There is no verified “best” Mumbai cloud server under ₹1,000 per month in the available published figures: the all-in INR cost and continuous-stream performance have not been established for a suitable configuration. Amazon Lightsail is a candidate to price-check, while Oracle Cloud Infrastructure advertises a substantial outbound-transfer allowance; neither should be treated as proven to run a 24/7 stream within budget. First calculate your stream’s monthly data use, then confirm the selected region’s transfer terms, full bill, and sustained workload performance.
Start with monthly data, not the advertised VM price
A 24/7 stream sends data continuously. Estimate its monthly transfer from the stream’s average bitrate:
Monthly data (decimal GB) ≈ bitrate in Mbps × 0.45 × hours streamed per day × days in billing period.
The 0.45 factor converts megabits per second into decimal gigabytes per hour. For 24 hours a day over a 30-day month, this simplifies to approximately 324 GB per month for each 1 Mbps of average bitrate.

These are estimates based on constant bitrate and decimal gigabytes; allow extra capacity for protocol overhead and bitrate variation. Use your actual average bitrate and billing-period length. Check how the provider counts traffic: some allowances include both incoming and outgoing data. Lightsail does.
What YouTube’s recommended settings mean for server choice
YouTube’s current encoder guidance recommends H.264 at 3 Mbps for 480p30 and 720p30, and 5 Mbps for 1080p30. Those are encoder recommendations, not benchmarks for cloud-server CPU, memory, or reliability. See YouTube’s live encoder settings.

- YouTube supports RTMP and RTMPS and recommends RTMPS, constant bitrate (CBR), and a two-second keyframe interval.
- Test with representative audio and motion, then monitor stream health. YouTube says, “We recommend running a speed test to test your upload bitrate,” and “Make sure to test before you start your live stream.”
- A server that relays an already encoded feed may have different compute needs from one encoding video live. The published figures here do not establish either workload’s server requirements.
Cloud server candidates to investigate

2. Amazon Lightsail — published entry bundle, with a Mumbai allowance caveat
Amazon Lightsail’s pricing page lists a Linux/Unix bundle at $5/month with 0.5 GB memory, 2 vCPUs, 20 GB SSD, and 1 TB transfer. AWS says Mumbai instances receive half the general transfer allowance, so the Mumbai allowance for that bundle is half the displayed figure. The advertised monthly amount is in dollars, not a confirmed INR total under ₹1,000. Taxes, currency conversion, any overage, and suitability for continuous encoding must be checked for your account and region. At the 3 Mbps example above, estimated outbound traffic alone is about 972 GB over 30 days; because Lightsail counts inbound traffic too and Mumbai has a reduced allowance, compare your actual usage against the regional allowance before choosing it.
3. Oracle Cloud Infrastructure — attractive transfer terms, unverified full configuration cost
Oracle’s India price list shows the first 10 TB/month of outbound transfer from APAC, Japan, and South America as free. That allowance is relevant to a high-transfer stream, but it does not establish the price or availability of a complete instance suitable for your workload, nor its all-in monthly cost under ₹1,000. Check the Oracle India Cloud Price List and verify the specific region, instance, and billing terms before relying on it.

How to choose and verify a low-cost VM
- Set the stream bitrate and schedule. Use the YouTube encoder settings appropriate to your resolution and frame rate, then estimate outbound data with the formula above.
- Choose the actual region before comparing transfer. Allowances and availability can vary by region. For Lightsail, use the Mumbai-specific allowance rather than the general bundle table.
- Calculate the full recurring bill. Include the instance, storage, taxes, currency conversion, and potential transfer overage. For providers that count both directions, include incoming traffic as well as stream output.
- Confirm the workload and architecture. Establish whether the VM will encode the video or relay an already encoded stream. Confirm CPU architecture, memory, storage, provider limits, and instance availability for the exact plan; the cited pricing pages do not establish a validated configuration.
- Test before depending on it. Run a representative stream with expected audio and motion, check stream health, and verify reconnection behavior after an interruption. A low monthly price or transfer allowance alone does not prove a server can sustain the workload.
Costs and reliability: what the published figures do—and do not—show
The available provider terms identify candidates, not a tested winner under ₹1,000/month. In particular, the Lightsail list price is denominated in dollars, while a suitable Mumbai configuration’s complete INR bill depends on conversion, tax, regional transfer, and any overage. Oracle’s free outbound allowance does not by itself show that a suitable instance fits the budget. No sustained encoding or reconnect test establishes that either VM will reliably run a 24/7 stream.
