For a pre-recorded video sent to YouTube Live, set the bitrate for the live encoder feed—not simply for the video file on your drive. YouTube recommends 14 Mbps for H.264 at 1080p30 and 17 Mbps for H.264 at 1080p60. For AV1 or H.265/HEVC, its recommendations are 10 Mbps at 1080p30 and 12 Mbps at 1080p60. The right target depends on the codec and frame rate of the signal you send.
Recommended live bitrate for 1080p
The figures below are YouTube’s recommended live ingest encoder bitrates, not guarantees of visual quality. The minimums are lower, but YouTube’s recommended target is the more useful starting point when your connection can sustain it.

Match the frame rate
1080p describes resolution, not frame rate. If your encoder sends 30 frames per second, use the 1080p30 recommendation; if it sends 60, use the 1080p60 recommendation. For pre-recorded material, preserve the source frame rate where practical rather than converting to 60 fps without a reason.

Match the ingest codec
Use the row for the codec your encoder actually sends to YouTube. The recommended bitrate is lower for AV1 and H.265/HEVC than for H.264 in YouTube’s table. Do not choose a lower target just because the stored video file uses a particular codec: the live encoder output is what matters.
Do not treat the minimum as the target
YouTube lists minimums as well as recommendations. A minimum is not the recommended operating point or a promise that the result will look good for every scene. Motion, source quality, and reliable delivery also affect the viewing result.

Set the encoder for a stable live feed
YouTube’s live guidance supports RTMP/RTMPS ingest, H.264, H.265/HEVC, and AV1 video, with frame rates up to 60 fps. It recommends RTMPS, constant bitrate (CBR), and a two-second keyframe interval; the interval should not exceed four seconds. Apply these settings to the outgoing live stream.

- Set resolution and frame rate: choose 1920 × 1080 and the frame rate you intend to send, usually matching the pre-recorded source.
- Choose an ingest codec: select H.264, H.265/HEVC, or AV1 if your encoder and workflow support it, then use the corresponding bitrate recommendation above.
- Set rate control to CBR: enter the recommended bitrate for the chosen codec and frame rate.
- Set keyframes: use a two-second interval and do not exceed four seconds.
- Use a supported ingest protocol: choose RTMPS where available, as YouTube recommends it.
- Test before going live: send a representative segment with similar audio and movement, confirm the connection can sustain the target, and monitor YouTube’s stream health.

Live bitrate is not upload-file bitrate
If you are encoding a normal video file to upload to YouTube, that is a different job from sending a live encoder feed. YouTube’s separate upload recommendations list 8 Mbps for 1080p standard-frame-rate video and 12 Mbps for high-frame-rate video. Those upload-file figures are not substitutes for the live ingest settings above. See YouTube’s recommended upload encoding settings.
Check whether your connection can carry the target
The selected bitrate must be deliverable consistently by the outbound connection. Test the actual streaming setup before the event, using similar content and audio, and inspect stream health rather than assuming a speed-test result guarantees a stable live feed. If the stream drops frames or reports connection trouble, reduce the bitrate to a level the connection can sustain or improve the connection, then test again.
