Start by deciding which problem you need to solve, then weigh project scope, team familiarity, styling workflow, framework compatibility, and the cost of maintaining dependencies.
First decide whether you need a UI framework, a CSS tool, or both
HTML supplies a page’s structure and semantics, CSS controls its presentation, and JavaScript adds interactivity. A UI framework helps organize interactive interfaces and application behavior; a CSS framework or library helps define how the interface looks. Those categories can be combined, but one does not replace the other. web.dev’s platform overview explains the roles of HTML, CSS, and JavaScript.
For example, a project may use Angular to structure its application and Tailwind CSS for styling. The useful comparison is not “JavaScript versus CSS,” but which tool or combination best fits the project and the people maintaining it.
How the main options differ

These descriptions summarize documented roles and workflows, not comparative performance tests. Vue’s documentation presents it as usable from a library-like role through a fuller framework, and recommends Single-File Components for many projects using build tools when that format fits. Choose by the problem you need to solve
Evaluate Vue for incremental UI adoption
Vue is a reasonable candidate when you want to introduce a UI framework incrementally or build an interface around components. A Single-File Component can keep template, logic, and styles in one file, which may suit teams that prefer to work on those parts together. That organization is a workflow choice, not a guarantee that Vue is a better fit than another framework.
Evaluate Angular for a broader application platform
Angular is worth evaluating when a project benefits from a broad framework and an ecosystem of tools and libraries. Its documentation describes support for server-side rendering and static-site generation. Angular libraries can package reusable capabilities such as reactive forms, service-worker functionality for progressive web apps, or UI components. Splitting code into a library adds planning and maintenance work; it may pay off when multiple applications reuse it. See Angular’s library guide.

Evaluate Tailwind CSS for utility-class styling
Tailwind’s documented workflow detects class names in HTML, JavaScript components, and other templates, then writes the corresponding styles to a static stylesheet. Its documentation lists guides for a range of stacks, including Next.js, Nuxt, SvelteKit, Angular, and Astro. This can fit teams that want to express styling through utility classes and generate CSS from project source. “Zero-runtime” describes Tailwind’s documented approach; it should not be read as a quantified speed advantage over other styling systems. Use Bootstrap CSS and Bootstrap JavaScript as separate decisions
Bootstrap’s CSS may be used alongside frameworks such as React, Vue, or Angular. Its JavaScript plugins are a different matter: when Bootstrap and a framework both mutate the same DOM element, their state can conflict, with a dropdown that stays open given as an example in Bootstrap’s documentation. If you need interactive components, a framework-specific integration may be more appropriate, but check its current support and maintenance before adopting it.

The cited compatibility guidance is from Bootstrap v5.2 documentation, so treat its adapter examples as version-specific rather than as a guarantee about current releases. That page mentions React Bootstrap, BootstrapVue (for Vue 2 and Bootstrap 4 in that documentation), and ng-bootstrap. See Bootstrap v5.2’s JavaScript guidance.
A practical selection checklist
- Define the need. If the main problem is application and UI structure, evaluate a JavaScript framework. If it is styling, evaluate a CSS tool. If both matter, choose the combination deliberately.
- Match scope to project. Consider whether incremental UI adoption or a broader, more integrated platform fits the current application and its likely growth.
- Check the team’s workflow. Compare co-located component files, utility classes, or prebuilt CSS against the way the team designs, reviews, and maintains interfaces.
- Verify integration boundaries. Pay particular attention to DOM ownership when combining Bootstrap JavaScript with a framework, and verify that any adapter supports the versions you plan to use.
- Budget for maintenance. Account for dependency upgrades, build configuration, team learning, and packaging work for reusable libraries. A tool that fits today still needs an owner for updates.
- Make a small representative trial. Try the candidate on a real component or feature—such as a form, navigation menu, or shared UI element—using your intended build setup. Assess fit and integration; do not treat a short trial as a general performance benchmark.
