Before moving Jira or Confluence from Server or Data Center to Atlassian Cloud, settle the migration route, user and permission mapping, app-data plan, source and destination readiness, and validation process. Run the product’s pre-migration checks, but do not treat a clean check as proof that everything is ready: Atlassian says the assistants do not cover every issue. This checklist focuses on Jira and Confluence, where Atlassian’s published preparation guidance is most detailed; Bitbucket has separate migration resources.

Atlassian’s migration resource hub organizes guidance by planning, users, apps, migration assistants, and post-migration work.

1. Define the scope and choose a migration route

Write down which product instances, projects or spaces, and users are in scope; whether the source is Server or Data Center; and whether the Cloud destination already contains data. Confirm that the source product version is supported by the relevant assistant. Version support and assistant capabilities can change, so check the current product checklist when you plan and again before scheduling.

For Confluence, choose the route before applying route-specific preparation checks. Atlassian’s checklist covers the Cloud Migration Assistant, XML space-by-space import, and XML site import. It strongly recommends the assistant for Data Center migrations when it can be used. The available evidence does not establish a single best route for every source and destination, so base the choice on version eligibility, migration scope, destination state, and the product’s current guidance.

2. Prepare users, groups, permissions, and destination capacity

Identity mapping affects who owns content and whether users can access it after migration. Plan identity work before moving data, especially when Jira and Confluence share people or will be migrated at different times. Atlassian says matching source email addresses across Jira and Confluence matters because the assistants use email addresses to map content. Its Confluence checklist also says users can be migrated first with support, after which the products can be migrated in either order.

  • Find invalid or duplicate email addresses and, where applicable, duplicate usernames. Resolve cases in which one person has multiple configured email addresses that could map to separate Cloud accounts.
  • Check for group-name conflicts and restricted group names, and review source directory synchronization. For Jira using an external directory, Atlassian advises syncing the active external user base.
  • Review project, space, and content permissions, including permissions attached to groups that may change or fail to map.
  • Confirm the destination subscription tier can accommodate migrated users and existing Cloud users. Atlassian’s live Confluence checklist currently states that a Free-plan migration fails if migrated users plus existing destination users exceed 10. Verify the applicable limit in the target organization before scheduling, since plan rules can change.
  • For Jira, review Cloud storage and entity limits against the current checklist and target-site configuration.

Confirm migration-operator access

Give the operator the required source system-administrator permissions and destination organization- or app-administrator access. Jira migrations can also require access to the source export directory and Browse project permission for selected projects, boards, or filters. Check the chosen route’s current requirements rather than assuming one administrator role covers every step.

3. Make the source and Cloud destination ready

Check product-specific configuration

  • Jira: Review group conflicts, public-access-related custom fields, Data Center configuration, duplicate shared-configuration names, Advanced Roadmaps teams and plans, free disk space, and Cloud storage. Ensure corresponding Jira Cloud apps are available where needed; language differences can affect field migration.
  • Confluence: Review restricted groups, public-access settings, heap allocation, and proxy configuration. Atlassian advises against changing the source server’s time zone during preparation because doing so could cause migration failures.

These checks are product-specific; use the relevant Jira checklist or Confluence checklist for current requirements.

Check connectivity, load, and destination configuration

  • Allow the Atlassian Cloud domains and IP addresses required by the migration assistant through firewalls and reverse proxies. Confluence may also require HTTP or HTTPS proxy setup. Use Atlassian’s current allowlist because network addresses and requirements can change.
  • Plan around source performance. Scheduled background jobs can add CPU, memory, and database load during migration or checks. Stop unnecessary jobs and schedule the work outside peak hours.
  • Assess network bandwidth and security tools that could slow uploads.
  • Verify that the destination site and required product apps are configured for the chosen migration scope.

4. Treat Marketplace apps as a separate workstream

Make an inventory of installed apps and decide which are needed in Cloud. Assess each app in the migration assistant, then confirm the exact data path with its vendor. Having a Cloud equivalent does not by itself mean the app’s data will migrate automatically.

Possible assessment outcomes include an automated data path, install-only, a vendor-directed or separate path, an upgrade requirement, a need to contact the vendor, or no Cloud equivalent. Some app data is embedded in Jira core data; other app data must use the vendor’s process. App-data migration is performed by the Marketplace partner that built the app, not by Atlassian, and the customer must review and agree to the partner’s data-access agreement.

  1. Record each installed app and whether it is required after cutover.
  2. Review its assessment status and any upgrade or installation prerequisites.
  3. Ask the vendor to confirm what data migrates, how it migrates, timing, and any customer actions.
  4. Include app-data validation in the test migration; do not mark an app ready solely because a Cloud version exists.

5. Run pre-migration checks early and resolve the findings

Run the relevant Cloud Migration Assistant assessments and product checks, read each finding, and remediate issues. The assistants catch common problems, but Atlassian says they do not check everything; retain the full product checklist as a separate readiness control.

Jira’s checks cover areas including the system, users and groups, customers, projects, boards and filters, Advanced Roadmaps, Marketplace apps, and Assets. Atlassian advises running Jira pre-migration checks at least a few days before the migration. Successful results are cached for 30 days and then removed. If data changes or the timing means the results may be stale, run the checks again.

6. Back up, rehearse, and validate before production

Back up relevant source data and any populated Cloud destination before importing. Then run a trial migration to a test or staging Cloud site, inspect the migrated records and permissions, and carry out user acceptance testing (UAT). Atlassian Support’s Confluence checklist states: “We strongly recommend doing a trial run of your migration to a test or staging Cloud site before running your final migration.”

  1. Prepare a representative test scope. Include the data, user mappings, permissions, and apps that could expose migration issues.
  2. Run the test migration using the intended route. Record configuration choices, errors, duration, and any manual app-vendor steps.
  3. Validate with owners and users. Check that expected records, attachments or content, permissions, user identities, and app data are present and usable.
  4. Resolve gaps and repeat as needed. Update the migration plan and checks if the source data, route, or destination changes.
  5. Write the production runbook. Assign named owners for identity, infrastructure and network, app vendors, business validation, and migration execution; document the sequence, timing, decisions, and recovery actions.

Atlassian’s test migration guidance and the Jira and Confluence checklists describe these preparation steps.

7. Coordinate the production window

If the migration is large, falls on a holiday or weekend, or otherwise needs support coordination, check the relevant product checklist for its notice window and examples. Jira and Confluence guidance gives different user-count and advance-notice examples; there is no single universal threshold established for both products. Set the actual window against your product, scope, source load, app-vendor dependencies, and support needs.
