Australia’s new student visa measures took effect on 2 October 2026. For Indian applicants, the main changes affect applying for a Student visa from inside Australia, including family members, and changing education providers. They do not mean that all Indian applicants are barred from applying or that every Indian student is barred from including family. The right pathway depends on where you apply, your current visa and study history, whether an exception applies, and the documents required for your individual application.
What changed for Indian students from 2 October 2026?
The changes tighten three parts of Australia’s Student visa arrangements: some applications must now be made offshore rather than from within Australia; rules for including family members have narrowed; and most non-school students face a longer minimum period in their principal course before changing providers. These are Australian national rules, not a separate India-only visa regime. The measures do not establish an India-specific approval or refusal rate.
Applications lodged before 2 October 2026 continue to be assessed under the rules in effect when they were lodged, including applications that included family members. The changes apply to applications lodged from the start date.

It depends on your current visa and circumstances. From 2 October 2026, most temporary visa holders can no longer apply for a Student visa onshore. This includes people on Working Holiday Maker and Skills in Demand visas. A Student visa holder applying onshore for another Student visa must demonstrate genuine course progression. The Government identifies limited exceptions, including school and PhD students and people affected by provider default or course deferral.

If you must apply offshore
You must be outside Australia both when you lodge the application and when the visa is granted. Home Affairs says an onshore application is invalid if you are required to apply offshore. If your existing visa expires, an invalid application could affect your visa status and later eligibility, so check your position before lodging.
You may return to Australia while an offshore application is being processed if you hold another valid visa. You must leave Australia again before the Student visa is granted. An offshore application does not provide a bridging visa linked to that application.
If you are applying from India
Applicants lodging from India should distinguish the new onshore restrictions from the ordinary offshore application pathway. Check the current Home Affairs checklist for your own circumstances and make sure the location requirements are met at both lodgement and grant. Do not assume that a rule affecting someone already in Australia applies in the same way to an applicant lodging from India.

Can I take my spouse or children with me?
The new settings restrict which students may include a partner or children in a Student visa application. The Government lists limited exceptions for PhD students, nationals of Pacific and ASEAN member countries, and students sponsored by Australian or foreign governments. India is not among the nationalities named in that exception. Holding an Indian passport alone therefore does not qualify an applicant for it, but another individual exception may apply.
When the family application must be made
The settings remove the ability to add subsequent entrants under the arrangements described by the Government. In the limited circumstances where family may accompany a student, family members must apply when the primary student applies. For an eligible student applying for a new onshore visa, only family members already in Australia may be included. The Government says the arrangements are not intended to separate families already together in Australia.
Whether you can include family depends on the applicable exception and your family’s circumstances. Check the current official requirements before lodging; the fact that one exception does not apply does not establish the result under every other part of the rules.
Can I change my college after arriving?
During the transition period, most non-school students must remain in their principal course for 12 months before seeking to transfer to another provider. This is an increase from the previous six-month period. The stated exceptions include exceptional circumstances and a provider or course ceasing to be registered.

School students remain subject to the existing six-month restriction for their first registered school course. Before making a transfer plan, check which course counts as your principal course, how long you have been enrolled, and whether an exception applies to your situation.
What is planned for the 2027 transfer stream?
The Government has announced a new Student visa transfer stream for 2027. Under the announced arrangements, from 1 July 2027 a student using that stream must receive the new visa before starting with the new provider. Transfers will be permitted at the same or a higher Australian Qualifications Framework level. The announcement also says students will no longer be able to arrive to study higher education and then transfer onshore to vocational education and training.
These are forward-looking arrangements. If your plans depend on the new stream, recheck official guidance before acting; the announcement does not settle every detail of how an individual transfer will work.

How should I prepare a Genuine Student application?
The Genuine Student (GS) requirement applies to Student visa applications lodged on or after 23 March 2024. You answer questions about your circumstances and ties, why you chose the course and provider, your understanding of study and life in Australia, how the course benefits you, and any other relevant information. Responses must be in English and are limited to 150 words each. There is an additional question if you previously held a Student visa or are applying in Australia from a non-student visa.
Attach supporting documents in ImmiAccount. Home Affairs encourages evidence such as academic and employment records and information about your financial circumstances, and says it gives more weight to statements supported by evidence. Its assessment considers your circumstances in your home country and in Australia, the course’s value to your future, your immigration history and other relevant matters.
- Explain why this specific course and provider fit your background and plans.
- Use records that support important statements, such as qualifications, work history or financial circumstances.
- Keep responses within the word limit and answer the questions in English.
- Do not rely on generic claims that your own records do not support.
What financial and English evidence do I need?
Every Student visa applicant must declare sufficient funds for their stay. Whether you must also attach financial documents or English-language evidence when lodging depends on the combined evidence framework and the personal document checklist. That framework takes account of the applicant’s citizenship and the education provider’s evidence level. A streamlined outcome may mean fewer documents are required at lodgement, but Home Affairs may still ask for further evidence.

Financial capacity
Run the current checklist for your own case and provide the documents it requires when you lodge. Your declared funds should cover the stay, and living-cost declarations should reflect the intended location. Actual living costs differ by area; do not base a plan on relying on work to support yourself or family.
English-language evidence
Provide evidence of an approved test score if the checklist requires it and you are not exempt. Do not assume that an English-medium degree from India by itself removes the visa evidence requirement. Check the current exemption list and your personal checklist, including the accepted test, score and date rules that apply to your application.

Which checks matter most before lodging?
- Where you will apply: Confirm whether your current visa and circumstances allow an onshore Student visa application or require you to lodge offshore.
- Any exception: Check whether a stated onshore, family or transfer exception applies to you personally; do not infer eligibility from nationality alone.
- Family timing: Establish whether family can be included with the primary application and whether they are already in Australia.
- Course transfer: Check your course type, time in your principal course, intended provider and course level against the rules in effect when you plan to transfer.
- Evidence checklist: Generate the current personal checklist and prepare the financial and English documents it requires, alongside evidence supporting your GS answers.
Because the onshore and family measures took effect recently and the transfer stream is still forward-looking, verify the current Home Affairs requirements before making travel, enrolment or application decisions. Complex onshore eligibility, dependant or transfer circumstances may warrant advice from a registered migration agent; professional advice is not a universal visa requirement.
