For a 720p H.264 YouTube Live stream, set the video bitrate to 8 Mbps at either 30 or 60 fps. YouTube lists 3 Mbps as the minimum for both frame rates. Pre-recorded footage sent through a live encoder uses YouTube’s live-ingest guidance; the separate 5 Mbps and 7.5 Mbps recommendations are for uploading video files, not streaming them live.
Recommended H.264 bitrate for 720p YouTube Live
YouTube’s live encoder guidance recommends 8 Mbps for H.264 at 720p, whether the incoming stream is 30 fps or 60 fps. Its listed minimum is 3 Mbps for either frame rate. These are live-ingest settings, so they apply when a pre-recorded video is sent to YouTube as a live stream through an encoder. YouTube’s encoder settings and bitrate guidance does not give prerecorded live streams a separate bitrate exception.

The file-upload figures come from YouTube’s separate video upload encoding recommendations. Choose between the two sets by how the video reaches YouTube: a stream encoder calls for live-ingest settings; uploading a finished file calls for upload settings.

Video codec and bitrate mode
Choose H.264 and constant bitrate (CBR), then set the video bitrate to 8 Mbps for 720p. YouTube’s live guidance also lists H.264 as a supported codec and recommends CBR. Keep audio bitrate separate from the video bitrate when configuring the encoder: the 8 Mbps figure is the video setting.

Keyframes and connection protocol
Set the keyframe interval to two seconds. YouTube says not to exceed four seconds. Use RTMPS as the streaming protocol, as recommended in its encoder guidance.
Frame rate and source quality
Use 30 fps or 60 fps to match the pre-recorded source and intended stream. The recommended 720p live-ingest bitrate remains 8 Mbps for either rate. Avoid changing a source’s frame rate merely to reach a particular bitrate; the guidance gives a bitrate by stream resolution and frame rate, rather than a special setting based on whether footage was recorded earlier.

Check upload capacity before going live
Your connection needs enough upload capacity for the total stream bitrate, with room for fluctuations. YouTube recommends leaving 20% bandwidth headroom. If you use a backup stream, account for its bitrate too when estimating the connection capacity. For a single stream set to 8 Mbps video, the connection must carry the stream’s total bitrate—not just its video component—and retain the recommended headroom.

- Run a test using audio and movement similar to the planned program; a static or silent test may not reveal issues that appear in the actual content.
- Check YouTube’s stream health during the test and event. If it reports instability, verify the available upload capacity, total stream bitrate, and headroom before lowering quality.

Troubleshoot bitrate and stream-health problems
The pre-recorded video looks soft or blocky
Confirm that the encoder is actually sending 720p at the recommended 8 Mbps H.264 video bitrate, rather than using the lower file-upload recommendation. Check that the source itself has adequate detail: a bitrate setting cannot restore detail absent from the recording.
The stream buffers or loses stability
Compare the full stream bitrate with the connection’s available upload capacity and preserve the 20% headroom YouTube recommends. Include a backup stream in the capacity estimate if one is active. Test and inspect stream health to determine whether the connection or encoder settings are causing the problem.

The encoder rejects or ignores a setting
Check the encoder’s output resolution, frame rate, codec, bitrate mode, keyframe interval, and protocol against YouTube’s guidance. Confirm that the outgoing stream—not merely the source file—uses H.264, CBR, a two-second keyframe interval (no more than four seconds), and RTMPS.
