Australian Seniors Basic Cover is pet insurance for cats and dogs, not Australian Seniors private health insurance. It can reimburse up to 60% of eligible veterinary expenses, but the policy also caps benefits at $12,000 per policy period overall and $2,000 per condition. Owners pay the remaining eligible costs, plus anything excluded or above a limit.
What Australian Seniors Basic Cover is designed to cover
Basic Cover combines cover for specified accidental injuries with broader illness cover. Neither category guarantees payment for every event or treatment: the policy definitions, exclusions, waiting periods, limits and the pet’s Certificate of Insurance all apply. The insurer’s booklet cautions that the policy does not cover every circumstance or expense and has terms, conditions, exclusions and limitations.
Specified accidental injuries
The policy booklet lists eligible specified injuries such as a motor vehicle incident, burns or electrocution, an allergic reaction to an insect or arachnid bite, bone fracture, snake-bite toxicity, traumatic ligament or tendon injury, bite or fight wounds and abscesses, and lacerations or abrasions caused by external violence. An update effective 21 October 2024 adds near-drowning incidents. These are defined categories, not blanket cover for every accident.

Illness examples
Examples in the booklet include cancer treatment, skin, eye and ear conditions, gastrointestinal problems, hereditary and congenital conditions, intervertebral disc disease and tick paralysis. These examples remain subject to the policy’s exclusions and pre-existing-condition rules; being named as an example does not by itself establish that a particular claim will be paid.

How much it pays—and what the limits mean
The Hollard Insurance Company’s current Basic Cover Target Market Determination describes the following benefit limits. The policy’s eligible-expense definitions and the pet’s certificate determine how they apply to a claim.

These are maximums, not guaranteed claim payments. For example, the 60% rate applies to eligible expenses; it does not mean the insurer pays 60% of every vet bill. Excluded treatment, costs above the applicable cap and any policy sub-limit can leave the owner paying more. CHOICE lists a $300 consultation sub-limit and no excess in its public summary; confirm the current certificate and policy terms for the limits that apply to your cover.

Waiting periods and pre-existing conditions
- Illness: a 30-day waiting period applies.
- Cruciate ligament conditions: a six-month waiting period applies unless a waiver is approved through the policy’s vet-examination process. A waiver is not automatic; written insurer approval is required.
- Specified accidental injuries: the booklet states there is no waiting period for this cover except for cruciate ligament conditions.
A condition may be treated as pre-existing if it existed before the first policy period or arose during a waiting period and the owner or veterinarian knew, or reasonably should have known, about it. A formal diagnosis is not always required. The October 2024 update changes the pre-existing-condition wording; read it with the policy booklet rather than relying on the booklet alone.
Some temporary conditions may cease to be excluded after 18 months without signs, symptoms or abnormality before treatment for a claim. This is not a general reset for every condition: chronic and specified conditions may not qualify. Check the exact wording and obtain clarification for a condition that has appeared in your pet’s records.

What is not covered or may be limited
The policy documents identify exclusions or limitations that include pre-existing conditions; dental treatment, including fractured teeth; routine and preventative treatment; some elective treatments; breeding and obstetrics; pet foods or diets; and grooming. The TMD also says the product is not intended for customers seeking preventative-treatment or general pet-ownership-cost cover, complete reimbursement, or cover for chronic pre-existing conditions. This list is not a substitute for the complete PDS, its update and your certificate.
Who can apply, and how to assess the price
The official TMD describes the intended customer as someone aged 18 or older seeking cover for a domestic dog or cat legally available in Australia. The pet must be over eight weeks old and younger than 16 at the first commencement of cover. CHOICE summarizes the entry range as a minimum of eight weeks and maximum age of 15 years; the official TMD’s boundary is “younger than 16.”

There is no reliable universal premium to quote: the payable premium is shown in an individual quote and Certificate of Insurance, and depends on the customer’s and pet’s circumstances. Get a current quote for your animal rather than treating another owner’s price as representative. CHOICE’s public page does not reveal its expert rating or component scores to non-members, so a public numeric CHOICE score cannot be stated here.
Claims and how to compare the policy
CHOICE lists claims through a customer web portal, vet-submitted e-claims, GapOnly at participating veterinary practices, and mail. Its summary says GapOnly is limited to participating practices and specified hours; check current availability with the provider and your vet. A claims route does not change the policy’s exclusions or limits.

When comparing pet policies, use the same animal details and payment assumptions for each quote. Focus on the terms that drive likely out-of-pocket costs:
- What counts as an eligible expense and the reimbursement percentage.
- Overall annual and per-condition limits, consultation caps and other sub-limits.
- Which illnesses and injuries qualify, and how narrowly injuries are defined.
- Waiting periods, cruciate waiver requirements and pre-existing-condition rules.
- Dental, routine, preventative, elective and chronic-condition exclusions.
- The premium for your pet, payment frequency, claim process and cash needed upfront—especially if your vet does not offer GapOnly.
