The key qualification is licensing. PDF-XChange says more than 70% of its features do not require a license, but licensed features can place watermarks on a document when you save or print. How to sign a PDF in Acrobat Reader
- Open the PDF.
- Select Sign in the toolbar.
- Choose whether to draw, type, or upload an image of your signature.
- Place the signature and save a copy of the document.
Reader receives ongoing updates rather than remaining a single fixed product version. To check manually on the desktop application, use Help > Check for Updates. Keeping it updated matters: PDF readers process files from external sources, and Adobe has published security bulletins covering critical and moderate Reader vulnerabilities.
Acrobat Reader is a good fit when compatibility and conventional form handling are more important than a lightweight installation. It is less attractive if your main requirement is free editing of existing PDF content.
4. Preview: best free PDF reader for Mac
For most Mac users, Preview is the obvious first choice because it is built into macOS. It opens PDFs, handles page thumbnails and navigation, fills forms, adds annotations, creates signatures, and supports basic page management without another download.

Fill a PDF form in Preview
- Open the PDF in Preview and click an interactive field.
- Type into the field.
- If the form has no usable fields, choose View > Show Form Filling Toolbar and select Text Box Tool.
Create a signature
- Click Show Markup Toolbar.
- Click Sign.
- Create the signature with the Mac trackpad, the built-in camera, or a nearby iPhone or iPad.
Use the markup toolbar for highlights, shapes, notes, and other annotations. To view all notes and highlights, choose View > Highlights and Notes.
Preview cannot edit the existing text of a PDF. Its text boxes add content over the page; they do not rewrite the underlying paragraph. To preserve editable annotations, use File > Save, File > Export, or File > Export to PDF. To flatten annotations into a non-editable PDF, choose File > Print, then Save as PDF.

For PDF work, Okular provides annotations, text selection, thumbnails, document outlines, digital-signature verification, and PDF signing. It is available through most Linux distributions’ package managers, as well as graphical software centers such as Discover and GNOME Software.

6. Chrome PDF viewer: best when you do not want to install anything
Chrome’s built-in PDF viewer is enough for occasional work. It can search, annotate, draw, fill forms, add signatures, and save the result. It can also automatically OCR some scanned PDFs on the device so that text becomes searchable, selectable, copyable, and highlightable. Google says this OCR conversion occurs locally rather than being sent to Google or another third party.
After making changes on desktop Chrome, choose Download > With your changes. To keep the original file unchanged, choose Download > Without your changes. Chromebook users use Save.

Chrome is not a general PDF editor. Its tools work on annotations, signatures, forms, and viewer-related operations; they do not provide unrestricted rewriting of existing PDF text. Saving directly to Google Drive also requires a normal profile: the option is unavailable in Incognito mode or a guest profile.
7. Firefox PDF Viewer: best browser-based annotation tool
Firefox has a surprisingly capable built-in viewer for users who want to mark up a document without installing an editor. It supports text fields, check boxes, radio buttons, text and area highlights, comments, freehand drawing, inserted images, alt text, signatures, and PDF merging.
Add a signature in Firefox
- Open the PDF and select Add signature.
- Select + Add New Signature.
- Choose Type, Draw, or Image.
- Select Add, place the signature, and save the document.
Do not confuse this with a certificate-backed or authenticated electronic signature. Mozilla explicitly describes signatures added through the viewer as simple annotations without authentication or verification.
Firefox can merge another PDF by opening the left page sidebar, selecting the + button in the upper-right corner, choosing the PDF, and selecting Open.
If a document renders blank or displays incorrect fonts or colors, use the download button and open the file in the computer’s default PDF application. Incorrect server MIME types and browser extensions can also prevent Firefox from opening a PDF correctly.

8. Foxit PDF Reader: a credible cross-platform alternative
Foxit PDF Reader is available for Windows, macOS, iOS, Android, and the web. Its free Reader product covers viewing, annotation, form filling, handwritten signatures, collaboration, digital-signature verification, and standard AcroForms and XFA forms.
It also includes security-oriented controls such as Protected View, privileged locations, trust settings, and an option to disable JavaScript. Those tools are useful when opening PDFs from email attachments or unknown websites.
Keep the product names separate: Foxit PDF Reader is the free reader, while Foxit PDF Editor is the paid product for editing and PDF creation. Foxit advertises a 14-day trial for the Editor, but that does not turn the Reader into a free full editor.

Foxit also promotes AI features, but availability is not the same as ordinary offline reading. The relevant Reader documentation lists a free quota of 50 prompts per user per day, with regional and edition restrictions. Do not choose Foxit solely for AI features unless those limits suit your account and location.
