There is no single cheapest or best cloud archive for every workload. Choose based on how quickly you must retrieve data, how often you expect to retrieve it, how long you will keep it, and the combined cost of storage, requests, restores, and data transfer. AWS offers three distinct S3 Glacier access patterns; Azure Archive is an offline tier that must be rehydrated; Google Cloud Storage Archive lists a retrieval fee, but the available pricing information alone does not establish a cost winner.
The comparison below uses current provider documentation accessed in October 2026. Prices and service details can change, and your region, redundancy choice, object sizes, and workload affect the bill.

These retrieval windows are provider guidance, not a guarantee that every object or bulk job will be usable at that exact time. In particular, account throughput, job size, and priority can affect restore completion.

Which archive is best for your workload?
Choose S3 Glacier Instant Retrieval for data that must remain immediately available
Instant Retrieval is the AWS option to consider when you want archive-oriented storage economics but still need real-time access. AWS positions it for long-term data accessed about once per quarter. It is not equivalent to the lower-access classes that require a restore job, so compare its storage and request charges against the operational value of immediate availability.

Choose S3 Glacier Flexible Retrieval when hours are acceptable
Flexible Retrieval suits data that is rarely needed but may need to come back without the longer delay associated with the deepest archive. AWS offers retrieval options with different timing and cost profiles; its class guide identifies bulk retrieval as free. For applications that need a restored object, include both the archive workflow and the cost of the temporary accessible copy in your design.
Choose S3 Glacier Deep Archive for very infrequent access
Deep Archive is the AWS class to evaluate when data is expected to be accessed less than once a year and a restore measured in hours is acceptable. It is a poor fit for operational datasets that users may need on demand. Use the 180-day minimum as part of the retention decision, not merely as a pricing footnote.

Choose Azure Archive if you can operate an offline-to-online workflow
Azure Archive cannot be read or modified while the blob remains archived. You must rehydrate it to an online hot, cool, or cold tier, or copy it into an online tier. Microsoft’s overview lists LRS, GRS, and RA-GRS as supported redundancy configurations for Archive; check that those choices meet your durability and availability requirements before designing around the tier.

Microsoft’s cited guidance gives a 10 GiB/hour per-storage-account priority rehydration limit; that is a throughput constraint to account for, not a promise that an individual archive will finish within a fixed time. Bulk jobs, throttling, and many small blobs can extend completion.

Consider Google Cloud Archive when its full regional bill fits
Google’s pricing page makes the retrieval charge explicit: the page accessed in October 2026 lists $0.05 per GiB for Archive retrieval. It says this can apply when reading, copying, moving, or rewriting Archive data or metadata, in addition to relevant operations and network charges. Treat the listed figure as a rate on a live pricing page, not as a universal cross-cloud comparison: region, currency, redundancy, and transfer destination matter.
Calculate the cost of the workload, not just stored gigabytes
A storage-only rate leaves out charges that can decide the comparison. Build the same workload in each provider’s current regional pricing tools and include the following:

- Storage footprint: average stored volume, retention duration, and expected growth.
- Object count and size distribution: many small files can behave differently from a few large objects. AWS Flexible Retrieval and Deep Archive require 40 KB of metadata per object—8 KB charged at S3 Standard rates and 32 KB at the applicable archive rate—so object count can materially affect the result. - Writes and tier changes: model initial uploads, lifecycle transitions, and any copy operations rather than assuming that moving data into archive is free.
- Restore pattern: estimate retrieval volume and frequency, request counts, priority level, and whether restored data needs a temporary online copy. AWS says that for Flexible Retrieval and Deep Archive, the archived object remains archived while a temporary accessible copy is created; charges apply to both the archived object and temporary copy at S3 Standard rates. - Transfer destination: include outbound network transfer and any destination writes required by a restore or copy workflow.
- Retention and deletion: include early-deletion charges if data may be removed before the minimum storage period expires.
- Redundancy and geography: match region and redundancy assumptions across providers; availability and pricing can differ by configuration.
For Azure, Microsoft’s rehydration guidance identifies read transactions, retrieved data, destination writes for copy operations, and early-deletion charges as possible bill components. For Google Cloud, retrieval is additional to operation and network charges. AWS publishes its cost dimensions on its S3 pricing page.

- Set the recovery objective. Decide whether the first usable byte must be available immediately, within hours, or only after a longer archive restore. Eliminate options that cannot meet that objective.
- Describe the data precisely. Record region, redundancy, total volume, number of objects, average and smallest object sizes, and expected annual retrieval fraction.
- Set a realistic retention period. Compare the retention commitment with the service minimums and account for early deletion if your plans may change.
- Model normal and exceptional restores. Estimate ordinary retrieval and a larger incident or audit restore. Include priority, request volume, transfer, temporary copies, and destination storage.
- Price matching configurations. Use each provider’s current calculator or pricing page with the same region, currency, redundancy, transfer destination, and workload assumptions. Recheck rates before committing because provider pricing is live and can change.
- Test the restore workflow before migration. Confirm permissions, job handling, application behavior, and how restored objects become available to users. A nominally cheap tier can be operationally unsuitable if its recovery process conflicts with your recovery plan.
What not to confuse with cloud archive storage
Amazon S3 Glacier storage classes are not the same service as the older, separate Amazon Glacier vault service. AWS describes the vault-based offering as distinct and directs new archival needs to S3 Glacier classes; see the AWS Glacier API pricing page.

Also distinguish archive storage from backup strategy. A low-cost archive tier does not by itself establish that data is recoverable, protected against accidental deletion, or covered by your required retention and compliance controls. Those requirements need to be designed and tested alongside the storage class.
Recommendation
For immediate access, evaluate S3 Glacier Instant Retrieval rather than an offline tier. If restores can take hours, compare Flexible Retrieval with Azure Archive using your restore volume and workflow. If data is expected to remain untouched for long periods, Deep Archive is a strong candidate only when its retrieval delay and minimum retention fit. Consider Google Cloud Archive on the basis of a complete regional estimate—not its retrieval fee alone.
None of the cited provider information supports a universal cheapest-provider ranking. The sound choice is the one whose restore behavior, retention rules, redundancy, and fully modeled cost fit your data and recovery objective.
