There is no single best proxy provider for every job. For enterprise-scale data collection, compare Bright Data and Oxylabs first; for self-serve and mid-market workloads, consider Decodo (formerly Smartproxy). SOAX is worth evaluating for rotating SOCKS5 connections and granular targeting, while IPRoyal and Webshare offer lower-entry-cost options for individuals, small teams, and simpler workloads. The right choice depends on proxy type, target geography, session behavior, support needs, and total cost—not just a provider’s advertised IP-pool size.
How to choose a proxy provider
Start with the sites and data you are authorized to access, then match the network and session behavior to that workload. A proxy can change the apparent network origin of a request; it does not guarantee access to a site or override that site’s rules.
- Proxy type: Residential proxies use addresses associated with residential networks and can be useful when a target scrutinizes datacenter ranges. Datacenter proxies often prioritize speed and cost. ISP or static residential proxies can suit longer-lived sessions where a stable connection matters. Mobile proxies are relevant when mobile-network provenance is needed.
- Targeting: Check which locations and network attributes are actually available for your use case: country, state, city, ZIP code, ASN, ISP, or carrier.
- Sessions and rotation: Determine whether you need a new IP per request, time-based rotation, or a sticky session that keeps the same IP for a period. Confirm the available session duration and how rotation is configured.
- Workload and scale: Browser automation, search-result collection, public-data scraping, price monitoring, and ad verification can have different requirements. At higher volumes, an API, unblocking service, or managed support may matter as much as proxy access.
- Economics: Compare pay-as-you-go and subscription terms, bandwidth charges, minimum commitments, traffic expiry, and concurrency. A low advertised per-GB rate may not reflect the full cost of a plan or bundled service.
- Trust and operations: Review IP-sourcing disclosures, acceptable-use rules, authentication, supported protocols, support availability, and compliance documentation. Treat provider statements as claims and check the current terms before buying.
Best proxy providers by use case
Bright Data: enterprise scale and a broad feature set
Bright Data publishes datacenter, static residential, residential, and mobile network categories, alongside proxy products and web-access tools. Its comparison material describes country, city, ZIP, carrier, and ASN targeting, as well as HTTP, HTTPS, and SOCKS5 support. The range may suit teams that need multiple proxy types or targeting options, but plan complexity and total spend should be modeled against the actual workload.
Oxylabs: enterprise data acquisition and integrated tools
Oxylabs offers residential, mobile, ISP, and datacenter proxies, along with a Web Scraper API, Web Unblocker, and datasets. Its enterprise guidance presents ISP proxies as a middle ground between residential-network provenance and datacenter performance. It is a candidate when scale, support, and integrated data tooling justify a larger budget.

Decodo (formerly Smartproxy): self-serve and mid-market workloads
Decodo documents residential, datacenter, ISP, and mobile products, with country, state, and city targeting, rotating or sticky sessions, and HTTP(S) or SOCKS5 endpoints. The provider says its IPs are ethically sourced from consenting users and that its proxy and Scraping API products are ISO/IEC 27001:2022 certified. Those are vendor claims; review the provider’s current sourcing information, certification scope, and terms for the products you plan to use.
SOAX: rotating SOCKS5 and granular targeting
SOAX describes residential, mobile, ISP, and datacenter pools, with per-request or time-based rotation, sticky sessions, and country, city, ISP, and ASN targeting. Its 2025 comparison lists a combined pool of 191M+ and a 99.5%+ success-rate figure; these are provider-published figures, not independent benchmark results. Check subscription minimums against expected traffic before committing.
IPRoyal: budget-conscious pay-as-you-go residential access
IPRoyal offers residential, datacenter, ISP, and mobile products, including pay-as-you-go residential traffic, SOCKS5 support, and plans described as having non-expiring traffic. Its pricing page claimed 64M+ genuine residential IP addresses when accessed in 2026; that is a provider claim, not a measure of how many addresses will be available for a particular target or session. IPRoyal lists public-data collection, price monitoring, and ad verification as use cases and explicitly prohibits activity that damages or disrupts services. Check target-site compatibility and current pricing before purchase.
Webshare: low-barrier experiments and simpler workloads
Webshare is a budget-focused, self-service option with shared, private, and dedicated datacenter choices, plus residential access. TechRadar’s 2026 review described a permanent free plan with 10 proxies and 1GB of monthly bandwidth. Availability and plan terms can change, so confirm the current offer directly before relying on it. Webshare operates independently after its acquisition by Oxylabs. It may be a practical starting point for experimentation or basic datacenter tasks, but a free tier is not a substitute for checking a provider’s security and acceptable-use terms.

How to interpret advertised pool and success figures
Provider statistics are not a substitute for a workload-specific test. Bright Data’s comparison material, accessed in 2026, lists 400M+ monthly residential IPs, 195+ countries, 99.99% uptime, and a 99.9% success-rate figure for Bright Data. The same comparative table lists 100M+ IPs, 195+ countries, and approximately 99.95% success for Oxylabs, and 55M+ IPs, 195+ countries, and 99.47% success for Smartproxy/Decodo. These are figures reported in Bright Data’s vendor comparison, not independent measurements. The definitions and conditions are not established here as directly comparable across providers.
SOAX’s 191M+ combined-pool and 99.5%+ success-rate figures come from its 2025 rotating-proxy comparison. IPRoyal’s 64M+ residential-address figure comes from its pricing page as accessed in 2026. These provider-reported pool figures may use different definitions and do not establish target-site success, available inventory in a chosen location, or speed. No apples-to-apples independent benchmark establishes a universal performance ranking across these providers.

A practical evaluation before you commit
- Define the authorized task. Identify the data, target sites, locations, request volume, and applicable site terms. Exclude uses that violate provider rules or disrupt services.
- Specify the connection. Choose the proxy type, protocol, geography, and rotation or sticky-session behavior your workflow requires.
- Check the full plan terms. Confirm minimum spend, bandwidth billing, traffic expiry, concurrency, authentication, and any separate fees for APIs or support.
- Validate fit at small scale. Where the provider permits it, test a trial or low-commitment plan against your authorized workload. Measure your own connection stability and task completion rather than relying on advertised success rates.
- Review operational and compliance details. Read the acceptable-use policy and sourcing disclosures, and verify any security or certification claim for the product and scope you intend to use.
