For remapping keys or key combinations in Windows, start with Microsoft PowerToys Keyboard Manager. On macOS, Alfred is a documented option for hotkeys that launch actions or app-aware workflows. If you want an abbreviation to expand into saved text, look at a text expander such as TextExpander. These tools solve different problems, so there is no single best choice for everyone.
Choose by the job your shortcut needs to do
“Custom keyboard shortcut” can mean several things: changing what a key sends, assigning a hotkey to open an app or run a command, triggering a workflow, or typing a short abbreviation that expands into longer text. Identify the task first, then choose a tool that supports it on your operating system.

Best for remapping keys in Windows: PowerToys Keyboard Manager
Microsoft’s PowerToys Keyboard Manager documentation describes remapping individual keys, creating shortcut mappings, and mapping a key or shortcut to text. If you do not select a target app, a mapping applies globally across Windows.
The utility has a key dependency: PowerToys must remain running in the background for its remaps to work. Some system-reserved shortcuts, including Win+L and Ctrl+Alt+Delete, cannot be remapped. Choose this option when you want to change key behavior, but do not expect it to override every Windows shortcut.

Best for finding shortcuts in Windows: PowerToys Shortcut Guide
If the problem is remembering shortcuts rather than creating new ones, Shortcut Guide is a better fit than a remapper. Microsoft calls it a searchable reference for keyboard shortcuts. It can display shortcut manifests for the foreground app and supported background apps, and users can search, pin, or create their own YAML manifests. Best for a keyboard-first app and command launcher in Windows: Command Palette
PowerToys Command Palette provides a configurable activation shortcut for opening a keyboard-first interface. Microsoft documents uses such as launching apps, running commands, searching files or the web, accessing bookmarks, and using extensions. It is useful when you want quick access to apps and commands, but Microsoft’s documentation does not describe it as a tool for arbitrary key remapping. See Microsoft’s Command Palette overview.

Best for hotkeys and workflows on macOS: Alfred
Alfred combines hotkeys, keywords, snippets, and workflows. Its Hotkey Trigger can use conditions based on which apps are focused or excluded, and can pass the focused app into a workflow. That makes it relevant when a hotkey should trigger an action only in a particular app, or behave differently depending on the active app.
Alfred’s official product page describes its features, while its Hotkey Trigger help page explains app conditions and workflow connections. Workflows that connect hotkeys, keywords, and actions use Powerpack. The linked purchase option is not enough to establish current pricing or licensing terms.

Best for expanding abbreviations: TextExpander
Text expansion is useful when you repeatedly type the same phrases, replies, or other saved text. You type an abbreviation and the app replaces it with a stored snippet; this does not remap the keyboard or launch an app.
A TextExpander-authored roundup published September 1, 2026 describes support for snippets and shared snippet groups across macOS, Windows, Chrome, and iOS. Treat those platform and feature details as the vendor’s claims, not as independent comparative testing. How to compare the options
- Platform: Confirm that the app supports the operating system and devices where you need shortcuts.
- Task: Separate key remapping from app launching, command access, workflow automation, and text expansion. A tool that excels at one may not handle the others.
- Scope: Check whether a shortcut applies system-wide or only when selected apps are active. PowerToys Keyboard Manager mappings are global when no target app is selected; Alfred supports app-based hotkey conditions.
- Setup: PowerToys exposes remapping through settings, while Alfred supports workflows that connect triggers and actions. The documented features do not establish a fair ease-of-use winner.
- Dependencies: Check whether a utility must remain running and whether the feature you need requires an add-on. PowerToys Keyboard Manager requires PowerToys to run in the background; Alfred’s Powerpack is used for workflows.
- Current terms: Check official plan and licensing information before paying. The cited TextExpander roundup is vendor-authored and its plan details may become outdated.
Which app should you choose?
- Choose PowerToys Keyboard Manager to remap keys or combinations in Windows, provided you can leave PowerToys running and your desired shortcut is not reserved.
- Choose Shortcut Guide to search and learn supported Windows shortcuts.
- Choose Command Palette for keyboard-first access to Windows apps, commands, and search.
- Choose Alfred for Mac hotkeys and workflows, especially when the active app should affect what a hotkey does.
- Choose TextExpander when the goal is to expand short abbreviations into saved text.
