Change.org itself remains a reasonable option if you want an open public petition page and sharing tools. The company says starting and signing are free, and its help guide covers setup, editing, decision-maker targeting, and sharing. How to choose a petition platform
Decide who will bring the audience
A shareable public petition page is not the same as guaranteed discovery. Ask whether the service offers a route to be found by new supporters, or whether you must bring visitors through your own site, mailing list, social accounts, or outreach. Do not treat a platform’s user count or victory tally as proof that your particular campaign will reach more people or succeed.
Match the tool to the job
A one-off public petition calls for a different setup than a group’s continuing advocacy program. If your organization already maintains a website and supporter-email operation, Action Network may merit evaluation as campaign infrastructure. Check signer data and consent
Before publishing, find out which fields are collected, what organizers can see or export, what a signer agrees to, and whether consent for public display or other communications is separate. Review the service’s own privacy and consent terms; a competitor’s feature grid is not evidence of another provider’s policy. If you already have signatures elsewhere, check whether both the records and their consent details can be transferred. The reviewed services do not establish a universal migration process.
Calculate the real cost
Free petition creation does not necessarily mean every campaign activity is free. Confirm current terms for email actions, promotion, membership or fundraising features, and any list-acquisition services, as well as the staff time needed to run the campaign. Check campaign eligibility and geography
Confirm that the platform supports your cause, organization type, and intended geography, especially when considering software built for a particular advocacy community. Do not assume that a general public host, organizational campaign system, and government petition process are interchangeable.

A hosting service supplies publishing and organizing tools; it cannot make the target act. A useful campaign starts with a request that a specific decision-maker has the authority to grant, then gives supporters a clear way to help deliver or amplify it.

- Write one specific ask. State the change you want in a short, action-oriented title. Change.org’s setup guide recommends a short title and a story of 150–400 words; that is its guidance, not a guarantee of results. Read Change.org’s setup guide.
- Name the decision-maker. Address the person or body able to make the requested change, rather than a general audience with no authority over it.
- Collect only information you need. Choose signer fields deliberately and understand the relevant consent choices before asking people to provide information.
- Plan delivery. Decide how and when you will present the petition to the decision-maker, and what follow-up or public communication will make the campaign accountable.
- Bring the first supporters. Plan to share the petition through channels you can reach directly. Change.org says a new petition needs five signatures to appear in its search; that is a Change.org rule, not a promise of further discovery. Its guide also says a published petition can be edited.
