There is no single app that is safest for every younger teen. Start with what they need to do: message people they know, watch videos, or join an interest-based community. Messenger or WhatsApp, YouTube Kids, and LEGO Play may fit those narrower needs; none should be assumed suitable without checking its age rules, features, and parental controls. For a mainstream social platform, Instagram Teen Accounts add safeguards, but Instagram is not an alternative service.
Choose by what your teen wants to do
Messaging, video viewing, and community participation carry different features and contact patterns. Treat them as separate choices rather than looking for one app that replaces a broad social feed.

Before choosing any candidate, inspect the service itself. Features, eligibility, and rules can change; an exclusion from one country’s restriction does not establish that an app is safe, suitable, or available for a particular child.
Use the same safety checks for every app
Look at the settings and features that determine who can reach the teen and what they encounter. A parental-control label alone does not answer these questions.

- Contact: Who can find the profile, send a message, add the teen to a group, or interact through live features?
- Privacy: Is the profile private by default? Can the teen limit who sees posts or activity?
- Content: Are recommendations or sensitive content restricted? Can user-posted material appear, and how is it moderated?
- Parent oversight: Can a parent review settings, activity, or recent contacts? What remains private to the teen?
- Time: Are there daily limits, breaks, or overnight notification controls? Can the teen change them?
- Eligibility and age checks: What is the minimum age in your location, and how does the service check age?
- Interaction edge cases: What happens in group chats, livestreams, or other user-generated spaces?
- Local rules: Does a national restriction apply to the child or service where the family lives?
What Instagram Teen Accounts do—and do not—provide
Meta says teens are automatically placed into Teen Accounts with restrictions on contact and content. Its materials describe private-by-default accounts, the strictest content-control setting, overnight notification silencing, reminders after 60 minutes, and messaging limited to people the teen follows or is already connected to. Parents using supervision can see who their teen messaged in the previous seven days and set a daily time limit; that feature does not let parents read the messages. Teens under 16 need parental permission to use specified less-protective settings. Details are Meta’s descriptions of its product, and families should confirm what is available and enabled in their app. Meta’s April 2025 update.
In that April 2025 update, Meta reported that 97% — Meta, 2025 of Instagram users aged 13–15 had stayed in the built-in restrictions. This is Meta’s reported retention figure, not an independent study showing reduced harm or proving the controls’ effectiveness. It should not be treated as a direct comparison with other services.
Age limits and age checks are not the same as safety controls
The OECD’s 2025 review found that Discord, Facebook, Instagram, Snapchat, TikTok, and YouTube offer parental controls such as time limits, viewing friends or followers, or reviewing history. The report also found that eight services — OECD, 2025 used age-assurance mechanisms in specific cases, but none did so systematically at account creation. This is a finding about the services and mechanisms examined in that report, not a current audit of every app or evidence that every age check fails. OECD, Children in the Digital Environment (2025).

An age threshold does not itself tell you who can contact a user, what content is recommended, or whether a parent can supervise activity.

Rules differ by country and can change
Australia
From 10 December 2025, Australia requires covered platforms to take reasonable steps to prevent Australians under 16 from having accounts. eSafety’s current list names Facebook, Instagram, Kick, Reddit, Snapchat, Threads, TikTok, Twitch, X, and YouTube. Its FAQ says Messenger, WhatsApp, YouTube Kids, and LEGO Play do not currently meet the criteria for an age-restricted social-media platform or fall within an exclusion. The rules apply to covered platforms and under-16s ordinarily resident in Australia. eSafety says its classifications reflect its view at stated dates and may change as services evolve; they are not universal status labels. eSafety’s covered and excluded services.
United Kingdom
A UK government fact sheet updated 18 September 2026 says the government plans under-16 restrictions modelled on Australia, does not intend to include messaging services such as WhatsApp and Signal, and expects implementation in Spring 2027. Do not apply either country’s policy list to families elsewhere. Check the relevant local regulator or government for rules that apply to your household, and revisit the service’s features and settings when they change.
