For a speed-conscious 720p YouTube upload, start with HandBrake’s Very Fast 720p30 preset if 30 fps suits your footage. For a 60 fps recording where smooth motion matters, preserve 60 fps and compare a 720p60 preset instead. For x264 constant-quality encoding, use RF 22 as a first test within HandBrake’s recommended RF 19–23 range.
Here, “stream” means a video file encoded in HandBrake and uploaded to YouTube. A live broadcast has different encoder settings; see the distinction below. No single preset can guarantee the fastest encode on every budget PC, because performance depends on the computer, source video, filters, and available hardware encoders.
Choose the preset that matches your footage
Speed-first: Very Fast 720p30
In HandBrake, open your source video, then select the official Very Fast 720p30 preset. It produces an MP4 with H.264 video and AAC stereo audio, using a Very Fast encoding speed profile. It is a practical starting point on a lower-powered computer when 30 fps is appropriate. The 720p30 preset also scales higher-resolution sources down to 720p and limits higher frame rates to 30 fps. Check the resulting frame rate before encoding if preserving motion is important. HandBrake’s official presets
For a 60 fps source: compare a 720p60 preset
If your recording is 60 fps and fluid motion matters, do not automatically convert it to 30 fps. YouTube advises that content be encoded and uploaded at the same frame rate at which it was recorded. HandBrake’s Creator 720p60 preset is intended for video-hosting uploads such as YouTube; it uses H.264 in an MP4 container and is oriented toward higher quality at medium speed. It may take longer than Very Fast 720p30 on a budget PC. Compare a short representative clip before committing to a long encode. HandBrake’s preset descriptions · YouTube upload settings

Set quality without guessing a target bitrate
Use constant quality for a straightforward first encode
For x264 at 720p, HandBrake recommends RF 19–23. Start with RF 22 on a short sample. Choose a lower RF if you want more quality and accept a larger file; choose a higher RF if a smaller file matters more. HandBrake notes that changes of 1–2 RF are usually noticeable, so compare samples at sensible intervals. RF does not specify a predictable bitrate, and RF values cannot be compared directly across different encoders. HandBrake’s quality guidance
Understand YouTube’s reference upload bitrates
YouTube’s current SDR upload guidance lists reference video bitrates of 5 Mbps for 720p at 24, 25, or 30 fps and 7.5 Mbps for 720p at 48, 50, or 60 fps (guidance accessed in 2026). These are reference rates for uploads, not a requirement to set HandBrake’s average bitrate to those values and not a prediction of the bitrate an RF encode will produce. YouTube says variable bitrate is appropriate and does not require a bitrate limit in its upload guidance. For audio, use the selected preset’s compatible AAC option; YouTube’s upload specifications include AAC-LC and 48 kHz audio. YouTube’s recommended upload encoding settings

Keep the picture size and filters practical
Respect the source dimensions and aspect ratio
Let HandBrake’s sizing settings preserve the source aspect ratio unless you have a specific delivery requirement. Avoid cropping meaningful content or stretching the picture. Upscaling a low-resolution source does not generally improve its quality; HandBrake notes that enabling upscaling may be useful for a YouTube upload in some cases, but it is not a general quality fix. On an older PC, avoid adding filters unless the footage needs them. Filters can substantially affect encoding performance; HandBrake specifically describes NLMeans denoising as memory-intensive. The impact varies with the source and computer, so there is no reliable universal time estimate. HandBrake’s encoding performance documentation

What a budget PC can and cannot tell you about encode speed
Check the actual system, not just the word “budget”
HandBrake’s current system-requirements page lists 16 GB of memory for its formally supported standard- and high-definition transcoding tier (480p through 1080p), and 32 GB for 4K. HandBrake cautions that operating below its requirements may be possible but is not recommended. This is support guidance, not proof that every PC with less memory will fail to encode 720p, and it does not mean every user needs to buy more RAM. The page also lists processor-family requirements that may not describe many older budget computers. HandBrake system requirements
Use hardware encoding only if HandBrake offers it
A supported and detected hardware encoder—such as Quick Sync or NVENC where available—can be a speed-oriented option. HandBrake’s hardware presets use dedicated media engines and are optimized for encoding speed. Availability depends on the PC, software support, and detection; performance and output depend on hardware, drivers, filters, and the workload. If no hardware option appears in your installation, do not assume the computer supports one. Hardware encoding is not a guaranteed quality or compatibility improvement. HandBrake upload encoding is not YouTube Live encoding
HandBrake prepares a video file; it does not send a live broadcast to YouTube. For live ingestion, YouTube’s guidance calls for constant bitrate (CBR) and recommends H.264 at 6 Mbps for 720p30 or 8 Mbps for 720p60. Those are live-stream recommendations, not targets for HandBrake file uploads. YouTube Live encoder settings
Or let it run in the cloud
If your goal is a YouTube channel that stays live by looping uploaded videos, HandBrake encoding a file is only one part of the workflow. StreamNeo keeps a YouTube stream running from uploaded videos in the cloud: upload a recording or build a playlist, add your YouTube stream key once, and go live. Nothing has to stay on at home; a computer, OBS, and your home connection can be off. Each slot streams the uploaded quality up to 4K 60fps at one flat price per slot, with automatic recovery if YouTube drops the stream. The first day is free with no card required (one free day per account). Monthly pricing is $9.99 per month. StreamNeo is for YouTube and uploaded videos, not camera-based live broadcasting. Frequently Asked Questions
Does RF 22 mean the file will be 5 Mbps?
No. RF is a constant-quality setting, not a target bitrate. The resulting bitrate varies with the video.
Will a faster preset always finish first on my PC?
A faster speed profile is intended to favor encoding speed, but the actual result depends on your source, hardware, filters, and available encoder.
