Announced at re:Invent on December 1, 2025, the features are designed to help automate parts of modernization projects—not to eliminate human review. AWS’s speed and cost figures are vendor-reported claims, not general guarantees.
What is AWS Transform?
AWS Transform is a workbench for infrastructure migration, application modernization, and code transformation. AWS documents specialized workflows for VMware and other server migrations, Windows and .NET modernization, mainframes, migration assessments, and custom code. Users can access the service through its web console, CLI, IDE integrations, and MCP. AWS’s current guide describes custom transformations defined in natural language, tested on sample repositories, and applied across larger codebases. Examples include version upgrades, framework changes, language translation, and architectural changes.
What agentic AI capabilities did AWS announce?
On December 1, 2025, AWS announced expanded agentic capabilities in AWS Transform for large-scale modernization of legacy software, code, libraries, and frameworks. The announcement also highlighted full-stack Windows modernization and new mainframe modernization and testing capabilities. AWS framed the goal as reducing technical debt and shifting resources toward innovation; these are the company’s aims, not independently established results. AWS’s announcement describes the launch.
ITPro reported that custom agents can automate code and application transformation and be tailored to company-specific languages. AWS vice president of migration and modernization Asa Kalavade told ITPro: “With custom you can create and execute modernization of all your custom code and applications.” Kalavade also described defining the intended modernization outcome, supplying code snippets and documentation, or pointing Transform to a wiki so the service can develop a modernization definition. ITPro’s announcement-era report attributes that explanation to Kalavade.

What can AWS Transform modernize?
Custom code and applications
AWS says custom transformations can target changes such as upgrading versions, switching frameworks, translating languages, and changing architecture. Teams can define a transformation in natural language, test it against sample repositories, and apply it at enterprise scale. The actual fit depends on the source code, target state, and transformation requirements; the cited product materials do not establish a universal success rate.
Windows and .NET workloads
AWS documents workflows for .NET framework modernization, SQL Server migration, user-interface upgrades, and deployment modernization. This is broader than changing a runtime alone: the described scope includes application components and how the workload is deployed.

Mainframe workloads
AWS’s guide lists analysis of COBOL, PL/I, and JCL; dependency mapping; refactoring toward languages such as Java or C#; data migration; and testing and validation. These are documented capabilities, not a claim that every mainframe system can be converted without project-specific analysis or engineering.
Infrastructure migration and assessment
Transform also covers VMware and other server migrations, plus migration assessments. These workflows concern infrastructure discovery, planning, and migration rather than only application code. AWS describes the overall service as shifting labor-intensive discovery, planning, and execution tasks to AI agents.

How does AWS Transform use agents while keeping people involved?
Agents can assist with analysis and transformation work, but AWS describes human-in-the-loop approval for critical actions. Its service documentation names merging to the main branch and deploying code to production as examples requiring human approval. That distinction matters: “agentic” describes software that can carry out multi-step work, not a guarantee of unsupervised production changes. How much faster or cheaper is AWS Transform?
AWS and ITPro have reported several outcomes, but they vary by workload and evidence type. The figures below should be read as AWS claims or customer examples, not expected results for every organization.

The figures come from different types of claims and customer examples; the cited materials do not establish independently audited results or comparable baselines across customers. For a project estimate, organizations should assess their own source systems, target architecture, validation workload, and human-review requirements rather than apply these headline numbers as a forecast.

Status depends on the capability. AWS’s changelog says continuous modernization became generally available on August 3, 2026. It describes scheduled or on-demand repository analysis, prioritized findings, and opening pull or merge requests with fixes. However, AWS’s marketing page still labels the capability “Preview,” so the public materials carry inconsistent status labels. For this specific feature, the dated AWS Transform changelog is the clearer dated status record; confirm the current service console and applicable terms before planning a rollout.

Availability also varies by region and capability. The changelog records migration capabilities becoming available in AWS GovCloud (US-West) on September 8, 2026, while modernization, custom transformation, and assessment capabilities remain limited to supported commercial Regions. Do not assume that the full service has identical availability across commercial and GovCloud Regions.
