For a continuous YouTube stream, start with AWS Elemental MediaPackage v2 time_delay set to 0, and leave suggested presentation delay unset unless you deliberately want viewers behind the manifest’s live point. Use a startover window only when viewers need rewind or catch-up. Then configure YouTube’s ingest protocol and latency mode separately: MediaPackage timing and YouTube latency are different controls, and neither setting alone guarantees a particular end-to-end delay.
What each MediaPackage setting changes
time_delay: shifts content availability
MediaPackage v2’s time_delay shifts the available live point to “now” minus the configured duration. AWS illustrates this with content received at 12:20 and a 60-second delay: it becomes available at 12:21, while a request at 12:20 is served content from 12:19. The documented minimum is 0 seconds. When startoverwindow is 0, the maximum delay is 86,400 seconds (24 hours); when the startover window is nonzero, the maximum delay equals that window. AWS notes that a time delay can help reduce buffering during input switching when input redundancy is used with short output segments. That is a resilience trade-off for a particular workflow, not a general low-latency setting.
Startover window: enables time-shifted viewing
The origin endpoint’s startover window determines how much live content remains available for start-over or catch-up playback. MediaPackage v2 documents a maximum of 1,209,600 seconds (14 days). This setting is useful when viewers should rewind or start an ongoing stream from earlier content; it does not itself lower latency. AWS origin endpoint guide

Suggested presentation delay: starts playback behind the manifest
This setting tells a player how far behind the end of the manifest to begin. AWS gives 35 seconds as an example, placing playback 35 seconds before the manifest’s live point. When used with time_delay, AWS says the suggested presentation delay is added to the time-delay duration. Treat it as an intentional playback buffer, not as YouTube’s latency mode. LL-HLS: packaging capability, not an end-to-end promise
AWS announced Low-Latency HLS packaging support in MediaPackage in May 2023. That establishes an LL-HLS packaging capability; it does not establish that every downstream ingest or player accepts the output, or guarantee a particular end-to-end delay. AWS announcement

Choose YouTube latency and ingest independently
YouTube defines stream latency as the time from capture by the encoder or camera until the event appears to viewers. Its guidance says most viewers on Low latency experience under 10 seconds and most viewers on Ultra-low latency experience under five seconds. These are YouTube’s descriptions of its modes, not a promise for a specific AWS-to-YouTube route. YouTube also warns that lower latency may mean more playback buffering; Low and Ultra-low latency exclude 4K. Choose based on how much audience interaction matters, the resolution you need, and viewers’ tolerance for buffering. YouTube latency guidance; YouTube stream settings

Configure a continuous stream safely
- Choose the goal. Decide whether you need low viewer delay, resilience during input switching, or rewind and catch-up. These goals can conflict.
- Set MediaPackage timing. For minimum intentional delay, use
time_delayof0and avoid suggested presentation delay unless the player should lag behind the manifest’s live point. - Add time-shift access only if needed. Configure a startover window when viewers need to rewind or start earlier in the ongoing stream. If you also set
time_delay, keep it below the startover window. - Select YouTube ingest. RTMPS is YouTube’s generally recommended encoder route. If using HLS ingest, meet YouTube’s segment, playlist, HTTPS, and byte-range requirements; do not assume LL-HLS packaging alone satisfies them.
- Pick a YouTube latency mode. Weigh interaction delay against buffering, and account for the fact that YouTube’s Low and Ultra-low modes exclude 4K.
- Test and monitor. YouTube recommends testing before going live and monitoring stream health during the event. Test the actual encoder, MediaPackage endpoint, ingest protocol, route, and viewing setup rather than inferring a latency number from one AWS setting.
Troubleshoot delay and playback issues
- Viewers are consistently behind. Check for a positive
time_delayand a suggested presentation delay. AWS says the latter adds totime_delay; remove intentional delay settings if they are not required. - Viewers need rewind, but the live point should not move. A startover window provides time-shift availability. It is not a latency-reduction control.
- HLS viewers cannot select Ultra-low latency. This is expected for YouTube HLS ingest; YouTube turns Ultra-low latency off for HLS.
- HLS ingest is rejected or unstable. Check that the input uses TS segments 1–4 seconds long, a rolling playlist with no more than five outstanding segments, HTTPS POST/PUT, and no byte-range mode.
- Buffering increases after choosing a lower-latency mode. YouTube warns that lower latency may mean more playback buffering. Reassess the mode against network conditions and the importance of fast audience interaction.
- Delay changes do not produce the expected end-to-end result. MediaPackage availability timing, packaging, ingest, YouTube’s mode, and viewer playback all contribute. Use a realistic test stream and YouTube stream-health monitoring; there is no single documented MediaPackage value that guarantees a particular YouTube viewer delay.
