Construction has stopped at BDx Data Centers’ planned 640MW CGK4 AI campus in Jatiluhur, West Java, after the provincial governor ordered work halted while required environmental and building approvals remained outstanding. BDx says it still targets the first phase entering service in early 2027, but explicitly makes that schedule subject to completion of the approvals—it is a company target, not confirmation that service will begin then.
Why construction at CGK4 was halted
Singapore-based BDx said work at the Jatiluhur site stopped following instructions from West Java Governor Dedi Mulyadi. The Straits Times reported on October 4, 2026, that the outstanding requirements include an AMDAL, Indonesia’s environmental impact assessment for major developments, and a PBG, the building approval covering technical and administrative requirements. A September 30 report also said the governor ordered work halted pending the permits and environmental assessment. The halt does not, by itself, establish that authorities found an environmental violation.
BDx said it was working with authorities on the remaining regulatory and permitting requirements. The status described here is based on reports published September 30 and October 4, 2026; permitting and construction status can change.
What BDx says about its early-2027 target
BDx told The Straits Times: “At this stage, we continue to target the first phase entering service in early 2027, subject to the completion of these approvals.” The condition is central: the company has maintained its target, but the reports do not confirm that the approvals have been completed or that the first phase will enter service on schedule.

The target concerns the first contracted phase of Building 1, not completion of the entire campus. BDx announced the project groundbreaking on September 22, 2026, saying work had begun on the first of six planned buildings. The company says the building’s 120MW of IT capacity will be delivered in phases, with campus buildings commissioned sequentially over about three years.
CGK4’s planned scale and design
BDx describes CGK4 as a 640MW campus for high-density AI workloads, planned across six buildings. Its September 22 announcement says the project has 845MVA of grid capacity from Indonesia’s state utility, PLN. That is a company-reported grid-capacity figure; it is distinct from the campus’s planned IT capacity.

These are project specifications and claims from BDx’s announcement, not independent tests of operating performance. The Business Times also reported the groundbreaking plans and their stated capacity and cooling details; that report does not independently confirm that CGK4 remains on schedule after the halt.
Why water use is part of the local concern
The site is about five kilometres from Jatiluhur reservoir. In its October 4 report, The Straits Times said West Java authorities estimated that the campus’s water needs could eventually reach about 384 litres per second. That is an attributed estimate, not an independently verified measurement of current use.

The report said officials considered Purwakarta’s allocation sufficient, while Governor Dedi Mulyadi insisted that supplies for residents and farmers must not be disrupted. He also called for the environmental analysis to be made public and asked an academic from the University of Indonesia to provide an independent assessment. These reported concerns do not establish that the project has already disrupted water supplies.

The market figures reported by The Straits Times provide context, not a direct comparison with CGK4: DataCenterMap counted 204 data-centre facilities in Indonesia as of September 2026. The paper also attributed to Coordinating Minister for Economic Affairs Airlangga Hartarto a July 2026 estimate of about 580MW of operational capacity and investor interest in another 1.3GW. Those figures describe the wider market and should not be confused with CGK4’s planned capacity.

BDx framed the September launch as a long-term investment in Indonesia’s digital and AI infrastructure. That is the company’s rationale for the project, rather than an independent assessment of its market impact. The immediate measure of progress is whether the outstanding approvals are completed and construction can resume; until then, the early-2027 first-phase date remains conditional.
