not as a guarantee of sustained performance.
- Compare the capacity actually available to the stream with the chosen bitrate plus headroom: about 9.6 Mbps for 720p30 at 8 Mbps, or about 16.8 Mbps for 1080p30 at 14 Mbps.
- Before relying on the setup, test with representative audio and movement. YouTube’s guidance says: “Make sure to test before you start your live stream.”
- Watch the stream’s health during the test, and repeat it under representative network conditions. If the stream is unhealthy or upload capacity fluctuates, test a lower resolution or bitrate rather than assuming the PC can hold the higher setting.
No India-specific cyber-café upload or power-reliability figure is established here, and the PC model, sustained upload capacity, and peak-hour contention are unknown. Treat the settings as a starting point to verify on the actual machine and connection.

For a 24/7 stream, plan for archives separately
Stream quality settings do not ensure a usable recording of a long broadcast. YouTube says streams shorter than 12 hours can be automatically archived, but a stream longer than 12 hours may not be captured at all. If retaining the broadcast matters, keep a local recording backup. This archive guidance does not establish a required bitrate or a universal restart schedule.
