Automatic vehicle location (AVL) is a system that determines a vehicle’s geographic position and sends that information to an operational system, such as a dispatcher’s map or a transit information service. GPS is often used to establish position, but GPS alone is not a complete AVL system: communication and software to receive and use the location are also needed.
What automatic vehicle location means
The Federal Highway Administration defines AVL as a computer-based system that collects and transmits information about a vehicle’s actual location. In practical terms, AVL makes vehicle positions available to people or systems responsible for coordinating operations. FHWA’s overview of advanced transportation technologies distinguishes GPS, which provides satellite positioning signals, from AVL, which uses communications to send location information to a central point such as a traffic management center.
The term is used somewhat differently across fields. UK bus guidance describes AVL as automatically determining and transmitting a vehicle’s geographic location. A 2024 National Academies transit-agency synthesis defines it more narrowly as an electronic system providing real-time vehicle location using GPS. For a general definition, the key distinction is that AVL is the location-reporting service, not just the positioning receiver.

A typical AVL deployment links three functions:
- Determine the vehicle’s position. An onboard receiver or another positioning method estimates where the vehicle is.
- Transmit the location. A communications link—such as radio, cellular, or satellite—sends the data to an operations center or service.
- Put the information to work. Dispatch or fleet software can show vehicle positions, while transit systems can use location data for service monitoring or passenger arrival information.
FHWA describes wireless communication of vehicle location to a central control point. PIARC likewise describes processing positioning coordinates in the vehicle and transmitting them to a traffic or dispatch center, and, where applicable, to passenger information systems. FHWA’s operations handbook and PIARC’s overview of road-network operations and ITS describe positioning options beyond satellite signals.

Positioning is not always GPS alone
Systems may use GPS or other satellite positioning, dead reckoning, roadside or station detectors, subsurface loops, wireless triangulation, or a combination. Satellite signals can be obstructed in tunnels, beneath trees, and among tall buildings, so a deployment may add complementary methods. Which approach is suitable depends on the route, operating environment, available infrastructure, and operational needs; there is no single method or accuracy level that applies to every AVL system.
What AVL is used for
AVL helps organizations see where vehicles are and coordinate work around that information. FHWA sources describe uses in emergency response, construction, trucking, snowplow and winter-road operations, maintenance fleets, public transit, and delivery dispatch.

AVL versus GPS and automatic vehicle monitoring
GPS is a positioning technology; AVL is the broader system that determines and transmits vehicle location for operational use. A GPS receiver may supply the position, but without a way to communicate and receive that position, it does not provide the full AVL function.

The National Academies’ 2024 transit-agency synthesis distinguishes AVM systems that provide real-time information including location, speed, and other vital statistics from its glossary definition of AVL focused on real-time location. Terminology varies by document and product, so check whether a system described as AVL includes only location or also vehicle condition and other telemetry.

AVL data frequency and transit feeds
How often an AVL system reports location depends on the deployment and what the data is used for. One specific example is the UK Department for Transport’s Bus Open Data guidance: for the bus AVL feed it describes, the guidance specifies SIRI-VM and an update frequency of 10–30 seconds. This is a requirement for that UK service context, not a universal AVL standard. The Department for Transport’s Bus Open Data Implementation Guide provides the relevant context.

Organizations evaluating an approach should match its capabilities to the work rather than assume that all AVL systems have the same coverage, update rate, or integration.

- Operating environment: Consider satellite visibility, tunnels, dense urban areas, route geography, and whether roadside or other supporting infrastructure exists.
- Operational use: Decide how fresh location updates need to be for dispatch, fleet coordination, or passenger information.
- Positioning method: Assess whether satellite positioning is sufficient or whether dead reckoning, local infrastructure, or a combined approach is needed.
- Integration: Confirm that the location data works with the dispatch, fleet, transit data-feed, or passenger-information systems that need it.
A vehicle GPS tracker can provide positioning hardware for a small-fleet or owner-operated setup, but a tracker alone may not include communications service, dispatch software, transit integration, or the reliability and support required for a regulated fleet. Confirm that the hardware, connectivity, software, and support fit the vehicle and intended operation.
